NOTE: City Manager Tippin stated that the Redding Electric Utility (REU) Power
Plant (Power Plant) is the reason REU was able to provide power during the Carr Fire.
In addition, the Power Plant helped REU to avoid brown-outs when the rest of
California was experiencing them during the early part of this century.
Mr. Tippin advised that bond debt payments on the Power Plant will continue until
approximately 2030. He stressed the importance of avoiding a situation similar to the
coal plant in New Mexico. REU must pay on the bond debt even though the state of
California forced REU out. Therefore, ratepayers are paying for the coal plant and
receiving zero benefit.
According to Mr. Tippin, REU and the Northern California Power Agency works
diligently to ensure that,as the utility moves toward carbon-free power, the Power Plant
will continue to provide power until the bond debt is paid. He emphasized that to do
anything else would increase rates in an unacceptable manor.
