Redding City Council, Special Meeting

The Special Meeting was called to order by Mayor Julie Winter with the following Council
Members present: Michael Dacquisto, Adam McElvain, Erin Resner, and Kristen Schreder.
Also present were: City Manager Barry Tippin, City Attorney Barry E. DeWalt, Assistant City
Manager Sheri DeMaagd, City Clerk Pamela Mize, and Executive Assistant Anette Cates.
Proposed Redding Rancheria Casino Expansion Project
3(a). Update on Fee -to -Trust Process.
Matthew Adams and Sara Setshwaelo, attorneys for Redding Rancheria, provided a
PowerPoint presentation, incorporated herein by reference, outlining the federal
requirements and agencies involved in the process necessary for the Redding Rancheria
to obtain a Record of Decision from the Department of the Interior/Bureau of Indian
Affairs regarding the Fee -to -Trust and Casino Relocation Project.
3(b). Summary of City comments to the Environmental Impact Statement
City Manager Tippin summarized the City's comments from a letter dated May 22,
2019, addressed to the U.S. Department of Interior, Bureau of Indian Affairs regarding
the Draft Environmental Impact Statement for the Redding Rancheria Fee -to -Trust and
Casino Project. Mr. Tippin noted the letter included statements related to the following:
Economic Impact; Transportation/Circulation; Land Use; Public Services including
Electricity, Water Supply, Wastewater Service; and Aesthetics.
3(c). Public Comment.
Jeff Morrow submitted a letter to the City Council, incorporated herein by reference.
At Mayor Winter's request, it was the consensus of the Council to allow the group
"Speak Up Shasta" to make a presentation for a combined total of 10 minutes. On
behalf of "Speak Up Shasta", James Lynch, Lyle Tullis, and Robb Korinke spoke in
opposition to the Casino Project.
The following spoke in opposition to the proposed Redding Rancheria Casino
Expansion Project: L. Edward Shaw, Noah Megill, Madison Moutard, John
Livingston, Larry Golberg, Pam Hughes, Randy Carter, Pam Barnhart, Mikayla
Loucks, Dan Frost, Michael Michalak, Mary Cantrell, Jeff Cullins, Alan Hill, Fred
Weatherill, Dr. Ron Reece, Salmon Hendershot, and Alan Harmer.
The following spoke in support of the Casino Project: Mimi Moseley, Ginger Salido,
Barbara Cox, Susan Jensen, Ambar Mohammed, Kim Moore, Carl Bolt, Craig Wages,
Michael Burke, and Ty Bos.
Gary Rickard suggested that a historical site would be a better use for the land.
Bert Meyer, Chairman of the City of Redding Planning Commission, expressed that
the Community's concerns are heard.
Ken Murray suggested that the Council preserve their options for government to
government communication and negotiate with the tribe from a position of strength.
A discussion amongst the Council ensued.

A MOTION WAS MADE by Mayor Winter, and seconded by Council Member
Resner, to nominate two Council Members to work with staff to draft a formal letter
outlining the City Council's concerns regarding the Casino Project, to send the letter to
the Bureau of Indian Affairs and the Redding Rancheria, and to return to a future
Council meeting for approval of the draft letter.

AYES: Council Members - Dacquisto, McElwain, Resner, Schreder, and Winter

ABSTAIN:
Council Members - None
ABSENT:
Council Members - None
A MOTION WAS MADE by Mayor Winter, and seconded by Council Member
Resner to appoint Council Member Dacquisto and Council Member Resner to craft the
draft letter with staff assistance.

AYES: Council Members - Dacquisto, McElvain, Resner, Schreder, and Winter
NOES: Council Members - None
ABSTAIN: Council Members - None
ABSENT: Council Members - None
ADJOURNMENT
There being no further business, Mayor Winter declared the meeting adjourned at the hour of
7:02 p.m.
