SUMMARY OF
CITY OF REDDING ORDINANCE NO. 2239
The following is a summary report of proposed Ordinance No. 2239 of the City Council of the City
of Redding, adding Redding Municipal Code Chapter 18.31 entitled "GI" General Industrial District.
The proposed ordinance, to be known as the General Industrial District Ordinance of the City of
Redding, will be considered by the Redding City Council for adoption at its meeting on
March 2, 1999. A certified copy of the full text of the proposed ordinance is available for inspection
and reading in the office of the City Clerk.
Background
The City of Redding Development Services Department has prepared an ordinance for a new
industrial district. The intent of the "GI" General Industrial District ordinance is to streamline the
permit process for industrial uses in the City by eliminating the existing requirement for a use permit
for those activities which have minimal potential for affecting surrounding property owners or the
public in general. A use permit would be required for any industrial activity within 300 feet of a
residence or residential district. The ordinance incorporates development and performance standards
that are currently typical use permit requirements into the zoning district. These standards address
noise, truck access, landscape, screening of outdoor storage, and building heights and setbacks.
SUMMARY BY CODE SECTION
18.31.010 Purpose and Intent: The ordinance provides for a variety of general industrial uses such
as manufacturing, industrial parks, warehouses, and distribution uses with limited potential to create
visual, noise, or other impacts to adjacent residential uses. The District is not intended for heavy
industrial uses such as gravel operations, auto dismantling yards, or similar intensive industrial
activities.
18.31.020 Establishment: The "GI" General Industrial District is established for limited industrial
facilities in areas designated on the General Plan as "General Industrial District."
18.31.030 Permitted Uses: This section provides a list of uses which are allowed in the
"GI" General Industrial District and which do not require a discretionary use permit. These uses are
permitted outright and typically include such uses as manufacturing or repair work inside a building,
offices, warehouses, and fenced and screened outdoor storage yards.
18.31.040 Uses Requiring an Administrative Use Permit: This section provides a list of uses
which may involve impacts to adjacent properties and which require a permit handled administratively
by the Development Services Department.
18.31.050 Uses Requiring a Use Permit: This section provides a list of uses which would require
a use permit from the Development Services Department, including industrial uses within 300 feet
of a residential area.
18.31.060 Height: Building height limits in the "GI" General Industrial District are a maximum of
20 feet within 10 feet of a side property line and 30 feet within 75 feet of a residential area.
18.31.070 Yards and Building Separation: This section establishes minimum building setbacks
from public streets (15 feet), side yards (0 feet or 10 feet), rear yards (0 feet or 10 feet), and
residential areas (20 feet).
18.31.080 Development Use Standards: This section establishes standards for hours of operation,
fencing, noise, truck access, and parking and loading areas next to residential areas.
18.31.090 Site Design: Site design standards include landscape screening adjacent to residential
uses, landscape in front-yard setback areas, orientation of delivery areas, service areas and loading
docks, and screening of outdoor storage areas.
18.31.100 Other Regulations: This section lists other code sections which also apply to industrial
properties, including signs, trash enclosures, landscape, parking, and tree preservation.
