The meeting was called to order by Mayor Julie Winter with the following Council Members
present: Adam McElvain, Erin Resner, and Kristen Schreder. Council Member Michael
Dacquisto was absent.
Also present were: City Manager Barry Tippin, Assistant City Manager Sheri DeMaagd, City
Attorney Barry E. DeWalt, Director of Information Technology Tony Van Boekel, Finance
Director/City Treasurer Allyn Van Hooser, City Clerk Pamela Mize, and Executive Assistant
Anette Cates.
The City Manager introduced Department Directors that were in attendance: Public Works
Director Chuck Aukland, Electric Utility Director Dan Beans, Fire Chief Cullen Kreider,
Police Chief Roger Moore, Community Services Director Kimberly Niemer, and Development
Services Director Larry Vaupel.
The Pledge of Allegiance to the Flag was led by Mayor Winter.
The Invocation was provided by Jen McCloskey, Redding Police and Fire Departments'
Chaplain.
PRESENTATIONS
2A. Mayor's Proclamations presented to Redding Police Officer Travis Braud as the
Exchange Club of Redding's 2018 Peace Officer of the Year•, and, posthumously, to
Redding Fire Prevention Inspector/Investigator Jeremy Stoke as the Exchange Club of
Redding's 2018 Firefighter of the Year.
The City Council took no action on this informational item.
2B. Mayor's Certificate of Recognition presented to Gaynor Telesystems and Valcom, Inc.,
in appreciation for their donation of a new radio, paging, and speaker system at Redding
Fire Department, Station 1.
The City Council took no action on this information item.
2C. Mayor's Proclamation declaring June 15, 2019, as Elder Abuse Awareness Day in the
City of Redding.
Sarah Adamec and Amparo Buck from the Health and Human Services Agency -Adult
Services Division, provided a handout to the City Council, incorporated herein by
reference.

2D. Presentation by Nick Johnson, Conservation Supervisor for Shasta Cascade
Operations, providing an overview of the California Conservation Corps and Redding -
area projects.

PUBLIC COMMENT
Terri Moravec, Neighborhood Watch Block Captain, invited the City Council and the public
to the Memorial Bench Dedication in honor of and memory for Fire Chief Gerry Gray and
Jeremy Stoke on June 5, 2019 at 11:00 a.m. at Harlan Drive Trailhead.

David Klipp, resident of Quail Ridge Subdivision, expressed concern about hazardous
vegetation on City -owned property in the area.
Alex Bielecki opined that accountability for economic and social problems is needed.
CONSENT CALENDAR
The following matters were considered inclusively under the Consent Calendar and each
Report to the City Council (staff report) is incorporated herein by reference:
4(a). Approve Minutes - Regular Meeting of May 21, 2019.
4(b). Accept Payable Register and Payroll Register.
(1) Accounts Payable Register No. 21 for period of May 1, 2019, through
May 17, 2019, for a total of $4,931,582.73 for check numbers 144453 through 144982,
inclusive, ACH Transfer numbers 15214 through 15250, inclusive, Wire Transfer
numbers 8343 through 8372, inclusive; and (2) Payroll Register No. 22 for the period
of April 21, 2019, through May 4, 2019, in the amount of $3,004,628.98, for electronic
deposit transaction numbers 485384 through 486299, inclusive, and check numbers
605163 through 605182, inclusive; SUMMARY TOTAL: $7,936,211.71.
4(c). Accept the Treasurer's Report for the month of April 2019.
4(d). Accept the Proof of Cash reconciliation and ACR133 report for the month of
April 2019.
4(e). Adopt Ordinance No. 2605, an ordinance of the City Council of the City of Redding,
amending Redding Municipal Code Title 6 (Business Taxes, Licenses and
Regulations), Chapter 6.12 (Cannabis) by amending sections 6.12.180 (Cannabis
Business Security) and Section 6.12.560 (Microbusinesses) in order to clarify the
display of identification badges and to exempt from the competitive application process
required of microbusiness applicants those applicants who have already qualified as
cannabis retailers and those who will not operate a retail component as part of the
microbusiness.
4.1(c). Affirm a position supporting United States Senate Bill 923 (Feinstein) "Fighting
Homelessness Through Services and Housing Act", which would allocate federal
funding for grant programs to provide for local supportive services for homeless
individuals and families; and affirm a position of opposition for California Senate Bill
542 (Stern) Workers Compensation which would create retroactive coverage
provisions for post-traumatic stress diagnosis for public safety employees.
4.5(a). Adopt Resolution No. 2019-046, a resolution of the City Council of the City of
Redding, authorizing amendments to the Redding Electric Utility's (REU) "Use Policy
for Allocated Compliance Instruments (Allowances) Associated with the Cap -and -
Trade Program." Proposed changes are relative to the designation of REU's freely
allocated Allowances and eligible expenditures from the monetization of those
Allowances.
4.6(a). Approve setting a Public Hearing on June 18, 2019, 6:00 p.m., in the City Council
Chambers, 777 Cypress Avenue, Redding, California, regarding adjustments to the
City of Redding's Park In -Lieu Fee.
4.10(a).Adopt Resolution No. 2019-047, a resolution of the City Council of the City of
Redding, approving and adopting the 81St Amendment to City Budget Resolution
No. 2017-057 appropriating a fund transfer in the amount of $1,669,600 from the
General Fund Capital Projects Fund to the City of Redding General Fund. This transfer
is associated with cash proceeds received for General Fund owned property and
deposited in the City of Redding Capital Projects Fund.

