HomeMy WebLinkAboutMinutes - City Council - 2019-04-16 44 Redding City Council, Regular Meeting Civic Center Council Chambers 777 Cypress Avenue Redding, CA 96001 April 16, 2019, 6:00 PM The meeting was called to order by Mayor Julie Winter with the following Council Members present: Michael Dacquisto, Adam McElvain, Erin Resner, and Kristen Schreder. Also present were: City Manager Barry Tippin, City Attorney Barry E. DeWalt, Finance Director/City Treasurer Allyn Feci Van Hooser, City Clerk Pamela Mize, and Executive Assistant Anette Cates. The City Manager introduced Department Directors that were in attendance: Public Works Director Chuck Aukland, Fire Chief Cullen Kreider, Community Services Director Kimberly Niemer, and Information Technology Director Tony Van Boekel. The Pledge of Allegiance to the Flag was led by Mayor Winter. The Invocation was provided by Dr. Rick Penner, Executive Pastor, Redding Christian Fellowship. PRESENTATIONS 2A. Mayor's Proclamation presented to Ksarah Nance, One SAFE Place, declaring April 2019, as Sexual Assault Awareness Month in the City of Redding. The City Council took no action on this informational item. PUBLIC COMMENT Thomas Spence opposed the rezoning from limited office to shopping center of real property located at 4601 Churn Creek Road. Dale Ball urged the City to deal with the homeless problem at Henderson Open Space. Alex Bielecki opined that there are many problems in this county and the City needs segregated bussing. Robert Tregar also expressed concern regarding the homeless situation at Henderson Open and opined that a mental health facility is needed. CONSENT CALENDAR The following matters were considered inclusively under the Consent Calendar and each Report to the City Council (staff report) is incorporated herein by reference: 4(a). Approved Minutes — Special Meeting of November 19, 2018; Regular Meeting of December 4, 2018; Special Meeting of December 13, 2018; Regular Meeting of December 18, 2018; Special Meeting of March 18, 2019; and Regular Meeting of March 19, 2019. [A-050-060] 4(b). Accept Accounts Payable Register Nos. 17 and 18; and Payroll Register Nos. 18 and 19. [A-050-100-500] (1) Accounts Payable Register No. 17 for the period of March 1, 2019, through March 15, 2019, for a total of $7,215,217.99 for check numbers 142949 through 143304, inclusive, ACH Transfer numbers 15059 through 15098, inclusive, and Wire Transfer numbers 8242 through 8262, inclusive; and (2) Accounts Payable Register No. 18 for the period of March 16, 2019, through March 29, 2019, for a total of $9,321,611.10 for check numbers 143305 through 143681, inclusive, ACH Transfer numbers 15099 through 15140, inclusive, and Wire Transfer numbers 8263 through 8290, inclusive; and (3) Payroll Register No. 18 for the period of February 24, 2019, through March 9, 2019, in the amount of $2,924,894.88, for electronic deposit 4/16/2019 45 transaction numbers 481914 through 482776, inclusive, and check numbers 605029 through 605050, inclusive; and (4) Payroll Register No. 19 for the period of March 10, 2019, through March 23, 2019, in the amount of $2,943,377.06, for electronic deposit transaction numbers 482777 through 483631, inclusive, and check numbers 605051 through 605097, inclusive; SUMMARY TOTAL: $22,405,101.03. 4.1(a). Adopt Resolution No. 2019-025, a resolution of City Council of the City of Redding pursuant to Redding Municipal Code 4.22.120,by a four-fifths vote of the City Council, finding that the conditions necessitating the declaration of emergency caused by the Carr Fire no longer exist and that the local emergency is terminated. [P-150-050-100/P-150-050-200/W-030-125] 4.1(b). Authorize the Financial Disclosure Statement - Redevelopment Project Areas for Council Member Resner to be entered into the minutes as a matter of public record. [R-030-605] 4.11(a).Adopt Resolution No.2019-026,a resolution of the City Council of the City of Redding accepting the List of Projects for Fiscal Year 2019-20 funded by Senate Bill 1: The Road Repair and Accountability Act of 2017. [S-070] Council Member Schreder noted that the City received approximately $2 million since the approval of the gas tax intended for repairs of Redding's streets. 4.11(b).Approve the First Amendment to the Churn Creek Market Place Traffic Impact Fee Credit and Reimbursement Agreement (C-7667) with Churn Creek Market Place, LP for I-5/South Bonnyview interchange improvements; and authorize the Mayor to execute said Amendment. [S-070-100-707/T-080-400] 4.11(c).Adopt Resolution 2019-027, a resolution of the City Council of the City of Redding approving Freeway Maintenance Agreement 02-MTC 18-003 with the California Department of Transportation; and authorize the Mayor to execute the Agreement. [S-050-100] 4.11(e).Approve the purchase of a 2019 Caterpillar(CAT)D6 Dozer using Sourcewell contract pricing, with a net delivered cost of$564,054.53, to replace a 2008 CAT D8 Dozer currently used at the Richard W. Curry West Central Landfill. [B-050-100/S-020-900] 4.11(f).Approve the purchase of a 2019 Caterpillar (CAT) 420 Backhoe using Sourcewell contract pricing, with a net delivered cost of$172,587.49, to replace a 2006 CAT 420 Backhoe currently used at the Richard W. Curry West Central Landfill. [B-050-100-/S-020-900] 4.11(g).Authorize the following actions related to the proposed expansion of the Locust Street Sanitary Sewer Lift Station: (1) approve Contract of Acquisition to purchase a 468- square-foot parcel of land for$9,360 and a 15,127-square-foot Temporary Construction Easement for$4,542,located at 233 Locust Street(Assessor's Parcel Number 102-460- 051); and(2)authorize the Mayor to execute all legal documents necessary to complete the proposed expansion of the Locust Street Sanitary Sewer Lift Station. [C-070-010/W-020-560] A MOTION WAS MADE by Council Member Schreder, seconded by Council Member McElvain, that the forgoing items on the Consent Calendar be accepted, acknowledged, adopted, approved, and/or authorized as recommended. The Vote: AYES: Council Members - Dacquisto, Resner, McElvain, Schreder, and Winter NOES: Council Members - None ABSTAIN: Council Members -None ABSENT: Council Members - None Resolution No. 2019-025 through 2019-027 are on file in the Office of the City Clerk. 4/16/2019 46 PUBLIC HEARINGS JOINT PUBLIC HEARING OF THE CITY COUNCIL AND THE REDDING JOINT POWERS FINANCING AUTHORITY At the hour of 6:27 p.m., Mayor Winter convened a Regular Meeting of the Redding Joint Powers Financing Authority for a Joint Public Hearing with the Redding City Council. 6.1. Joint Public Hearing - Refunding of Series 2004A, Series 2004B, and Series 2007A Lease Revenue Bonds and Issue New Debt for Traffic Improvements [R-015-300-175] Finance Director/City Treasurer Van Hooser highlighted the Report to the City Council (staff report), and provided a PowerPoint presentation, both incorporated herein by reference. The hour of 6:00 p.m. having arrived, Mayor Winter opened the Public Hearing to consider refunding of Lease Revenue Bonds and issue new debt for traffic improvements. The Affidavit of Publication—Notice of Public Hearing is on file in the Office of the City Clerk. Susanne Baremore opposed the refunding of the Lease Revenue Bonds. Mayor Winter determined that no one else present wished to speak and closed the Public Hearing. A discussion amongst the Council ensued. A MOTION WAS MADE by Council Member Schreder, seconded by Council Member McElvain, to adopt Resolution 2019-028, a resolution of the City Council of the City of Redding authorizing the issuance by the Redding Joint Powers Financing Authority of lease revenue bonds; authorizing execution and delivery of an acquisition agreement;a facilities lease; lease termination agreements;a bond purchase agreement; and a continuing disclosure agreement;a trust agreement by and between the Authority and U.S. Bank National Association, a Trustee (The "Trust Agreement"); approving form of official statement; and authorizing execution of documents and the taking of all necessary actions relating to the financing with the Redding Joint Powers Financing Authority. The Vote: AYES: Council Members - Dacquisto, Resner, McElvain, Schreder, and Winter NOES: Council Members -None ABSTAIN: Council Members -None ABSENT: Council Members -None Resolution No. 2019-028 is on file in the Office of the City Clerk. At the hour of 6:59 p.m., Mayor Winter adjourned the Regular Meeting of the Redding Joint Powers Financing Authority. REGULAR CALENDAR: REPORTS & COMMUNICATIONS OF DEPARTMENTS, BOARDS, COMMISSIONS, AND COMMITTEES 9.1(d). Oral Presentation regarding City's Key Projects Report [A-050-060] City Manager Tippin summarized the Report to the City Council (staff report), incorporated herein in reference. Mr. Tippin encouraged citizens to visit the City Hub portal on the City of Redding website. Captain Bill Schueller provided a PowerPoint presentation, incorporated herein by reference, regarding crime statistics within Redding. A discussion amongst the Council ensued. The Council took no action on this informational item. 4/16/2019 47 POTENTIAL TOPICS FOR FUTURE CITY COUNCIL MEETINGS At Council Member Resner's suggestion, a consensus of the Council directed staff to research the cost and feasibility of providing Council Members with agenda packets in an electronic format. At Council Member McElvain's suggestion, a consensus of the Council directed staff to agendize an item at a future meeting to allow the Council to revisit the request from Affordable Housing Development Corporation to defer payment of development impact fees for the Lowden Lane Senior Apartment development project. CLOSED SESSION At the hour of 7:18 p.m., Mayor Winter announced that the Council would adjourn to Closed Session. At the hour of 8:12 p.m., Mayor Winter reconvened to Open Session and reported that in reference to: 13A.
