HomeMy WebLinkAboutMinutes - City Council - 2019-12-03 150 Redding City Council, Regular Meeting Civic Center Council Chambers 777 Cypress Avenue Redding, CA 96001 December 3, 2019, 6:00 PM The meeting was called to order by Mayor Julie Winter with the following Council Members present: Michael Dacquisto, Adam McElvain, Erin Resner,and Kristen Schreder. Also present were: City Manager Barry Tippin, Assistant City Manager Sheri DeMaagd, City Attorney Barry E. DeWalt, Electric Utility Director Dan Beans, City Clerk Pamela Mize, and Executive Assistant Anette Cates. The City Manager introduced Department Directors that were in attendance: Public Works Director Chuck Aukland, Fire Chief Cullen Kreider, Community Services Director Kim Niemer, Police Chief Bill Schueller, Information Technology Director Tony Van Boekel, Finance Director/City Treasurer Allyn Van Hooser, and Development Services Director Larry Vaupel. The Pledge of Allegiance to the Flag was led by Mayor Winter. The Invocation was provided by the Pilgrim Congregational Interfaith Choir. PRESENTATIONS 2A. Selection of Mayor, Vice Mayor, and Mayor Pro Tempore. Monique Wellin opined that she does not want Adam McElvain to become the new Mayor. A MOTION WAS MADE by Council Member Resner,seconded by Council Member Dacquisto,to appoint Council Member McElvain to serve as Mayor for a one-year term expiring December 1, 2020. The Vote. Unanimous Ayes. A MOTION WAS MADE by Mayor McElvain, seconded by Council Member Resner, to appoint Council Member Resner to serve as Vice Mayor and Council Member Dacquisto to serve as Mayor Pro Tempore for one-year terms expiring December 1, 2020. The Vote. Unanimous Ayes 2B. Presentation of Mayor's Appreciation Gavel to Julie Winter. Mayor McElvain presented Mayor Emeritus Winter with a Gavel Plaque of Appreciation for her service as Redding Mayor from December 2019 to December 2020. PUBLIC COMMENT Deb Miller stated she moved to Redding a short time ago and wants to thank the City Council for all they do for Redding and its citizens. The following speakers asked the City Council to instruct staff to include climate impact as part of all City projects: Dan Greaney, Collette Streight, and Matt Michaelis. Brenda Woods and Monique Wellin expressed their frustration with the letter the City Council sent to Governor Newsom requesting that he declare a state of emergency regarding the issues of homelessness and drug addiction in California. Susan Murray opined that changing the homeless problem in Redding is a slow process. 12/03/2019 151 CONSENT CALENDAR The following matters were considered inclusively under the Consent Calendar and each Report to the City Council (staff report) is incorporated herein by reference: 4(a). Approve Minutes — Regular Meeting November 5, 2019; Special Meeting November 19, 2019—Closed Session; and Regular Meeting November 19, 2019. 4(b). Accept Accounts Payable Register No. 9 and Payroll Registers No. 8: (1) Accounts Payable Register No. 9 for period of November 1, 2019, through November 8, 2019, for a total of$2,228,372.13 for check numbers 149654 through 149823, inclusive, ACH Transfer numbers 15647 through 15658, inclusive, Wire Transfer numbers 8859 through 8868, inclusive; and (2) Payroll Register No. 8 for the period of October 10,2019,through October 19, 2019, in the amount of$3,154,928.85, for electronic deposit transaction numbers 496906 through 497809, inclusive, and check numbers 605626 through 605664, inclusive; SUMMARY TOTAL: $5,383,300.98. 4(c). Accept the Treasurer's Report for the month of October 2019. 4(d). Accept the Proof of Cash reconciliation and ACR133 report for the month of October 2019. 4(e). Adopt Ordinance No. 2617, an ordinance of the City Council of the City of Redding, adopting an amendment to the City of Redding zoning map relating to the rezoning of the Stonecreek Subdivsion (APN# 054-510-029-000 and 054-510-082-000) consisting of 61.6 acres located along both sides of Shasta View Drive south of Rancho Road in the City of Redding(RZ-2019-00314). 4(f). Adopt Ordinance No. 2618, an ordinance of the City Council of the City of Redding, amending Title 11 (Vehicles and Traffic), Chapter 24 (Stopping, Standing, and Parking) by amending Section 11.24.060 (Angle Parking), to establish angle parking on Tehama Street. 4.4(a). Authorize the City Manager to execute the Seventh Amendment to Consulting and Professional Services Contract (C-7198) with PlaceWorks, Inc. for an amount not to exceed $210,422 for completion of the River Crossing Marketplace Specific Plan Environmental Impact Report. 4.5(a). Authorize installation of cybersecurity software for the Redding Power Plant to protect generating Units 1, 2, 3, 4, 5, and 6, and the distributed control system (T3000) from potential cyber-attacks including hacking, viruses, and malware; and authorize Redding Electric Utility to procure the needed cybersecurity software sole-source from Siemens Energy, Inc. 4.6(a). Approve successor contract to the current contract (C-3003) with the Shasta County Opportunity Center for the period of January 1, 2020, through December 31, 2021, at an annual fee of$211,939.68 for the first year of the contract and $226,426.08 for the second year of the contract. 4.6(b). Approve revisions to City Council Policy: 806— Recreation Classes and Program Fees that include increased cost recovery and exempting free programs from the policy. The Community Services Advisory Commission reviewed this proposal at its regular meeting on November 13, 2019,and recommends it for adoption. The Vote: AYES: Council Members - Dacquisto, Resner, Schreder, Winter, and McElvain NOES: Council Members- None ABSTAIN: Council Members -None ABSENT: Council Members- None Ordinance Nos. 2617 and 2618 are on tile in the Office of the City Clerk. 12/03/2019 152 PUBLIC HEARINGS 6.1 Public Hearing to consider adopting a Resolution approving the issuance of bonds by the California Statewide Communities Development Authority related to construction of Block 7 Downtown Apartments as required by the Tax Equity and Fiscal Responsibility Act. Development Services Director Vaupel provided an overview of the Report to the City Council (staff report), incorporated herein by reference. The hour of 6:00 p.m. having arrived, Mayor McElvain opened the Public Hearing to consider Resolution approving the issuance of bonds by the California Statewide Communities Development Authority related to construction of Block 7 Downtown Apartments. The Affidavit of Publication—Notice of Public Hearing is on file in the Office of the City Clerk. Mayor McElvain determined that no one present wished to speak to this item and closed the Public Hearing. A MOTION WAS MADE by Council Member Schreder, seconded by Council Member Resner, to adopt a Resolution No. 2019-118, a resolution of the City Council of the City of Redding, approving the issuance of bonds by the California Statewide Communities Development Authority not to exceed $50,000,000, for the benefit of Block 7 Downtown Investors LP,to provide financing for the acquisition,construction, and equipping of a 78-unit multifamily rental housing project known as Block 7 Downtown Apartments. The Vote: AYES: Council Members- Dacquisto, Resner, Schreder, Winter, and McElvain NOES: Council Members-None ABSTAIN: Council Members-None ABSENT: Council Members- None Resolution No. 2019-118 is on file in the Office of the City Clerk. REGULAR CALENDAR: REPORTS & COMMUNICATIONS OF DEPARTMENTS, BOARDS,COMMISSIONS, AND COMMITTEES 9.2(a). Community Planning Assistance for Wildfire (CPAW) Final Recommendations Report. Assistant City Manager DeMaagd highlighted the Report to the Council (staff report), and presented a PowerPoint presentation, both incorporated herein by reference. Molly Mallory (Wild Fire Planning International) and Kelly Johnston (Wild Land Professional Solution), members of the Community Planning Assistance Team, presented a PowerPoint presentation, incorporated herein by reference. A MOTION WAS MADE by Council Member Resner, seconded by Council Member Winter, to: (1) received the Final Recommendations Report prepared by the Community Planning Assistance for Wildfire program staff; and (2) authorize staff to schedule a special workshop to review the recommendations in detail. The Vote: Unanimous Ayes. 9.5(b). Consider 2019 Redding Electric Utility Wildfire Mitigation Plan; auditor's report; and Budget Resolution to fund the SB 901 Technology Solutions Program. Electric Utility Director Beans, provided the Report to the City Council (staff report), and presented a PowerPoint presentation, both incorporated herein by reference. 12/03/2019 153 Andy Dressel with Navigant Consulting, Inc. presented a PowerPoint presentation, incorporated herein by reference,regarding the independent evaluation services for the Wildfire Mitigation Plan. Pete Marsh spoke regarding climate change. A MOTION WAS MADE by Council Member Schreder, seconded by Council Member Winter, to: (1) approve the Redding Electric Utility Wildfire Mitigation Plan revised December 3, 2019; (2) accept the independent auditor's report submitted by Navigant Consulting, Inc.; and (3) adopt Resolution No. 2019-119, a resolution of the City Council of the City of Redding, approving and adopting the 15th Amendment to City Budget Resolution No. 2019-050 appropriating funds in the amount of $12,000,000 to fund the SB 901 Technology Solutions Program. The Vote: AYES: Council Members - Dacquisto, Resner, Schreder, Winter, and McElvain NOES: Council Members -None ABSTAIN: Council Members-None ABSENT: Council Members- None Resolution No. 2019-119 is on file in the Office of the City Clerk. NOTE: City Manager Tippin stated that the Redding Electric Utility (REU) Power Plant (Power Plant) is the reason REU was able to provide power during the Carr Fire. In addition, the Power Plant helped REU to avoid brown-outs when the rest of California was experiencing them during the early part of this century. Mr. Tippin advised that bond debt payments on the Power Plant will continue until approximately 2030. He stressed the importance of avoiding a situation similar to the coal plant in New Mexico. REU must pay on the bond debt even though the state of California forced REU out. Therefore, ratepayers are paying for the coal plant and receiving zero benefit. According to Mr. Tippin, REU and the Northern California Power Agency works diligently to ensure that,as the utility moves toward carbon-free power,the Power Plant will continue to provide power until the bond debt is paid. He emphasized that to do anything else would increase rates in an unacceptable manor. 9.9(a). Resolution - in support of the Reducing Crime and Keeping California Safe Act of 2020. City Manager Tippin presented an overview of the Report to the City Council (staff report), incorporated herein by reference. A MOTION WAS MADE by Council Member Resner,seconded by Council Member Winter, to adopt Resolution No. 2019-120, a resolution of the City Council of the City of Redding, in support of the Reducing Crime and Keeping California Safe Act of 2020. Assistant City Manager DeMaagd presented the Report to the City Council (staff report), incorporated herein by reference. 12/03/2019 154 A MOTION WAS MADE by Council Member Schreder, seconded by Council Member Resner, to adopt Resolution No. 2019-121,a resolution of the City Council of the City of Redding, approving the successor Memorandum of Understanding and Salary Schedules between the City of Redding and the International Brotherhood of Electrical Workers- Maintenance Employees(IBEW Maintenance), for a term ending December 3, 2022. COUNCIL TRAVEL REPORT(S). Council Member Schreder attended the American Public Power Association Conference for Policy Leaders on November 21 and 22, 2019, held in Nashville, Tennessee. POTENTIAL TOPICS FOR FUTURE CITY COUNCIL MEETINGS. At Mayor McElvain's suggestion,a consensus of the Council directed staff to analyze Redding Electric Utility's budget and review City Council Policy No. 1414 and return to the Council on January 21, 2020 with a report regarding the feasibility of a rate holiday.
