The Special Meeting General Fund Budget Workshop was called to order by Mayor Julie
Winter with the following Council Members present: Michael Dacquisto, Adam McElvain,
Erin Resner, and Kristen Schreder.
Also present were: City Manager Barry Tippin, City Attorney Barry E. DeWalt,Assistant City
Manager Sheri DeMaagd, City Clerk Pamela Mize, and Executive Assistant Joan Twomey.

City Manager Tippin highlighted the Report to the Redding City Council (staff report) and
provided a PowerPoint presentation, both incorporated herein by reference.
Mr. Tippin re-capped the General Fund revenue, Public Safety budgets and staffing, and Non-
Public Safety budgets and staffing. He then presented a list of major Capital Maintenance
needs. In addition, he outlined four possible ways to increase available funds: (1) refund
General Fund Bond Debt - $300,000 annual savings for three years; (2) eliminate a staff
position in the Information Technology Department- $30,000 annual savings; (3)combine the
Treasurer and the Finance Director positions - $150,000 average annual savings; and 4)
dedicate cannabis tax revenue - $200,000 annual revenue. Finally, he presented the staff
recommendation as well as an alternative recommendation.
A discussion amongst the Council ensued.
A MOTION WAS MADE by Vice Mayor McElvain, seconded by Council Member Schreder,
to: (1) approve the further development of$700,000 estimated savings as outlined above and
dedicate the savings to Public Safety; (2) direct staff to prepare the refunding of General Fund
Debt to include between $5 million and $7.5 million of new funds for use on Capital
Maintenance; and (3) approve the further development of the Redding Electric Utility Fire
Protection and Mitigation Staffing Plan.
A SECOND MOTION WAS MADE by Council Member Dacquisto, seconded by Mayor
Winter, to: (1) dedicate one half of the estimated savings of$700,000 as outlined above to
Public Safety and one half to Capital Maintenance; and (2) approve the further development
of the Redding Electric Utility (REU) Fire Protection and Mitigation Staffing Plan.
The Vote:
AYES: Council Members—Dacquisto, Resner, and Winter
NOES: Council Members—McElvain and Schreder
ABSTAIN: Council Members -None
ABSENT: Council Members—None
City Manager Tippin stated that the Police Chief and Fire Chief will return to a future City
Council meeting with a plan for additional public safety officers as well as development of the
REU Fire Protection and Mitigation Staffing Plan.
ADJOURNMENT
There being no further business, Mayor Winter declared the meeting adjourned at the hour of
6:23 p.m.
