HomeMy WebLinkAboutOrdinance 2615 - Meetings-Order of BusinessORDINANCE NO. 2615 AN ORDINANCE OF THE CITY OF REDDING AMENDING TITLE 2 (ADMINISTRATION AND PERSONNEL), CHAPTER 2.04 (CITY COUNCIL) BY AMENDING SECTION 2.04.120 (MEETINGS – ORDER OF BUSINESS) RELATING TO REMOVAL OF THE CLOSED SESSION LINE ITEM AS PART OF THE ORDER OF BUSINESS THE CITY COUNCIL OF THE CITY OF REDDING DOES ORDAIN AS FOLLOWS: Section 1. Title 2 (Administration and Personnel), Chapter 2.04 (City Council), Section 2.04.120 is amended to read as follows: 2.04.120 - Meetings—Order of business. Promptly at the hour set by law on the day of the regular meeting, the members of the city council, the city clerk, the city attorney, and the city manager shall take their regular stations in the council chambers, and the business of the city council shall be taken up for consideration and disposition in the following order, except as may be otherwise ordered by the mayor or council: A. Call to order. 1. Pledge of allegiance to the flag 2. Invocation 3. Roll call 4. Introduction of city council meeting participants B. Proclamations, awards, commendations, and special presentations. C. Non -agenda public comment, if any, for a period of time not to exceed thirty minutes. D. Consent calendar, including approval of minutes of previous meeting, payroll, warrant register, action on claims, transfers of funds, and other items as deemed appropriate. E. Appointments to boards, committees, and commissions. (� F. Public hearings, petitions, and protests. G. Regular calendar, including reports and communications of council members, departments, officers, boards, commissions, and committees. H. Non -agenda public comment, if any remain. I. AB 1234 reimbursement report. Suggestions from council members relative to topics for future city council meetings. K. Adjournment. Section 2. Severability. If any section, subsection, subdivision, paragraph, sentence, clause, or phrase of this Ordinance, or its application to any person or circumstance, is for any reason held to be invalid or unenforceable, such invalidity or unenforceability shall not affect the validity or enforceability of the remaining sections, subsections, subdivisions, paragraphs, sentences, clauses or phrases of this Ordinance, or its application to any person or circumstance. The City Council of the City of Redding hereby declares that it would have adopted each section, subsection, subdivision, paragraph, sentence, clause, or phrase hereof, irrespective of the fact that any one or more other sections, subsections, subdivisions, paragraphs, sentences, clauses, or phrases hereof be declared invalid or unenforceable. Section 3. The City of Redding finds that this Ordinance is not a "project" according to the definition set forth in the California Environmental Quality Act ("CEQA"), and, pursuant to CEQA Guidelines sections 15060(c)(2) (the activity will not result in a direct or reasonably foreseeable indirect physical change in the environment) and 15061(b)(3) (there is no possibility the activity in question may have a significant effect on the environment), the adoption of this Ordinance is therefore not subject to the provisions requiring environmental review.
