AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF
REDDING AMENDING PORTIONS OF REDDING MUNICIPAL
CODE TITLE 16, BUILDINGS AND CONSTRUCTION,
PERTAINING TO THE ADOPTION OF UNIFORM CODES.
The City Council of the City of Redding does ordain that Title 16 of the Redding Municipal
Code be amended as follows, and that the City Clerk shall certify to the adoption of this ordinance
and cause its publication according to law.
1. SECTION 16.08.010 SHALL READ AS FOLLOWS:
16.08.010 Uniform Housing Code Adopted.
That certain document, a copy being on file in the office of the City Clerk, marked and
designated "Uniform Housing Code, 1994 Edition," published by the International Conference
of Building Officials, is adopted as the Uniform Housing Code of the City of Redding and
included in and made a part of this Code as though set forth at length herein.
2. SUBSECTIONS A, D, E, F, AND G, WITH THE ADDITION OF SUBSECTION H, OF
SECTION 16.08.020 SHALL READ AS FOLLOWS:
16.08.020 Uniform Building Code Adopted.
A. That certain document, a copy of which is on file in the office of the City Clerk,
marked and designated "Uniform Building Code, 1994 Edition," published by the
International Conference of Building Officials (including Chapter 15, Chapter 29,
Divisions II and III of Chapter 31, and Chapter 34 except Section 3406.2, of its
appendix, but excepting the remainder of the appendix), except as specifically amended
in this Title, is adopted as the Uniform Building Code of the City of Redding and
included in and made a part of this Code as though set forth at length herein.
D. In addition to the requirements of Section 904.2.1 and 904.2.2 of the Uniform Building
Code, no structure requiring a fire flow of 3,000 GPM or more as determined by the
Uniform Fire Code, "Fire-flow Requirements for Buildings," or more than two stories
in height, shall be constructed or altered unless protected by an automatic sprinkler
system meeting the requirements of Chapter 9 of the Uniform Building Code. For the

purposes of this section, area separation walls will not constitute separate buildings
unless constructed as required for a four-hour area separation wall, with no penetration
allowed.
All existing structures shall meet the requirements of this section when a change of
occupancy or character of the occupancy is made and a greater hazard to life or
property exists or the required fire flows are increased.
Exceptions:
1. R-3 occupancies;
2. Alterations to buildings not exceeding 50% of the building value and not
increasing the total fire flow requirement of the building.
Installation of an automatic sprinkler system required by this section shall not prohibit
the substitution for one-hour fire resistive construction allowed by Section 508 of the
Uniform Building Code, Volume 1.
E. In addition to the requirements of Section 1505 of the Uniform Building Code, roofs on
all buildings in hazardous fire areas, as defined by the Uniform Fire Code, shall be as
follows:
1. Hazardous Fire Areas:
a. Any Class C roof covering which complies with Uniform Building Code
Standard 15-2, Volume 3;
b. Any Class A or Class B roof covering;
c. Any noncombustible roof covering.
A map of the hazardous fire areas shall be prepared and signed by the Fire
Chief, and updated on a yearly basis.
2. The installer of roof covering shall provide certification of the roof-covering
classification to the Building Official.
3. This section is applicable to all new building construction, and to all existing
buildings when 50% of the roof area is re-roofed.
F. Section 2320.4 of the Uniform Building Code, Volume 1, is amended by adding a last
paragraph as follows:
"When wood shingles or shakes are used as exterior wall coverings in areas designated
as hazardous fire areas by Section 1503 of the Uniform Building Code, Volume 1, the
shingles or shakes shall have a minimum Class "C" fire rating, complying with

Uniform Building Code Standard 15-2, Volume 3."
G. In addition to the requirements of Section 1605.4 of Volume 2 of the Uniform Building
Code, roofs shall be designed to support a roof snow load of 30 pounds per square
foot.
H. Table 1-A, Building Permit Fees, is deleted.
3. SECTION 16.08.021, UNIFORM BUILDING STANDARDS ADOPTED, IS REPEALED.
4. SECTION 16.08.025 SHALL READ AS FOLLOWS:
16.08.025 Uniform Mechanical Code Adopted.
That certain document, a copy being on file in the office of the City Clerk, marked and
designated "Uniform Mechanical Code, 1994 Edition," published by the International
Conference of Building Officials and the International Association of Plumbing and
Mechanical Officials, is adopted as the Uniform Mechanical Code of the City of Redding and
included in and made a part of this Code as though set forth at length herein.
5. SECTION 16.10.010 SHALL READ AS FOLLOWS:
16.10.010 Uniform Administrative Code Adopted.
A. That certain document, a copy being on file in the office of the City Clerk, marked and
designated "Uniform Administrative Code, 1994 Edition," published by the
International Conference of Building Officials, except as specifically amended in this
Title, is adopted as the Uniform Administrative Code of the City and included in and
made a part of this Code as though set forth at length herein.
B. Tables 3-A, 3-B, 3-C, 3-D, 3-E, 3-F 3-G, and 3-H regarding fees are deleted.
6. SECTION 16.12.010 SHALL READ AS FOLLOWS:
16.12.010 Electrical Code Adopted.
That certain document, a copy being on file in the office of the City Clerk, marked and
designated "National Electrical Code, 1993 Edition," published by the National Fire Protection

Association, is adopted as part of the electrical regulations of the City and included in and
made a part of this Code as though set forth at length herein.
7. SECTION 16.16.010 SHALL READ AS FOLLOWS:
16.16.010 Uniform Plumbing Code Adopted.
A. That certain document, a copy of which is on file in the office of the City Clerk,
marked and designated "Uniform Plumbing Code, 1994 Edition," published by the
International Association of Plumbing and Mechanical Officials, except as hereafter
specifically amended or changed, is adopted as the Uniform Plumbing Code of the City
of Redding and included in and made a part of this Code as though fully set forth at
length herein.
B. As an amendment to the Uniform Plumbing Code, Section 103.4 regarding fees is
deleted from this Code.
