HomeMy WebLinkAboutMinutes - City Council - 2019-04-02 39 Redding City Council, Regular Meeting Civic Center Council Chambers 777 Cypress Avenue Redding, CA 96001 April 2, 2019, 6:00 PM The meeting was called to order by Mayor Julie Winter with the following Council Members present: Michael Dacquisto, Adam McElvain, Erin Resner, and Kristen Schreder. 111 Also present were: City Manager Barry Tippin, City Attorney Barry E. DeWalt,Assistant City Manager Sheri DeMaagd, City Clerk Pamela Mize, and Executive Assistant Anette Cates. The City Manager introduced Department Directors that were in attendance: Public Works Director Chuck Aukland, Fire Chief Cullen Kreider, Police Chief Roger Moore, Development Services Director Larry Vaupel, Information Technology Director Tony Van Boekel, and Finance Director/City Treasurer Allyn Feci Van Hooser. The Pledge of Allegiance to the Flag was led by Mayor Winter. The Invocation was provided by Debbie Ivey,Redding Police and Fire Departments' Chaplain. PRESENTATIONS 2A. Mayor's Proclamation presented to Child Abuse Prevention Coordinating Council Board Chair Dr. Sean Dugan, declaring April 2019 as Child Abuse Prevention Awareness Month in the City of Redding. The City Council took no action on this informational item. 2B. Mayor's Proclamation presented to Jennifer Powell, declaring April 2, 2019, as National Service Recognition Day in the City of Redding. The City Council took no action on this informational item. 2C. Presentation by Personnel Analyst II/Volunteer Coordinator Chris Jeffery regarding the City of Redding's Volunteer Program in recognition of National Volunteer Appreciation Week in the City of Redding. The City Council took no action on this informational item. PUBLIC COMMENT Mike Lewis, a homeowner at Sunset Terrace, pointed out that he lives next to a Bed and Breakfast and is concerned about Megan's Law and wants to know who will make sure regulations are followed. Nick Gardner addressed the City Council regarding storm water issues on his property. Redding Colt 45s General Manager Rick Bosetti provided the City Council with an update on South City Park. Mr. Bosetti also advised the Council to specify reasons for future tax increases. Accept report regarding the Carr Fire and make a determination by a four-fifths vote that conditions of local emergency continue to exist within the City of Redding. [P-150-050-100/P-150-050-200/W-030-125] 4/2/2019 41 4.4(a). Authorize the City Manager to execute the Sixth Amendment to Consulting and Professional Services Contract (C-7198) with PlaceWorks, Inc. in an amount not to exceed $193,662 for completion of the River Crossing Marketplace Specific Plan Environmental Impact Report. [G-030-100/L-010-075/B-050-020] 4.9(a). Adopt Resolution No. 2019-023, a resolution of the City Council of the City of Redding, proclaiming May 15, 2019, as California Peace Officers'Memorial Day; May 16, 2019, as Shasta County Peace Officers'Memorial Day; and May 12 through May 18, 2019, as National Police Week in the City of Redding. [A-050-060-600/P-150-150] Mayor Winter expressed appreciation for all police officers and the work they do. 4.11(a).Accept Bid Schedule No. 4999 (Job No. 2990), Buckeye Water Treatment Plant Filter No. 2 and No. 3 Repair Project, awarded to ERS Industrial, as satisfactorily complete, with a final cost of$331,448.14. [B-050-020/S-070-100] 4.11(b).Authorize the following action related to the Airport Road Improvement Projects: (1) approve the Agreement with the County of Shasta providing funding in the amount of $650,000 for the Airport Road Improvement Projects; (2) authorize the Mayor to execute the same; and (3) adopt Resolution No. 2019-024, a resolution of the City Council of the City of Redding approving and adopting the 72"d Amendment to City Budget Resolution No. 2017-57 appropriating $650,000 for the Airport Road Improvement Project. [B-130-070/S-070-100/S-010] Council Member Resner recused herself due to ownership of a business on Airport Road. REGULAR CALENDAR: REPORTS & COMMUNICATIONS OF DEPARTMENTS, BOARDS, COMMISSIONS, AND COMMITTEES 9A. Downtown High-Speed Internet Project Report [C-175-550/A-050-060] At the hour of 6:32 p.m. Council Member Resner and Council Member Dacquisto recused themselves and left the room due to ownership of businesses in the downtown area. Vice Mayor McElvain highlighted the Report to the City Council (staff report), and provided a PowerPoint presentation, both incorporated herein in reference. City Manager Tippin referred to the Redding Master Broadband Plan Draft dated March 2019, from the Geographical Information Center, California State University, Chico, incorporated herein by reference. 4/2/2019 42 • Lisa Ludovici, Director of Government Affairs for Charter Communications, opposed the Downtown High-Speed Internet Project and opined that most government networks fail. Jake Mangas, Chief Executive Officer of Redding Chambers of Commerce, and Andy Mayne,owner of Shasta.com,spoke in support of the Downtown Redding Internet Pilot Project. A discussion amongst the Council ensued. A MOTION WAS MADE by Council Member Schreder, seconded by Mayor Winter, to accept the report on the Downtown High-Speed Internet Project from Vice Mayor McElvain; and authorize staff to engage in a stakeholder process to further refine the market demand for the service and determine the financial viability of the project. The Vote: AYES: Council Members - McElvain, Schreder, and Winter NOES: Council Members -None ABSTAIN: Council Members - Dacquisto and Resner ABSENT: Council Members -None Council Member Resner and Council Member Dacquisto re-entered the room at 7:03 p.m. 9.1(b). Formation of a Revenue and Tax-Sharing Ad-Hoc Committee [C-175-550/A-050-060] City Manager Tippin summarized the Report to the City Council (staff report), incorporated herein by reference. A discussion amongst the Council ensued. A MOTION WAS MADE by Council Member Winter, seconded by Council Member Dacquisto, to appoint two Council Members to serve on the County of Shasta's Revenue and Tax Sharing Ad Hoc Committee with a limited focus on tax sharing related to future annexations. The Vote: Unanimous Ayes. A MOTION WAS MADE by Council Member Resner, and seconded by Council Member McElvain, to appoint Mayor Winter as one member to the Revenue and Tax- Sharing Ad Hoc Advisory Committee. The Vote: Unanimous Ayes. A MOTION WAS MADE by Mayor Winter, and seconded by Council Member McElvain, to appoint Council Member Resner as the second member to the Revenue and Tax-Sharing Ad Hoc Advisory Committee. The Vote: Unanimous Ayes. 9.4(c). Oral Report regarding City of Redding's Housing Division Programs [H-150/A-050-250-074] Housing Manager Nicole Smith presented an overview of the Report to the City Council (staff report), and provided a PowerPoint presentation, both incorporated herein by reference. A discussion amongst the Council ensued. A MOTION WAS MADE by Council Member McElvain, seconded by Council Member Schreder, to accept the oral report regarding programs offered through the City of Redding's Housing Division. The Vote: Unanimous Ayes. POTENTIAL TOPICS FOR FUTURE CITY COUNCIL MEETINGS At Mayor Winter's suggestion, a consensus of the Council directed Development Services Director Vaupel to prepare a staff report for a future Council meeting regarding the ordinance regulating home-based businesses. 4/2/2019 43 CLOSED SESSION At the hour of 7:53p.m., Mayor Winter announced that the Council would adjourn to Closed Session. At the hour of 8:04 p.m., Mayor Winter reconvened to Open Session and reported that in reference to: 13A.
