ZI3d AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF REDDING AMENDING REDDING MUNICIPAL CODE CHAPTER 6.14, CARD ROOMS, BY ADDING THREE ADDITIONAL CARD GAMES TO SECTION 6.14.150, AUTHORIZED GAMES. The City Council of the City of Redding does ordain as follows: Section 1. Redding Municipal Code Section 6.14.150, Authorized. Games, is amended as follows: I. THE FOLLOWING GAMES ARE ADDED TO PARAGRAPH A: 8. Hi-Hi-Lo Poker 9 . Asian Poker (Push Nine) 10 . California Baccarat. II. THE FOLLOWING GAMES/DEFINITIONS ARE ADDED TO PARAGRAPH B: 8 . "Hi-Hi-Lo Poker" means a game played with a standard 52-card deck and one joker. The joker is used as an ace in the one- card Hi and two-card Hi hands, and as the Lo card missing in the three-card Lo hand. Every participating player makes three equal bets of any desired amount. The dealer is the house dealer who runs the game and collects a per-hand fee in advance of the cards being dealt. The game starts by the dealer dealing one card to each player, face up, in rotation. The player with the highest card (ace high) has the option to be the player banker for up to three consecutive hands. The players are participants in the game. (� The dealer then shuffles all the cards and, starting from the �1 left hand of the player banker, the deck must be cut by one of the players. Each player is dealt six cards by the dealer, one at a time, face down, in rotation, which the player arranges to make three hands: a one-card hand for Hi, �) a two-card hand for Hi, and a three-card hand for Lo. Rankings are based on basic poker rankings, thus the highest hand for the one-card Hi hand would be an ace; the highest hand for the two-card Hi hand would be two aces; and the lowest hand for the three-card Lo hand would be Ace-2-3 . The object of the game is that each player' s one-ca.rd Hi, two-card Hi, and three-card Lo hands are compared against the player banker' s respective one-card Hi, two-card Hi, and three-card Lo hands to determine if the player wins the hand. If the player wins the hand, the player banker pays the player. If the player banker loses the hand, the player forfeits his wager for the hand or there is a tie. In the event of tie hands: On the one-card Hi hand, the player banker will take the bet if both the player and the player banker have an ace. All other ties will be considered as a push. A tie in the two-card Hi hand or the three-card Lo hand will be considered a win for the player, and the player banker will pay the amount of the bet. 9 . "Asian Poker (Push Nine)" means a game played with a standard 52-card deck; no joker. All cards are played at face value, and there are no wild cards. The ranking of the hands are: Three of a kind, aces being high Straight Three face cards Points, 9 being high. The dealer is the house dealer who runs the game and collects a per-hand fee in advance of the cards being dealt. To determine who starts with the dealer button, the dealer deals one card to each player, face up, in rotation. The player with the highest card (ace high) gets the dealer button. Thereafter, the winner of the previous pot receives the dealer button. The game is played with up to nine players; and all action starts from the dealer button. Each player is dealt three cards, one at a time in rotation. One player to a hand. One bet and three raises. Each player antes, and betting begins (example: playing a $1 ante, the betting is $1-3 ; playing a $2 ante, the betting is $1-6) . If there is a push, or tie (e.g. , two players having a 9) , a new hand is played. All other players may buy in for half the pot value if they wish. The object of the game is to obtain the best poker hand and garner the pot. 10. "California Baccarat" means a game played with a shoe that contains eight standard 52-card decks plus. eight jokers. The total number of cards in a shoe is 424. 2 All cards have their face value, with the exception of the joker that can be played as a wild card. A joker may have any numerical value from 0 to 9. Face cards have the value of 0 . The value of each hand is determined by adding the numerical values of the cards of the hand. The object of the game is to obtain a hand that the sum of its cards is 9 or the closest under to it. Players will receive two cards starting with the action button. The players have the option of drawing one card. A hand that contains a joker automatically has the value of 9 . A hand that contains two jokers is a natural 9 and is better than all other non-natural 91s. If the sum of cards in a hand is more than 10, the value of that hand is the sum of the hand minus multiples of 10 (e.g. , 10+3+8=1) . Players must position their hands. in the proper "hit" or "stand" box in order to receive or not receive a draw card. Each player has the option to be the player banker for two consecutive hands on any betting position. The player banker must shake the dice to randomly pick a position for the start of the action. Player bankers holding a natural 9 will automatically win all hands to the extent that money covers, with the exception of other natural 9 ' s held by players. All players, including the player banker, must draw = 0 ' s, 1 ' s, 2' s, 3 ' s, and 4' s, and stand on 7 ' s, 8 ' s, and 9' s. All players have the option to "hit" or "stand" on 5 ' s, but must "stand" on 6 ' s. The player banker has the option of "hit" or "stand" on 5' s and 61s. Game Rules: (a) Players are responsible for protecting their hands, the correct number of cards before the draw, and their chips. Therefore, any discussion or comment regarding the content of any hand is not allowed. (b) Players are responsible for correctly playing their hands. Prior to the opening of the player banker' s hand, any attempt to change the hand from one box to another will cause that hand to be played by the house floor personnel according to the House Way. (c) In the case of an inadvertent misplay of a "House Way" hand, the draw cards will be readjusted to their correct playing position. (d) In the case of an inadvertent misplay of a hand by the player, the draw cards may not be readjusted; that player' s hand will automatically lose to the extent that money covers; and all other hands will play as is. Intentional misplaying of hands will not be tolerated. (e) A misdeal is declared when ( 1) the deal is out of position and two or more hands are looked at; ( 2) the deal is out of position and the player banker' s hand is looked at; ( 3) two or more players receive an incorrect 3 number of cards and the cards are not retrievable; and ( 4) the player banker does not have the correct number of cards. (f) A misdeal is not declared when the payoff is commenced. (g) Seated players may not prohibit anyone from back-line wagering. Settlement of all hands starts with the action button. Hands that have higher numerical value than the player banker' s hand will win, and the hands that have lower numerical value than the player banker will lose. All hands that have the same value as the player banker' s (ties) are push hands and receive no action. All payoffs start with the action button. All payoffs extend to the amount that the player banker' s wager covers. Players who do not receive action on their wagers will receive courtesy time for their next hand. Section 2. This ordinance shall take effect 30 days after the date of its adoption. Section 3. The City Clerk shall certify to the adoption of this Ordinance and cause its publication according to law.
