ORDINANCE NO. 2 19-3
AN ORDINANCE OF THE CITY COUNCIL OF THE CITY
OF REDDING AMENDING AND RENAMING CHAPTER
10.18 OF THE REDDING MUNICIPAL CODE.
The City Council of the City of Redding does ordain as follows:
Section I. Chapter 10.18 of Title 10, Public Peace, Morals and Welfare, is renamed and
amended to read as follows:
TITLE 10, PUBLIC PEACE, MORALS AND WELFARE
Chapter 10.18
Prohibited Activities in Public Areas
Sections:
10.18.010 Duty to Disperse on Streets or Sidewalks
10.1.8.020 Obstructing Pedestrians
10.18.030 Violations—Penalty.
10.18.010 Duty to Disperse on Streets or Sidewalks.
No person shall fail, neglect, or refuse to disperse or move on any public
highway, alley, crosswalk, street or sidewalk or other place open for pedestrian travel,
if directed to do so by a peace officer.
10.18.020 Obstructing Pedestrians.
A. No person shall loiter or stand in or upon any public highway, alley,
crosswalk, street or sidewalk or other place open for pedestrian travel or
otherwise occupy any portion thereof in such a manner as to obstruct or
unreasonably interfere with the free passage of pedestrians or as to
obstruct or unreasonably interfere with the normal use of the entrance to
any building, business, house of worship, medical or health facility, hall,
theater, moving picture theater, or place of public assemblage.
B. No person shall loiter, stand in, or otherwise occupy any portion of a
public park or other public property or a public highway, alley,
crosswalk, street, sidewalk, or other place open for pedestrian travel as \
follows:

I. In such a manner as to intimidate or harass, physically or verbally,
any other person;
2, For the purpose of consuming alcoholic beverages without a
permit issued pursuant to Chapter 10.20 or Chapter 11.44; or
3. For the purpose of smoking if the person is a minor.
10.18.030 Violations Penalty.
Violations of Sections 10.18.010 and 10.18.020 shall constitute an infraction
punishable by a fine not to exceed one hundred dollars ($100.00); a second violation of the
same section within one year is an infraction punishable by a fine not to exceed two
hundred dollars ($200.00);11.and a third violation of the same section within five (5) years
of a first violation is a misdemeanor.
Section 2. The passage of this ordinance is not a "project" according to the definition
in the California Environmental Quality Act, and therefore is not subject to the provisions requiring
environmental review.
Section 3. This ordinance shall take effect 30 days after the date of its adoption, and the
City Clerk shall certify the adoption thereof and cause its publication according to law.

regular meeting on the 1 st day of July , 1997; and was read and adopted at a regular meeting on the
15th day of July , 1997, by the following vote:
