HomeMy WebLinkAboutMinutes - City Council - 2018-09-05 - Special Meeting 433 Redding City Council, Special Meeting Civic Center Council Chambers 777 Cypress Avenue Redding, CA 96001 September 5, 2018, 6:00 PM The meeting was called to order by Mayor Kristen Schreder with the following Council Members present: Adam McElvain, Francie Sullivan, Brent Weaver, and Julie Winter. Also present were: City Manager Barry Tippin,City Attorney Barry E. DeWalt,Assistant City Manager Sheri DeMaagd, Finance Director Dennice Maxwell, City Clerk Pamela Mize, and Executive Assistant Sharlene Tipton. The City Manager introduced Department Directors that were in attendance: Public Works Director Chuck Aukland, Redding Electric Utility Director Dan Beans, Interim Fire Chief Cullen Kreider, Police Chief Roger Moore, Community Services Director Kimberly Niemer, Development Services Director Larry Vaupel, and Information Technology Director Tony Van Boekel. The Pledge of Allegiance to the Flag was led by Mayor Schreder. The Invocation was provided by Mary Little, Redding Police and Fire Departments' Chaplain. PRESENTATION 2A. Presentation by June Skeet, on behalf of iLoveRedding,requesting the Council's input on the City of Redding's 131st Anniversary Celebration on October 4, 2018. [A-050-060/I-010] At City Manager Tippin's recommendation, Mayor Schreder noted that she would bring this item up during Item No. 12 on the agenda entitled Potential Topics For Future City Council Meetings. PUBLIC COMMENT [P-150-050-200/A-050-060] Alex Bielecki expressed concerns relative to toxic waste entering and contaminating nearby water sources due to debris left behind from the Carr Fire. CONSENT CALENDAR The following matters were considered inclusively under the Consent Calendar and each Report to the City Council (staff report) is incorporated herein by reference: 4(b). Approve Payroll and Accounts Payable Register. [A-050-100-500] (1) Accounts Payable Register No. 4 for the period of August 18, 2018, through August 31, 2018, for a total of $10,689,945.71 for check numbers 138000 through 138374, inclusive, ACH Transfer numbers 14577 through 14609, inclusive, and Wire Transfer numbers 7842 through 7899, inclusive; and (2) Payroll Register No. 4 for the period of August 12, 2018, through August 25, 2018, in the amount of$3,281,110.17, for electronic deposit transaction numbers 469524 through 470450, inclusive, and check numbers 604418 through 604464, inclusive; SUMMARY TOTAL: $13,971.055.88. 4(c). Accept the Treasurer's Report for the month of July 2018. [A-050-100-600] 4(d). Accept the Proof of Cash Reconciliation and ACR133 Report for the month of July 2018. [F-205-095-650] 09/05/2018 434 4.2(a). Authorize the following positions regarding resolutions being considered by the League of California Cities (League) at its annual meeting on September 14, 2018: (1) establish a "support" position on a resolution requesting the League explore the preparation of a ballot measure and/or constitutional amendment that would strengthen local control and authority; and (2) establish a "neutral" position on a resolution encouraging further research into the negative impacts of certain pesticides,specifically anticoagulant rodenticides. [L-040-150] 4.2(b). Affirm a position of opposition to the California Bureau of Cannabis Control's proposed regulations released in July 2018, which would drastically preempt the right of cities to control and regulate cannabis businesses. [L-040-300/M-020] 4.6(a). Approve Memorandum of Agreement and Reimbursable Agreement to provide matching funds for the United States Department of Transportation and Central Federal Land Highway Division's California Federal Lands Access Program (CA FLAP); adopt Resolution No. 2018-090,a resolution of the City Council of the City of Redding approving and adopting the 48th Amendment to City Budget Resolution No. 2017-057 for CA Flap/Riverland grant matching funds for Fiscal Year 2018-19; and authorize the City Manager, or designee, to execute the agreements, any additional agreements, and related to documents necessary to participate in CA FLAP. Ratify the approval of Lease Agreement (C-7786) with the Shasta Economic Development Corporation for the building located at 777 Auditorium Drive, for a three year term at a monthly rental rate of$2,875.50; and ratify the execution of the lease by the Mayor and City Manager. [A-070-075/C-070-100/C-050-050-100] 4.9(b). Accept grant from the California Office of Traffic Safety in the amount of$315,000 to fund a full-time officer, overtime, training, and minor equipment to increase traffic safety enforcement; and adopt Resolution No. 2018-091, a resolution of the City Council of the City of Redding approving and adopting the 45th Amendment to City Budget Resolution No. 2017-057 authorizing additional staff and appropriating