4.10(b).Approve setting a Public Hearing on June 18, 2019, 6:00 p.m., in the City Council
Chambers, 777 Cypress Avenue, Redding, California, to consider adjustments to the
City of Redding's Schedule of Fees and Service Charges.

4.11(a).Authorize the following actions relative to Bid Schedule No. 5020, Carr Fire
Watershed Project: (1) rescind the award to Steelhead Constructors, Inc. and return the
Bid Bond; and (2) authorize the City Manager to sign a withdrawal letter for Hazard
Grant Mitigation program project HMGP No. 5189-5-3.
4.11(b).Authorize the following actions relative to Bid Schedule No. 5053 (Job No. 2313)
Airport Road Improvement Project: (1) award to Tullis, Inc., in the amount of
$1,448,090; (2) approve an additional $110,000 to cover the cost of administration
and inspection fees; (3) approve $150,000 to provide construction contingency
funding; and (4) authorize the City Manager to approve additional increases in either
the construction management or construction contingency amounts up to a total of
$50,000.
4.11(d).Adopt Resolution No. 2019-048, a resolution of the City Council of the City of
Redding, nominating Josh Watkins, Water Utility Manager, as a member of the
Association of California Water Agencies Region 2 Board of Directors.
4.15(a).Adopt Resolution No. 2019-049, a resolution of the City Council of the City of
Redding, updating the City of Redding Master Employee Pay Schedule classification
titles and pay rates/ranges to comply with the California Public Employees' Retirement
System requirement that all information be consolidated in one master document. The
Resolution confirms classification titles and pay rate/range changes that have been
approved by the City Council at previous City Council meetings during open session.

Member Resner, that the forgoing items on the Consent Calendar be accepted,
acknowledged, adopted, approved, and/or authorized as recommended.

6.1 Public Hearing Regarding Rezoning Application (RZ-2019-00537), initiated by the
City of Redding, to consider an Ordinance Amending Redding Municipal Code (RMC)
Title 18 (Zoning), Pertaining to Zoning Text Cleanups.
Development Services Director Larry Vaupel highlighted the Report to the City
Council (staff report), incorporated herein by reference.
The hour of 6:00 p.m. having arrived, Mayor Winter opened the Public Hearing to
regarding RZ-2019-00537 to consider an Ordinance amending RMC Title 18 (Zoning).
The Affidavit of Publication — Notice of Public Hearing is on file in the Office of the
City Clerk.
Mayor Winter determined that no one present wished to speak to this item and closed
the Public Hearing.
A MOTION WAS MADE by Council Member McElvain, and seconded by Council
Member Schreder, to offer Ordinance No. 2606, an ordinance of the City Council of
the City of Redding, amending the following, all relating to clean-up and updating of
the Zoning Code, for first reading by title only, waive the full reading and authorize the
City Attorney to prepare and the City Clerk to publish the summary ordinance:

Department 2019-21 budget and Electric Utility Director Dan Beans summarized the
Electric Utility Department's proposed Biennial Budget.

Member Resner, to adopt Resolution No. 2019-050, a resolution of the City Council of
the City of Redding, approving and adopting the City of Redding Biennial Budget for
Fiscal Years ending June 30, 2020, and June 30, 2021.

A MOTION WAS MADE by Council Member McElvain, and seconded by Council
Member Resner, to approve the City Manager's Goals and Objectives for the period of
the Biennial Budget ending Fiscal Year 2020-21; include the City Manager's Goals
and Objectives in the Biennial Budget document; and directed the City Manager to add
a goal regarding outreach to local youth.

Employees' Retirement Law (Employees Sharing Additional Cost) for Redding
Independent Employees Organization — Clerical, Technical and Professional Unit and
Supervisory/Confidential Unit and Redding Police Officers Association -
Miscellaneous covered employees.
