ORDINANCE NO.
AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF REDDING AMENDING SECTION
18.06.020 OF THE REDDING MUNICIPAL CODE RELATING TO THE REZONING OF
CERTAIN REAL PROPERTY IN THE CITY OF REDDING (PD-1-92) .
The City Council of the City of Redding does hereby ordain as follows:
Section 1. That effective on the date the hereinafter-described property is
annexed into the City of Redding, the boundaries of the districts referred to in
Section 18.06.020 of the Redding Municipal Code as designated on a Map entitled
"Zoning Map of the City of Redding, California," dated March 19, 1956, are hereby
altered as set forth in the map attached hereto and incorporated herein by:
REZONING: 2235 Gold Hills Drive; and 6001, 6011, and 6021 Oasis Road
FROM: "U" Unclassified District
TO: "PD" (Planned Development) , subject to the conditions of
approval attached hereto and incorporated herein by reference,
numbered 1 through 25.
Section 2. The City Council hereby ratifies the Negative Declaration prepared
for this project showing that it has no substantial impact upon the environment and
that an environmental impact report is not necessary.
Section 3. The City Clerk shall certify to the adoption of this Ordinance, and
cause its publication according to law.
I HEREBY CERTIFY that the foregoing Ordinance was introduced and read at a
regular meeting of the City Council of the City of Redding on the 3rd day of May ,
1994, and was duly read and adopted on the 17th day of May 1994, at a regular
meeting of the City Council by the following vote:

Conditions of Approval
General Requirements
1. The standard conditions for subdivisions delineated in Resolution 92-18
shall be met.
2. Development of the project is to be in substantial accordance with the
tentative map.
3. The final plan shall be approved by the Board of Administrative Review
prior to recording a final map. Included in the final plan submittal shall
be the following:
► Site plan/tentative map (50 scale or larger) .
► Building elevations.
► Landscape plan.
► Grading plan.
► Common amenity plan.
4. The following measures shall be taken to protect the Buckwheat scrub plant
communities illustrated on the tentative map as "nondisturbance areas."
Lots/building areas shall be adjusted on the final plan to accommodate the
requirements.
a. Prior to undertaking any grading or other construction activities, the
boundaries of the plant communities shall be flagged in the field and
certified by a qualified botanist.
b. Snow fencing or other temporary barrier as approved by the Planning
Director shall be placed around the nondisturbance areas, including a
10-foot-wide buffer. The barrier shall be in place prior to undertaking
any construction activities.
c. The improvement plans shall indicate how drainage from landscape areas
will be directed away from the areas of nondisturbance.
d. The Covenants Codes and Restrictions shall indicate that the
nondisturbance area delineated on the final map contains sensitive plant
species and shall remain in its natural state.
5. The City Attorney is to approve final documents of the homeowners'
association agreement prior to recording a final map.
6. The parcel lines recorded with Lot Split LS-72-87 shall be adjusted to be
consistent with the approved phasing plan and shall be shown on the final
map.

