AN ORDINANCE OF THE CITY OF REDDING ADOPTING AN
AMENDMENT TO THE CITY OF REDDING ZONING MAP RELATING
TO THE REZONING OF THE RANDHAWA PROPERTY (APN 109-080-
007) CONSISTING OF APPROXIMATELY 1.2 ACRES LOCATED AT
2450 GOODWATER AVENUE IN THE CITY OF REDDING (RZ-2019-
001427)
THE CITY COUNCIL OF THE CITY OF REDDING DOES ORDAIN AS FOLLOWS:
Section 1. Finding of fact: the City finds and declares as follows:
A. The Zoning Map of the City of Redding is incorporated in and made part of Redding
Municipal Code Title 18, known as the City of Redding Zoning Ordinance.
B. The Planning Commission held a duly noticed public hearing pertaining to said
amendment on November 26, 2019, for RZ-2019-01427 to allow for the development of
a 3,180-square-foot convenience gas mart and carwash as identified in Site Development
Permit Application SDP-2019-01426.
C. The City Council held a duly noticed public hearing on January 21, 2020, prior to the first
reading of this ordinance.
D. The proposed amendment to the Zoning Map is consistent with the General Plan and any
applicable specific plan. Approval of the General Plan Amendment and the Site
Development Permit for the convenience gas mart and carwash necessitates that the
Zoning Map be consistent with the General Plan for the parcel. The Neighborhood
Commercial "NC" zoning would allow for the proposed use and would provide
neighborhood commercial services that are consistent with that proposed zoning. The
"NC"Neighborhood Commercial zoning is appropriate at this location because the parcel
is located at a freeway interchange that provides convenient access to vehicular traffic
and will provide neighborhood commercial services in an area that currently has limited
services.
E. Adoption of this ordinance will not adversely impact the welfare of the citizens of the
City of Redding and its surrounding region. The "NC" Neighborhood Commercial
zoning allows uses that serve the neighborhood with commercial services. The proposed
use associated with Site Development Permit SDP-2019-01426 will provide these
services to the surrounding neighborhood. Identified negative impacts associated with the
proposed use will be mitigated below a level of significance through the project
conditions, which include enhanced security measures, a new traffic signal and other site
improvements.
Section 2. The boundaries of the districts referred to in Section 18.01.050 of the Redding
Municipal Code, as designated on a map entitled "Zoning Map of the City of Redding,
California," dated January 7, 2003, are hereby altered as set forth on the map attached hereto and
made part hereof by;

TO: "NC" Neighborhood Commercial
Section 3. This ordinance shall take effect thirty (30) days after the date of its adoption;
and the City Clerk shall certify to the adoption of this ordinance and cause its publication
according to law.
I HEREBY CERTIFY that this ordinance was introduced and read by the City Council of the
City of Redding at a regular meeting on the 21 st day of January, 2020, and was read and adopted
at a regular meeting on the 4th day of February, 2020, by the following vote:
