Also present were: City Manager Barry Tippin, City Attorney Barry E. DeWalt,Assistant City Manager Sheri DeMaagd, Community Services Director Kimberly Niemer, City Clerk Pamela Mize, and Executive Assistant Sharlene Tipton. The City Manager introduced Department Directors that were in attendance: Public Works Director Chuck Aukland, Electric Utility Director Dan Beans, Interim Fire Chief Cullen Kreider, Finance Director Dennice Maxwell, Police Chief Roger Moore, Information Technology Director Tony Van Boekel, City Treasurer Allyn Feci Van Hooser, and Development Services Director Larry Vaupel. The Pledge of Allegiance to the Flag was led by Mayor Schreder. In lieu of the invocation, a moment of silence was observed in memory of Redding Fire Department Chief Gerry Gray. PRESENTATIONS 2A. Presentation by Shasta County Health and Human Services Agency regarding the Development of an Adult Jail Diversion Program. [S-010] Donnell Ewert, Director of the Shasta County Health and Human Services Agency (HHS), provided a Prezi presentation, incorporated herein by reference, relative to the potential development of an Adult Jail Diversion Program in Shasta County. He noted that HHS and the Sheriff's Office are researching a program that could potentially divert hundreds of people who are chronically homeless or have substance abuse issues from the jail to treatment resources. A discussion amongst the Council Monique Welin expressed her appreciation to the County for moving forward with the program to help the homeless. The City Council took no formal action on this informational item. PUBLIC COMMENT [A-050-060] Jan Ulrich expressed frustration with the lack of communication from four of the five Council Members relative to her request to meet with them individually regarding the gas station and minimart to be built on Goodwater Avenue. [P-150-150] Ginger Jones opined that the community is too generous to the local transient population and that efforts should be made to stop handouts, get the homeless people off the streets, and increase jail space. Adopt Ordinance No. 2589, an ordinance of the City Council of the City of Redding adopting the Mitigated Negative Declaration adopting an amendment to the City of Redding Zoning Map relating to the Rezoning of the Randhawa Property (Assessor Parcel No. 109-080-007) consisting of approximately 1.2 acres located at 2450 Goodwater Avenue in the City of Redding(RZ-2017-00954). [G-030-010/L-010-230/L-010-390-700] 4.4(a). Adopt Resolution No.2018-074,a resolution of the City Council of the City of Redding approving and adopting the 40th Amendment to City Budget Resolution No. 2017-057 appropriating$82,040 for creation of a Building Inspector position for cannabis related code enforcement for Fiscal Year 2018-19, with duties related to Ordinance No. 2584 (Cannabis Businesses). [B-130-070/P-100/A-050-122] 4.5(a). Authorize the following actions regarding Redding Electric Utility (REU): (1) authorize the participation of REU in the General Services Agreement between Northern California Power Agency and Siemens Energy, Inc., for long-term maintenance and upgrades on the distributed control system at the Redding Power Plant; (2) authorize the City Manager, or designee, to execute the agreement and any associated amendments, and administer the project; (3) adopt Resolution No. 2018- 075, a resolution of the City Council of the City of Redding approving and adopting the 38th Amendment to City Budget Resolution No. 2017-057 appropriating$468,000 for long-term maintenance and upgrades for the Redding Power Plant Control System for Fiscal Year 2018-19. [B-130-070/E-090-140-650/E-120-400] 4.5(b). Accept Bid Schedule No. 4903 (Job No. 9237-15), Waldon Substation Modernization Project, awarded to SnL Group, Inc., as satisfactorily complete, with a total contract amount of$2,088,723.93 and a total project cost of$3,163,252.43. [B-050-020/E-090-140] 4.6(a). Award Bid Schedule No. 4982 to North State Security, Inc., (NSS) (C-7766), and authorize the City Manager, or designee, to execute an agreement with NSS to provide security services at various City of Redding locations for the term of August 1, 2018, to July 31, 2020, with the option of up to three consecutive one-year renewals. The scope of security services periodically changes, therefore, the contract allows for annual change orders in an amount not to exceed $10,000. [B-050-100/A-050-122] 4.6(b). Accept updated report and approve new fence plan at South City Park. [P-050-450] 07/17/2018 413 4.8(a). Authorize an exchange with the California Office of Emergency Services(Cal OES)of a Cal OES 324 Type 1 Fire Engine for a Cal OES 8333 Type 3 Wildland Fire Engine. [P-150-070/S-050] 4.11(a).Accept update regarding award of emergency construction contract for repair and replacement of damaged filters at the Buckeye Water Treatment Plant, in accordance with Public Contract Code Section 22050(c)(1), and make a determination by a four- fifths vote that there is a need to continue the emergency work. [W-030-600/B-050-100/A-050-080] 4.11(b).Accept Bid Schedule No. 4964 (Job No. 5331), Clear Creek Wastewater Treatment 2018 Sludge Dredging Project, awarded to Fire Mountain Farms Inc., as satisfactorily complete, with a final project cost in the amount of$203,437.50. [B-050-020/W-010-450] 4.11(c).Accept Bid Schedule No. 4936 (Job No. 2493), Railroad Avenue Area Water Project, awarded to N &T Digmore Inc., as satisfactorily complete, with a final project cost in the amount of$1,762,853.16. [B-050-020/W-030-725] 4.11(d).Award Request for Proposal No. 4927 for a Fleet Maintenance Division and Water Division Parts Inventory Software System to Dossier for an on premise system at a net delivered cost in the amount of$119,600. [B-050-100/A-050-150-150/A-070-400] 4.11(e).Authorize submittal of two state Active Transportation Program grant applications for bicycle, pedestrian, and other roadway improvements. The projects proposed include: (1) Victor Avenue and Mistletoe Lane: Victor Avenue, starting from Hartnell Avenue, to Mistletoe Lane and extending from Mistletoe Lane to Churn Creek Road; and (2) Dana to Downtown Trail: completion of the connection from Dana Drive to Continental Street and to the Sacramento River Trail near the Sundial Bridge. [G-100-170/T-100/S-070-100] 4.11(f).Adopt Resolution No.2018-076,a resolution of the City Council of the City of Redding approving and adopting the 41st Amendment to City Budget Resolution No. 2017-057, decreasing appropriations by$250,000 for modification of Passenger Exit Lane Project for Fiscal Year 2018-19; and modifying the project scope to only include the purchase and installation of a full height stainless steel 48-inch one-way passenger turnstile and an adjacent Americans with Disabilities Act compliant pedestrian swing gate for the Redding Municipal Airport in an expected cost amount of$25,000. [B-130-070/A-090-100] 4.11(g).Approve Sub-Recipient Agreement(C-6028)with the Shasta Regional Transportation Agency for the Fiscal Year 2018-19 Overall Work Program; and Authorize the Director of Public Works, or designee, to execute the agreement and any subsequent amendments. [T-100-375] 4.11(h).Approve Sub-Recipient Agreement with Shasta Regional Transportation Agency for Fiscal Years 2016-17 and 2017-18 Regional Surface Transportation Program funds; and authorize the Director of Public Works, or designee, to execute the agreement and any subsequent amendments. [T-100-375] 4.11(i).Authorize the following actions relative to Bid Schedule No. 4985 (Job No. 2606) Las Animas Storm Drain Ditch Project: (1) award to Site Work Solutions in the amount of $138,415.57 for replacement of approximately 370 linear feet of concrete storm drain ditch with reinforced concrete; (2) approve an additional $47,000 to cover the cost of administration and inspection fees; (3) approve $28,000 to provide construction contingency funding; and (4) authorize the City Manager to approve additional increases in either the construction management or construction contingency amounts up to a total of$10,000. [B-050-020/S-060] 07/17/2018 414 4.11(j).Approve a letter to the Board of Directors Chair of the Bella Vista Water District (District) regarding the District's water supply for new development within the City of Redding; authorize the Mayor to execute the letter; and direct staff to work with the District to explore water supply solutions that facilitate new development in the City. [W-030-700-020] 4.15(a).Adopt Resolution No. 2018-077, a resolution of the City Council of the City of Redding approving an amendment to the City of Redding's VantageCare Retirement Health Savings (RHS) Plan (C-4827) allowing the International Brotherhood of II Electrical Workers — Electric Employees to contribute base taxable earnings into the VantageCare RHS Plan, effective July 15, 2018. A MOTION WAS MADE by Council Member Sullivan, seconded by Council Member Winter, to approve the appointment of Doug DeMallie to the Community Services Advisory Commission, to fill the remainder of an unexpired term through December 31, 2020. Public Hearing— Regarding Rezoning Application (RZ-2018-00591); and Ordinance- Amending Redding Municipal Code (RMC) Title 7 (Animals), and Title 18 (Zoning), all Relating to Clean-up and Updating the Municipal Code. The Vote: Unanimous Ayes. 07/17/2018 418 9.1(a). Report Related to Shasta County's Proposed County-Wide Transaction and Use Tax. [A-050-080] City Manager Tippin highlighted the Report to the City Council (staff report), incorporated herein by reference, and provided an update relative to the action taken by the County of Shasta Board of Supervisors at its meeting held earlier in the day. A discussion amongst the Council ensued. Due to a vote taken by the County of Shasta Board of Supervisors to not include the cities of Anderson, Redding, and Shasta Lake at its meeting on July 17, 2018, the City Council took no formal action on this item. 9.6(c). Oral Presentation Regarding the 50th Anniversary Celebration of the Martin Luther King Jr. Community Center. [C-050-400] Community Services Director Niemer provided a PowerPoint presentation, incorporated herein by reference, relative to the 50th Anniversary Celebration of the Martin Luther King Jr. Community Center. Ms. Niemer invited the Council and Community to attend the Martin Luther King Jr. Center's weekend of celebration honoring "50 years of Living the Dream" to be held September 28-30, 2018, and provided handouts to the Council, incorporated herein by reference. The City Council took no action on this informational item. 9.10(a).Consideration of Internal Loan between Redding Electric Utility and Other City's Funds to Prepay the California Public Employees' Retirement System Unfunded Actuarial Liability for Fiscal Year 2018-19; and Resolution—39th Amendment to City of Redding Budget Resolution No. 2017-057 [B-130-070/A-050-125/P-100-230] Finance Director Maxwell summarized the Report to the City Council (staff report), incorporated herein by reference. A MOTION WAS MADE by Council Member Weaver, seconded by Council Member Sullivan, to adopt Resolution No. 2018-081, a resolution of the City Council of the City of Redding approving and adopting the 39th Amendment to City of Redding Budget Resolution 2017-057 decreasing appropriations by $531,760; and approve internal loan in the amount of$9,574,941 between Redding Electric Utility and some of the City's other funds to allow the City to prepay the California Public Employees' Retirement System Unfunded Actuarial Liability and create budget savings for Fiscal Year 2018-19.