7. Emergency vehicle turnarounds shall be provided at the terminus of
Street "B" and Street "P" unless waived by the Fire Marshal . The
turnarounds shall be shown on the final plans and improvement plans.
Streets K and H shall be connected with an all-weather surface to
facilitate access by emergency vehicles.
Streets and Circulation
8. The property owner shall participate in a special benefit district—if and
when one is formed—for off-site traffic circulation improvements
necessitated by traffic impacts resulting from the Country Homes project.
Until such time as a district is formed, the developer shall deposit with
the City a fee of $413 per unit towards circulation improvements at the
time of occupancy. This fee may be adjusted on July 1 of each year based
on changes in the Construction Cost Index as published in the Engineering
News Record. Improvements to be funded by this fee include, but are not
limited to, the following projects: signalization and intersection
improvements at Oasis Road and Churn Creek Road, Gold Hills Drive, Shasta
View Drive intersections; widening of Oasis Road/Interstate 5 overcrossing;
and Shasta View Drive right-of-way and construction. This condition shall
be noted on the recorded map and in any title report issued upon conveyance
of any lot.
9. The following requirements shall be met pertaining to Oasis Road
intersections and frontage improvements. All construction shall be per the
specifications of the City Engineer:
a. The Oasis Road frontage shall be improved with vertical curb, gutter,
and 5-foot-wide sidewalk to a 1/2-width improved section of 38 feet,
including necessary tapers.
b. The proposed Mid Drive Trail intersection shall be relocated
approximately 150 feet eastward from that depicted on the tentative map
in accordance with a location to be determined by the City Engineer.
c. The developer shall construct, stripe, and mark, at his expense, left-
turn pockets and acceleration/deceleration lanes at Gold Hills Drive and
Mid Drive Trail within the above described section.
10. The Gold Hills Drive frontage shall be improved with curb, gutter, and
4-foot-wide sidewalk at the time of development of any abutting phase.
11. The owner/developer shall prepare the subbase and furnish and place all
required aggregate base and asphalt concrete between the gutter and the
existing street sections of Oasis Road and Gold Hills Drive. In addition,
the owner/developer shall be required to do any asphalt overlay on the
existing section necessary to provide a uniform cross slope to the gutter.

12. The Public Works Department is to approve the structural section of all
private streets. The streets shall be improved with a 28-foot paved
section (minimum) . The edge of the pavement is to be protected by concrete
curb and gutter.
13. Low profile exterior lighting is to be provided for private streets.
14. Parking is to be improved in accordance with Chapter 18.62 of the Municipal
Code with a minimum of 266 covered spaces, 34 guest parking spaces, and 31
recreational vehicle spaces. The spaces may be provided in accordance with
the development' s phasing plan and in accordance with the ratios contained
in Chapter 18.62.
Sewer, Water, and Utilities
15. An updated "will serve" letter shall be provided from the Bella Vista Water
District prior to undertaking any development or recording a final map.
16. Water connections to the Bella Vista Water District shall be paid for and
installed prior to issuance of a building permit.
17. All common open-space areas shall be placed within a public-service
easement to facilitate the construction and maintenance of public and
private utilities.
18. The developer is to note that City electrical lines shall be extended to
the site in accordance with adopted policies, standards, and charges of the
City of Redding Electric Department.
19. Sewer lines are to be extended, sized, and set at grades to permit the
orderly extension of sewer service in accordance with the Master Sewer
Plan. Sanitary sewer lines shall be a minimum size of 8 inches, except the
short terminal ends of the lines.
20. The developer shall note that the property is situated within two separate
tributary areas for sanitary sewer service. Connection to these systems
shall be made per the requirements of the Public Works Department. Service
may flow entirely to the Salt Creek subbasin if the improvement plans
verify that maximum depth will not be exceeded.
Drainage
21. Detention basins shall be utilized to ensure that there is not any increase
in storm-water runoff due to development of the project. This requirement
shall pertain to both the drainages tributary to Salt Creek and Dry Gulch.
The improvement plans shall indicate how this requirement is to be achieved

and shall include all necessary calculations. Maintenance of the facility
located within the recreational vehicle parking lot shall be the
responsibility of the homeowners' association.
22. All drainage outlets into a natural drainage course are to incorporate
water-velocity-attenuation devices to minimize erosion. The storm-drain
outlets are to be extended so as to discharge into a defined channel ; the
developer shall cause the dedication of any off-site easements necessary
to accommodate the extension.
Landscape, Open Space, and Recreation
23. The common recreation areas depicted on the tentative map shall be
developed in a manner providing general multipurpose recreational use. The
clubhouse facilities located adjacent to Oasis Road shall be developed
prior to occupancy of any dwelling unit. The remaining recreation facility
and common areas shall be completed prior to occupancy of the 73rd dwelling
unit.
24. The recreational vehicle parking area shall be fenced and screened on all
sides by intensive landscape.
25. A 75 percent credit shall be granted for the payment of in-lieu park fees
based on the value established for single-family residences provided under
Section 17.42.060 B of the Municipal Code.