said funds for fiscal year 2018-19. [G-100-170-170/B-130-070/P-150-150] 4.11(a).Accept Bid Schedule No. 4963 (Job No. 2996), Clear Creek Wastewater Treatment Plant Pump Station Interior Paint Renovation Project, awarded to River City Painting, Inc., as satisfactorily complete, with a final project cost of$170,944. [B-050-020/W-010-450] 4.11(b).Accept Bid Schedule No.4938 (Job No. 2496), Grove Street and Bechelli Lane Sewer Line Replacement Project, awarded to R.A. Martin Constructors, Inc., as satisfactorily complete, with a final project cost of$357,812.65. [B-050-020/W-020-575] 4.11(c).Accept Bid Schedule No.4934(Job No.2489),Americans with Disabilities Act(ADA) Curb Ramps and Sidewalk Repair 2017 Project, awarded to Sunrise Excavating, as satisfactorily complete, with a final project cost of$661,846.53. [B-050-020/S-070-100] 4.11(d).Authorize the following action relative to Salt Creek Subdivision,Unit 1 (S-15-07/PD- 11-07): (1) accept the improvements in Salt Creek Subdivision, Unit 1 as satisfactorily complete; (2) adopt Resolution No. 2018-092, a resolution of the City Council of the City of Redding accepting streets for maintenance and operation; and (3) instruct the City Clerk to return the related securities to the developer, Sierra Pacific Industries. [S-101-147] 09/05/2018 435 4.11(e).Authorize the following actions relative to the purchase and installation of a two-ram baler and conveyor for the Solid Waste Utility: (1) authorize sole source purchase and installation of a two-ram baler and conveyor from Olympic Equipment in the amount of $786,789; (2) approve $40,000 to provide contingency funding; (3) authorize the City Manager to approve up to an additional $20,000 for contingency; and (4) adopt Resolution No. 2018-093, a resolution of the City Council of the City of Redding approving and adopting the 44th Amendment to City Budget Resolution No. 2017-057 appropriating an additional $66,789 for a total budget amount of$846,789 for a Solid Waste Utility baler and conveyor for Fiscal Year 2018-19. [B-050-100/S-020] 4.11(f).Approve the purchase of one replacement Altec bucket truck in the amount of$151,450 (including tax, license fees and shipping) for the Electrical Technician Maintenance Fleet; and adopt Resolution No. 2018-094, a resolution of the City Council of the City of Redding approving and adopting the 46th Amendment to City Budget Resolution No. 2017-057 allocating reserve funds in the amount of$13,450 for Fiscal Year 2018- 19. [B-130-070/A-050-300-250/B-050-100] A MOTION WAS MADE by Council Member Weaver, seconded by Council Member Sullivan, that the foregoing items on the Consent Calendar be accepted, acknowledged, adopted, approved, and/or authorized as recommended. REGULAR CALENDAR: REPORTS & COMMUNICATIONS OF DEPARTMENTS, BOARDS, COMMISSIONS AND COMMITTEES 9.1(a). Confirmation of Continued Local Emergency and Oral Report—Regarding the Carr Fire. [P-150-050-100/P-150-050-200/A-050-080] City Manager Tippin provided a summary of the Report to City Council (staff report), incorporated herein by reference. Mr. Tippin discussed the opt-out option for debris removal clean up; the sewer cap project; continued work with both FEMA and Cal OES for the repair of damaged bridges along the Sacramento River Trail; noted that new rebuild process information has been uploaded to the website with an Open House to occur on September 17, 2018, for affected homeowners; and queried the Council for their thoughts relative to permit fees. A discussion amongst the Council ensued. A MOTION WAS MADE by Council Member Weaver, seconded by Council Member Winter,to: (1)accept the oral report and make a determination by a four-fifths vote that conditions of a local emergency continue to exist within the City of Redding, pursuant to Public Contract Code Section 22050(c)(1) related to the Carr Fire; and (2) directed staff to return to Council with a proposal to reduce building permit fees to be charged for rebuilding homes destroyed by the Carr Fire. The Vote: AYES: Council Members - McElvain, Sullivan, Weaver, Winter, and Schreder NOES: Council Members - None ABSTAIN: Council Members - None ABSENT: Council Members - None 09/05/2018 436 9.1(b). Potential Funding Options for Maintaining the Neighborhood Policing Unit and Three Firefighters. [P-150/A-050-080/B-130-070] City Manager Tippin summarized the Report to City Council (staff report), incorporated herein by reference. Mr. Tippin discussed four existing programs that could be modified to achieve the desired outcome of $800,000 per year necessary to dedicate to maintain the three II firefighter positions and the four police officer positions currently funded using "one- time" funding sources. Those programs currently subsidized by the City's General Fund for consideration are: Building Permits and Planning Fees; Recreation; Library; and Transient Occupancy Tax. The following spoke against redirecting Shasta Public Library funds: Jean King, James Crockett, Aaron Hatch, Mike Ashby, Gene Poch, Cheryl Cruse, Ethan Cruse, Fred Pepper, Jeannette Logue, David Ledger, Carolyn Singh, Debra Lucero, and Megan Conn. A discussion amongst the Council ensued. A MOTION WAS MADE by Council Member Sullivan, seconded by Council Member Weaver, to direct staff to: (1) eliminate consideration of Library funds as a possible source; (2) further refine the impact of modifying funding related to Building Permits, Planning, Recreation, and Transient Occupancy Tax; (3) engage community partners and the Community Services Advisory Board to solicit ideas and input; and (4) return to the Council by the end of the year with a proposal to fund the Neighborhood Policing Unit and the three firefighter positions. The Vote: AYES: Council Members - McElvain, Sullivan, Weaver, Winter, and Schreder NOES: Council Members - None ABSTAIN: Council Members - None ABSENT: Council Members - None 9.5(a). Redding Electric Utility's Yearly Financial Report. [B-130-070/E-090/P-150-050-200] Redding Electric Utility Director Beans highlighted the Report to the City Council (staff report), and provided a Prezi presentation,both incorporated herein by reference. Mr. Beans noted that during the Carr Fire and in its aftermath, over eight miles of line and 213 utility poles were lost, however power was restored to all serviceable homes within one week. A discussion amongst the Council ensued. A MOTION WAS MADE by Council Member Sullivan, seconded by Council Member Winter, to accept the Redding Electric Utility's Yearly Financial Report ending June 30, 2018, the Industry Activities Update, and the 2017 Power Content Label pursuant to requirements of Senate Bill 1305. The Vote: Unanimous Ayes. 9.6(c). Oral Presentation Regarding Re-Oak Redding Project. [P-150-050-200/P-050-460/R-006-250] Community Services Director Niemer provided an overview of the Report to the City Council (staff report), and provided a PowerPoint presentation, both incorporated herein by reference. The City Council took no formal action on this informational item. 09/05/2018 437 9.9(a). Department of Justice Assistance Grant. [G-100-070/P-150-150] Police Chief Moore highlighted the Report to the City Council (staff report), incorporated herein by reference. A MOTION WAS MADE by Council Member McElvain, seconded by Council Member Winter, to affirm submission of an application for the U.S. Department of Justice 2018 Edward Byrne Memorial Justice Assistance Grant(JAG)in the amount of $48,446.There are no required matching funds. The funds will be used for the Redding Police Department to purchase a trailer mounted license plate reader and dual-band handheld radios. The Vote: AYES: Council Members - McElvain, Sullivan, Weaver, Winter, and Schreder NOES: Council Members - None ABSTAIN: Council Members - None ABSENT: Council Members - None 9.10(a).City of Redding Year End Budget Review, Budget Resolution, and 10-year Plan Update [B-130-070] Finance Director Maxwell summarized the Report to the City Council (staff report), and provided a PowerPoint presentation, both incorporated herein by reference. A discussion amongst the Council ensued. A MOTION WAS MADE by Council Member Sullivan, seconded by Council Member Winter,to accept the City of Redding Year-End Budget Report for Fiscal Year 2017-18; and adopt Resolution No. 2018-095, a resolution of the City Council of the City of Redding approving and adopting the 47th Amendment to City Budget Resolution No. 2017-057 increasing appropriations by $360,680 for Fiscal Year 2017- 18 and increasing appropriations by $1,094,200 for Fiscal Year 2018-19. The Vote: AYES: Council Members - McElvain, Sullivan, Weaver, Winter, and Schreder NOES: Council Members - None ABSTAIN: Council Members - None ABSENT: Council Members - None Resolution No. 2018-095 is on file in the Office of the City Clerk. POTENTIAL TOPICS FOR FUTURE CITY COUNCIL MEETINGS [C-110-100/P-150-050-200] At Council Member Winter's suggestion, the City Council directed Planning Department staff to discuss changing the Redding Municipal Code to include the temporary use of goats for landscape maintenance and fire fuel reduction. [A-050-060/1-010] At Mayor Schreder's suggestion, the City Council agreed to direct staff to work with June Skeet and iLoveRedding and return to Council with a recommendation to celebrate the City of Redding's 131st Anniversary Celebration on October 4, 2018,with a larger celebration to occur in 2019. I 09/05/2018 438 CLOSED SESSION At the hour of 8:51 p.m., Mayor Schreder announced that the Council would adjourn to Closed Session. At the hour of 9:23 p.m., Mayor Schreder reconvened the Closed Session to Open Session and reported that in reference to: 13A.
