AN URGENCY ORDINANCE OF THE CITY COUNCIL
OF THE CITY OF REDDING ADDING CHAPTER 10.70
TO THE REDDING MUNICIPAL CODE PERTAINING
TO THE USE OF SKATEBOARDS AT CITY PARKS
AND RECREATIONAL FACILITIES.

THE CITY COUNCIL OF THE CITY OF REDDING DOES ORDAIN AS FOLLOWS:
Section 1. Findings of Fact. The City Council finds and declares as follows:
A. The City-owned skateboard facility in Caldwell Park may be opening as early as
the latter part of September 1998.
B. California Health and Safety Code Section 115800 requires operators of such
facilities to enforce the use of helmets, elbow pads and knee pads.
C. Unsupervised facilities operated by local public agencies may comply with this
section by adopting an ordinance requiring their use, and by posting signs providing notice of the
requirement.
Section 2. Chapter 10.70 is added to Title 10 (Public Peace, Morals and Welfare),
Chapter IX (Other Offenses), of the Redding Municipal Code, to read as follows:

Section 10.70.010 Safety Requirements.
No person shall ride a skateboard, or permit a minor for whom he or
she is responsible, to ride a skateboard, in a City park or recreational facility �l
unless the person, while riding the skateboard, is wearing a helmet, elbow
pads and knee pads.
Section 10.70.020 Bicycles Prohibited.
No person shall ride or use a bicycle, or any other device propelled by
human power, other than a skateboard or in-line skates, within the City-
owned skateboard facility in Caldwell Park.
Section 10.70.030 Penalty—Infraction.
Any person who violates any provision of this chapter is guilty of an
infraction.
Section 3. Pursuant to the findings of fact made herein, this ordinance is hereby
declared to be an urgency ordinance, and shall take effect immediately.

meeting of the City Council on the 15th day of September, 1998, by the following four-fifths
vote:
