ORDINANCE NO. 2149
AN ORDINANCE OF THE CITY COUNCIL OF THE CITY
OF REDDING AMENDING PORTIONS OF REDDING
MUNICIPAL CODE CHAPTERS 6.02 (BUSINESS
LICENSES), 6.04 (LICENSE FEE SCHEDULE) AND 6.32
(VEHICLES FOR HIRE).
Section 1. Chapter 602(Business Licenses)of the Redding Municipal Code is amended as
follows:
The following definitions are added to Section 6.02.010,Definitions:
"Employed" means engaged or employed as an employee in a business which is subject to
regulation under this chapter.
"Person"means any individual,firm,partnership,joint venture, association, social club,fraternal
organization, joint stock company, corporation, estate, trust, business trust, receiver, trustee,
syndicate, or any other group or combination acting as a unit,foreign or domestic.
"Residential" means any house, duplex, apartment, motel, hotel, inn, lodge, rooming house, or
trailer park.
In addition, the definition of"employees"is amended to read as follows:
"Employees"means all persons engaged in the operation or conduct of any business,whether as
owner,a member of the owner's family,partner,agent,manager, solicitor,or salesman,regardless
of the basis of compensation, and any and all persons employed in such business.
II. Sections 6.02.020, 6.02.030, 6.02.080, 6.02.110, 6.02.130 and 6.02.180, and the addition of
section 6.02.165, shall read as follows:
6.02.020 Required.
It is unlawful for any person to be engaged in business in the city without having a valid
license from the city to do so,in compliance with any and all regulations contained in this chapter
pertaining to the business, unless the person is exempt under the provisions of this chapter. No
person who is an employee, or the direct representative of a licensee, shall be required to pay a
license fee for doing any part of the work of the licensee.

6.02.030 Separate Licenses Required—Business Type and Each Location.
Separate licenses must be obtained for each branch, establishment, or separate place of
business in which the business is carried on. Separate licenses must be obtained for each kind or
class of business carried on at each location.
6.02.080 Display—Duplicate.
A. Every person having a license under the provisions of this chapter for engaging in business
at a fixed place of business shall keep the license posted for exhibition in some
conspicuous location in his place of business. Every person having such a license,and not
having a fixed place of business,shall carry the license with him at all times while carrying
on the business for which the license was granted. Every person having a license shall
produce and exhibit the license when applying for a renewal thereof, and whenever
requested to do so by any police officer or any person authorized to issue or inspect
licenses or collect license fees.
B. A duplicate license may be issued by the City Clerk to replace any license previously
issued hereunder which has been lost or destroyed. For the issuance of each duplicate
license,a fee shall be collected to help defray the processing costs. The amount of the fee
shall be established by resolution of the City Council.
6.02.110 Determination of Number of Employees.
For the purpose of calculating the license fee payable under this chapter,the number of
employees shall be determined by the average number of employees employed or to be employed
during the license period.
6.02.130 When Fees Due.
A. Annual license fees are due and payable on or before the date the business commences,and
shall be renewed annually on the anniversary of the effective date of the initial license.
B. Quarterly fees for temporary businesses are due and payable on January 1,April 1,July 1,
and October 1 of each calendar year, and shall be delinquent 30 days after the respective
dates.
C. Daily license fees for itinerant businesses,as required by chapter 6.22,are due and payable
to the city each day in advance.
D. The failure of a licensee to receive a notice of renewal shall not eliminate the requirement
of the licensee to obtain a valid business license pursuant to this chapter.
6.02.165 Evidence of Doing Business.
When a person,by the use of any sign,circular,handbill, card,telephone book,newspaper,
mailbox, advertisement, or address, represents that he is transacting and carrying on a business
activity in the city—or when a person holds a valid license or permit issued by a government
agency indicating that he is doing business in the city—that person shall,for the purposes of this
chapter,be deemed to be transacting and carrying on a business activity in the city. These factors
shall be considered prima facie evidence that said person is transacting and carrying on business
in the city,unless evidence is presented to the contrary and found satisfactory to the City Clerk or
designee.
6.02.180 Violation—Penalties.
A. Any person engaged in a business, trade, profession, calling, or occupation in the city

without first obtaining the required business license pursuant to this chapter shall be
subject to a penalty of twenty-five percent of the license fee due. Each new business shall
be allowed a grace period not exceeding two months to obtain the business license required
by this chapter.
B. If any annual or quarterly license fee remains unpaid at the end of the calendar month in
which it becomes due and payable,a penalty often percent per month shall be added to the
license fee for each month that it remains unpaid, not exceeding in the aggregate a total
penalty of fifty percent of the amount of the license fee. Any penalty so imposed shall be
collected by the person in charge of the collection of the license fee.
Section 2. Chapter 604(License Fee Schedule)of the Redding Municipal Code is amended
as follows:
Sections 6.04.030 A, 6.04.050, 6.04.090, 6.04.100, 6.04.150 and 6.04.160, and the addition of
section 6.04.110, shall read as follows:
6.04.030 Entertainment.
A. The following entertainment activities shall be subject to a fee as set forth below:
1. Billiard rooms and pool halls, $100 per year;
2. Bowling alleys, $100 per year;
3. Carnivals, $25 per day;
4. Circuses, $50 per day;
5. Dance halls or dance operators,other than at the Redding Convention Center, $25
per quarter;
6. Theater or other exhibitions on a limited basis, $25 per engagement;
7. Motion picture theaters: For conducting,managing,or carrying on a motion picture
theater,the annual license fee shall be$100 for a theater with a seating capacity of
up to 500 seats; $150 for a theater with a seating capacity of 501 to 1,000 seats;
and$200 for a theater with a seating capacity of over 1,000 seats;
8. Entertainment at the Redding Convention Center, $25 per engagement;
9. Skating rinks,$100 per year;
10. Retail selling of food, beverages, ice cream, etc., on streets and sidewalks in
conjunction with a parade or special event,$10 per day per employee;
11. Playlands and batting cages, $100 per year;
12. Dancers or dance troupes,not on a temporary basis, $100 per year.
6.04.050 Professions and Occupations.
For conducting, managing, carrying on, or engaging as an individual, entrepreneur,
copartner,or professional associate in any profession or occupation enumerated in this section,and
having a fixed place of business in the city,the annual license fee shall be computed at the rate of
$90 per year for each professional member of the firm,partnership,or corporation,plus the sum
of$6 per year for each of the first eight employees,plus $4 dollars per year for each employee in
excess of eight:

6.04.090 Junk and Scrap Dealers and Recyclers.
Dealers or recyclers in junk,rags,bottles,sacks,cans,paper, scrap iron, or scrap metal shall
pay a license fee of$25 per quarter.

6.04.100 Manufacturers and Processors.
For each person carrying on a business consisting mainly of manufacturing,packing,
processing,canning,or fabricating any goods,wares,merchandise,or produce,the annual license
fee shall be computed at the rate of$50 per year, plus $4 per year for each of the first 24
employees,plus $2 per year for each employee in excess of 24.
6.04.110 Delivery by Vehicle.
Each person who delivers by vehicle within the city anything for profit or livelihood, or
provides any service by the use of a vehicle in the city,shall pay a license fee of$50 per year.
6.04.150 Real Property.
A. Every person owning and engaging in the business of offering residential real property for
rent or lease in excess of two units shall pay an annual license fee of$5 per rental unit for
all units. Any person with fewer than three units is exempt from payment of the license
fee.
B. Every person owning and engaging in the business of offering non-residential real property
for rent or lease shall pay an annual license fee,computed as follows, excluding that portion
occupied by the property owner, or by a business in which the property owner is a partner
or principal stockholder:
0 - 999 square feet No license fee
1,000- 2,000 square feet $20.00 per year
2,001 - 3,000 square feet $40.00 per year
3,001 - 4,000 square feet $60.00 per year
For each additional 1,000 square feet to
10,000 square feet $10.00 per year
For 10,000 square feet or more, a basic fee of$120.00 plus
$5.00 per each additional 1,000 square feet over 10,000.
6.04.160 Retail and Wholesale Sales and Service Generally.
For every person carrying on a business consisting of selling, at retail or wholesale, any
goods, wares, merchandise, or commodities, or conducting, maintaining, or carrying on any
profession, trade, occupation, calling, or business not specifically licensed by this chapter, the
annual license fee shall be$50 per year,plus $8 per year for each of the first four employees,plus
$4 per year for each employee in excess of four.
Section 3. Chapter 632(Vehicles for Hire) of the Redding Municipal Code is amended as
follows:
Sections 6.32.040, 6.32.1 S0 and 6.32.210 shall read as follows:
6.32.040 Owner's Permit—Fee.
The owner or lessee of any vehicle that is required to obtain a permit under this chapter
shall pay to the City Clerk a license fee as prescribed by section 6.04.200. No permit issued under
the provisions of this chapter shall be valid until the City Clerk endorses thereon an
acknowledgment of the payment of the license fee for the current year. Such fee shall be due and
payable to the City Clerk on or before the date the business commences, and shall be renewed
annually on the anniversary of the effective date of the initial license.

6.32.150 Collection Greater Than Established Fare Prohibited.
A. No person owning,operating,or controlling any taxicab or limousine shall demand, charge,
collect,or receive any greater fare or charge than those which are currently set forth in the
schedule of fares on file with the City Clerk,as required by City Council resolution,nor
shall any such person,except as provided in this chapter,make or collect any charge for the
doing of any act required by this chapter.
B. Any person collecting or receiving more than the fare or charge which now is or hereafter
may be established shall,in addition to any other penalties provided by law,be obligated
to return the total of such excessive fare or charge to the person from whom it was
collected.
6.32.210 Driver's Permit—Fee.
Every driver under this chapter shall pay to the City Clerk an annual license fee as
prescribed by section 6.04.210. The fee shall be due and payable on or before the date the business
commences, and shall be renewed annually on the anniversary of the effective date of the initial
license. Fees for owner-drivers shall be waived.
Section 4. The adoption of this ordinance is not subject to the provisions of the California
Environmental Quality Act.
Section 5. This ordinance shall take effect 30 days after the date of its adoption, and the City
Clerk shall certify to the adoption of this ordinance and cause its publication according to law.
