HomeMy WebLinkAboutOrdinance 2169 - Amend Title 18.06.020 ORDINANCE NO. 2169 AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF REDDING AMENDING SECTION 18.06.020 OF THE REDDING MUNICIPAL CODE RELATING TO THE REZONING OF CERTAIN REAL PROPERTY IN THE CITY OF REDDING (RZ-10-96). The City Council of the City of Redding does ordain as follows: Section 1. That the boundaries of the districts referred to in Section 18.06.020 of the Redding Municipal Code, as designated on a map entitled "Zoning Map of the City of Redding, California," dated March 19, 1956, are hereby altered as set forth on the map attached hereto and made a part hereof by: REZONING: 1351 Lancers Lane FROM: "U" Unclassified District TO: "R-3-25-F" Multiple-Family Residential District with Site Plan Review Combining District, with the site plan review criteria attached hereto and made a part hereof. Section 2. On the basis of the initial study for rezoning application RZ-10-96 prepared by the Development Services Department, the City Council finds that the subject rezoning will not have a significant effect on the environment and approves the negative declaration with the following findings: The Project is compatible with the Redding General Plan, the surrounding land use and the Code of the City of Redding California, and it will not significantly alter existing landform. Section 3. This ordinance shall take effect 30 days after the date of its adoption, and the City Clerk shall certify to the adoption of this ordinance and cause its publication according to law. N0: DATE: ACRD\ RZ1096 JANUARY 21, 1997 January 8, 1997 Linda Foss RZ-10-96 Site Plan Review Criteria 1. The maximum number of units permitted on each lot in Lancer Hills Estates, Unit 4, is 4. 2. The maximum building height shall be 2 stories. 3. City-approved street trees shall be incorporated into the street-side landscape of Lots 1, 3, 4, 14, and 16 and planted on 30-foot centers. 4. All fill slopes in excess of 4 feet in height shall be landscaped in a manner consistent with the approved landscape for the Browning Street frontage. This shall include: a. City-approved trees at the top or the bottom of the fill slope as deemed appropriate. b. City-approved shrubs planted on triangular spacing at 10-foot centers covering the fill slope or a similar landscape design approved by the Development Services Department. c. All landscape plans shall be approved by the Development Services Department prior to issuance of a building permit for that lot. 5. Any fence at the rear of the main building other than side property-line fences shall be prohibited from being constructed on Lots 7, 8, and 9. Lots 10, 11, and 12 shall incorporate vinyl-coated, chain-link fencing at the top of fill slope, except for the tie into the existing block wall that has been constructed on the rear property line of Lot 10. This condition supersedes Condition 27 of the Lancer Hills Estates,Unit 4, S-1-96,which prohibits rear-yard fencing on Lots 10 and 11. 6. Any rear-yard fencing constructed at the top of fill slopes shall not exceed 40 inches in height. 7. Decks shall not extend more than 12 feet from the rear of the buildings. 8. An acoustical analysis shall be submitted with each building permit application for any lot abutting Browning Street. This affects Lots 12, 13, and 14. The analysis shall stipulate construction measures necessary to achieve interior noise levels of 40 dB^in sleeping quarters and 45 dB"in other living areas. The analysis shall consider future traffic-volume projections on Browning Street as contained in the City General Plan Circulation Element. The methodology and format of the analysis shall be subject to approval by the Development Services Department. All measures necessary to meet the standards established by this condition shall be incorporated into the construction of the dwelling unit.
