HomeMy WebLinkAboutOrdinance 2257 - Adding Chapter 16.60 411 • ORDINANCE NO. 2257 AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF REDDING ADDING CHAPTER 16.60, LANDSCAPE, TO THE REDDING MUNICIPAL CODE. The City Council of the City of Redding does ordain as follows: Section 1. The Redding Municipal Code is amended by adding Chapter 16.60, Landscape, a copy of which is attached and made a part hereof by reference. Section 2. The City Council has found that this matter is categorically exempt under Section 15061(b)(3) of the California Environmental Quality Act Guidelines. Section 3. This ordinance shall take effect 30 days after the date of its adoption; and the City Clerk shall certify to the adoption of this ordinance and cause its publication according to law. The proposed ordinance will be considered by the Redding City Council for adoption at its meeting on August 3, 1999. Background: Under the provisions of various sections of the Redding Municipal Code and the requirements of types of zoning permits, there is usually landscape to be installed with development of a commercial or multi-family building. The City of Redding currently has no installation or maintenance standards for landscaping. Chapter 16.60, Landscape, will establish minimum standards for the installation and maintenance of required landscape. SUMMARY BY CODE SECTION The purpose is to improve water conservation, aesthetics, environmental quality, land values, and human values. The Ordinance will be applicable to all new development except single-family homes. A landscape plan will be required. The landscape design will have minimum standards for screening, mulch, amount of hardscape and grading for drainage. Minimum standards are established for irrigation system design and planning design. Incentives are provided for preservation of existing trees. The landscape installer must certify that the landscape is in compliance with the approved landscape plan and the Ordinance. A requirement is included that installed landscape be irrigated and maintained by the property owner. Violations are subject to the provisions of the Administrative Citations Chapter of the Redding Municipal Code.
