A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF REDDING
ADOPTING THE MITIGATED NEGATIVE DECLARATION AND
APPROVING AN AMENDMENT TO THE GENERAL PLAN DIAGRAM
OF THE CITY OF REDDING RELATING TO THE LAND USE
CLASSIFICATION OF THE CALIFORNIA GOLD DEVELOPMENT
PROPERTY (APN 068-750-011-000) CONSISTING OF
APPROXIMATELY 2.08 ACRES LOCATED AT 4601 CHURN CREEK
ROAD IN THE CITY OF REDDING (GPA -2019-00024)
WHEREAS, the City Council adopted the General Plan on October 3, 2000; and
WHEREAS, the amendment to the General Plan Diagram is desired to allow for the
development of a 9,249 -square -foot Les Schwab Tire Center as identified in Site Development
Permit Application SDP -2019-00027; and
WHEREAS, the Planning Commission held a duly noticed public hearing pertaining to said
amendment on April 9, 2019, for General Plan Amendment Application GPA -2019-00024 as
described on the attached amendment to the General Plan Diagram and failed to make a
recommendation to the City Council regarding said amendment because Government Code
Section 65354 requires that a recommendation on a general plan amendment be supported by a
"majority of the total membership" of the Planning Commission; and
WHEREAS, the Planning Commission has reviewed pertinent documents prepared in
accordance with the requirements of the California Environmental Quality Act and
recommended that the Mitigated Negative Declaration be adopted for GPA -2019-00024 after
consideration of all testimonial and written evidence submitted prior to and during the
aforementioned public hearing; and
WHEREAS, the City Council held a duly noticed public hearing on GPA -2019-00024 on May
7, 2019;
NOW, THEREFORE, BE IT RESOLVED, by the City Council of the City of Redding as
follows:

1. The above recitations are true and correct.
2. The City Council has reviewed the proposed Mitigated Negative Declaration, all reports C
submitted by staff, and all testamentary and documentary evidence presented at the public
hearing, and has determined that the actions contemplated will not have an adverse impact
on the environment. C,
The City Council hereby adopts the Mitigated Negative Declaration for GPA -2019-00024
as referred to the City Council by the Planning Commission.
4. The City Council hereby approves the amendments to the General Plan Diagram as set
forth on the map attached hereto and made part hereof by;
