Zz t1J7 AN ORDINANCE OF THE CITY OF REDDING AMENDING PORTIONS OF REDDING MUNICIPAL CODE SECTION 14.16.240 (SEWER SERVICE CHARGES) OF TITLE 14 (UTILITIES). THE CITY COUNCIL OF THE CITY OF REDDING DOES ORDAIN AS FOLLOWS: Section 1. Findings of Fact: The Wastewater Utility service charges set forth in this ordinance are necessary to cover the increased costs of the operation and maintenance of the wastewater system. Section 2. Redding Municipal Code Section 14.16.240 is amended to read as follows: 14.16.240. Sewer Service Charges. A. Each discharger to a public sewer shall pay a monthly sewer service charge that is equitably based on the number of household equivalents discharged, except that each discharger shall be assessed a minimum charge, as follows: 1. Table 1—Monthly Charge for Single-Family Residential Users. a. $18.92 per residence starting July 1, 1999, and continuing through December 31, 1999. b. $19.50 per residence starting January 1, 2000, and continuing through December 31, 2000. c. $19.94 per residence starting January 1, 2001, and continuing through December 31, 2001. d. $20.51 per residence starting January 1, 2002, and continuing through December 31, 2002. e. $20.95 per residence starting January 1, 2003, and continuing through December 31, 2003. f. $21.40 per residence starting January 1, 2004. 2. Table 2—Monthly Charge for Multiple-Family Residential Users. a. $10.03 per unit starting July 1, 1999, and continuing through December 31, 1999. b. $10.33 per unit starting January 1, 2000, and continuing through December 31, 2000. • • • c. $10.56 per unit starting January 1, 2001, and continuing through December 31, 2001. d. $10.87 per unit starting January 1, 2002, and continuing through December 31, 2002. e. $11.10 per unit starting January 1, 2003, and continuing through December 31, 2003. f. $11.34 per unit starting January 1, 2004. 3. Table 3—Monthly Charge Based on Household Equivalents. a. $18.92 per household equivalent discharged starting July 1, 1999, and continuing through December 31, 1999. b. $19.50 per household equivalent starting January 1, 2000, and continuing through December 31, 2000. c. $19.94 per household equivalent starting January 1, 2001, and continuing through December 31, 2001. d. $20.51 per household equivalent starting January 1, 2002, and continuing through December 31, 2002. e. $20.95 per household equivalent starting January 1, 2003, and continuing through December 31, 2003. f. $21.40 per household equivalent starting January 1, 2004. 4. Table 4—Monthly Charge Based on Water Consumption. a. $2.07 per thousand gallons of water used starting July 1, 1999, and continuing through December 31, 1999. b. $2.14 per thousand gallons of water used starting January 1, 2000, and continuing through December 31, 2000. c. $2.18 per thousand gallons of water used starting January 1, 2001, and continuing through December 31, 2001. d. $2.25 per thousand gallons of water used starting January 1, 2002, and continuing through December 31, 2002. e. $2.30 per thousand gallons of water used starting January 1, 2003, and continuing through December 31, 2003. f. $2.34 per thousand gallons of water used starting January 1, 2004. B. The following classes of users shall be established: 1. Class I. Residential Users. a. Single-family dwellings shall be assessed at the rate of one household equivalent per dwelling unit. b. Multiple-family dwellings, including apartments, condominiums, residence hotels,and mobile home parks shall be assessed at the rate of fifty-three percent (53%) of one household equivalent. [Section 14.16.240.B., Subsections 2, Class II; 3, Class III; and 4, Class IV, remain the same.] 2 1 ' • • Section 3. The passage of this ordinance is not a "project" according to the definition in the California Environmental Quality Act, and therefore is not subject to the provisions requiring environmental review. Section 4. This ordinance shall take effect July 1, 1999, and the City Clerk shall certify to the adoption thereof and cause its publication according to law.
