AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF REDDING
AMENDING SECTION 18.06.020 OF THE REDDING MUNICIPAL CODE
RELATING TO THE REZONING OF CERTAIN REAL PROPERTY IN THE
CITY OF REDDING (RZ-2-97).
The City Council of the City of Redding does ordain as follows:
Section 1. That the boundaries of the districts referred to in Section 18.06.020 of the Redding
Municipal Code, as designated on a map entitled "Zoning Map of the City of Redding, California," dated March 19,
1956, are hereby altered as set forth on the map attached hereto and made a part hereof by:
REZONING: Property located between Girvan Road on the north, Highway 273 on the west, the
Sacramento River on the east, and the City boundary on the south
FROM: "U" Unclassified District and "U-FP" Unclassified District with Floodplain
Combining District
TO: "M-2-F" Industrial District with Site Plan Review Combining District and
"M-2-F-FP" Industrial District with Site Plan Review and Floodplain
Combining Districts, with the site plan review criteria attached hereto and
made a part hereof; "OS" Open Space District; and "U" Unclassified District.
Section 2. On the basis of the initial study for rezoning application RZ-2-97 prepared by the
Development Services Department, the City Council finds that the subject rezoning will not have a significant effect
on the environment and approves the negative declaration with the following findings: The Project is compatible with
the Redding General Plan, the surrounding land use and the Code of the City of Redding California, and it will not
significantly alter existing landform.
Section 3. This ordinance shall take effect 30 days after the date of its adoption, and the City Clerk shall
certify to the adoption of this ordinance and cause its publication according to law.
I HEREBY CERTIFY that this ordinance was introduced and read at a regular meeting of the City Council
on the 15th day of April, 1997; and was read and adopted at a regular meeting of the City Council on the 6th day
of May , 1997, by the following vote:

Site Plan Review Criteria
1. To accomplish adequate separation and screening between the"M-2-F" or"M-2-F-FP" District
and any adjoining residential district or residentially occupied property,the following shall be
incorporated at the property line separating the districts:
► A 30-foot-wide, open-space buffer together with an 8-foot-high solid masonry wall.
2. Front-yard building setbacks shall be 30 feet, and street side-yard building setbacks shall be
20 feet, excluding the following:
a. Roof overhang.
b. Uncovered steps and walks not wider than 6'feet.
c. Structures which exceed the 50-foot height limit of the "M-2" zone shall have a minimum
100-foot setback from a street or residential district.
3. The aggregate side-yard requirement shall be a total of 20 feet as set forth in this subsection.
It may be either on one or both sides of each building site; provided, however, that one side
yard shall be at least 15 feet in width; and provided further that an open-space buffer of at least
30 feet in width shall be provided adjacent to any residential district or residentially occupied
property.
4. Rear yards, minimum 10 feet.
5. Parking areas for employees or visitors shall not be within any street setback or within 15 feet
of the public street, whichever is less. Areas within the street setback shall not be used for
vehicle maneuvering or backup.
6. Landscape planters a minimum of 15 feet in width shall be provided adjacent to street rights-
of-way. The landscape planter shall incorporate live vegetative ground cover and trees.
7. No materials, supplies, or equipment, including company-owned or operated trucks, shall be
stored in any area on a site,except inside a closed building or behind a visual barrier, screening
such areas from the view of adjoining properties and public streets.
8. Loading docks shall be set back and screened to minimize view from the street.

9. Any fence directly visible from any public street and used to screen storage areas from public
view shall be a minimum of 6 feet high and shall be constructed of a style and material
approved by the City. Where proposed storage would exceed the height of the fence and be
visible from a public street, the developer shall plant a row of evergreen trees that can be
reasonably anticipated in a period of 5 years to achieve a height sufficient to screen the stored
materials. All other property lines may, in the alternative, use chain-link fence with wood or
plastic slats with the exception of property lines adjacent to residential districts or residentially
occupied properties. Fences shall not be constructed within any required street setback.
10. All buildings shall be subject to the following design requirements:
a. Metal products for walls, roofs, and components should have factory-applied finishes.
Corrugated sheet metal alone is not acceptable. The use of tinted and textured concrete
block, brick, stucco, wood, or similar materials is encouraged as an accent on the front or
side of buildings facing the street or residential districts.
b. Roof shape and color should be compatible with neighboring structures and should
provide dimensional assets such as steeper roof lines and fascia facades as a part of the
building design.
c. Long,uninterrupted walls shall be detailed with horizontal color bands,facade treatments,
pilasters, or varied wall planes. Main entryways should be clearly defined by use of
canopies, roof overhangs, pillars, recessed areas, or frame-line extensions.
d. Service equipment shall be placed at the rear of buildings or shall be concealed with
parapet walls or architectural screens that complement the design and color of the
building.
