Council Member Brent Weaver was absent. Also present were: City Manager Barry Tippin, City Attorney Barry E. DeWalt, Acting Assistant City Manager/Public Works Director Brian Crane, Assistant City Manager Sheri DeMaagd, City Clerk Pamela Mize, and Assistant City Clerk Sarah Sheetz. The City Manager introduced Department Directors that were in attendance: Electric Utility Director Daniel Beans, Fire Chief Gerry Gray, Finance Director Dennice Maxwell, Community Services Director Kimberly Niemer, Information Technology Director Tony Van Boekel, City Treasurer Allyn Van Hooser, and Development Services Director Larry Vaupel. The Pledge of Allegiance to the Flag was led by Mayor Schreder. The Invocation was provided by Jen McCloskey, Redding Police and Fire Departments Chaplain. PRESENTATIONS 2A. Mayor's Proclamation to Dr. Sean Dugan, Board Member for Shasta County Child Abuse Prevention Coordinating Council, declaring April 2018, as Child Abuse Prevention Awareness Month in the City of Redding. [A-050-060-600] The City Council took no action on this informational item. 2B. Mayor's Proclamation to Tina Brown, Senior Corps Program Director for Dignity Health Connected Living,and Volunteers,declaring April 3,2018,as National Service Recognition Day in the City of Redding. [A-050-060-600] The City Council took no action on this informational item. 2C. Presentation of City of Redding Appreciation Clock to Gary Gerhard for his service on the Shasta County Arts Council Board of Directors from September 17, 2013, to March 9, 2018. [B-080-465] The City Council took no action on this informational item. 2D. Presentation by Peggy Rebol regarding the 12th Annual Whole Earth and Watershed Festival to be held at Redding City Hall and Sculpture Park on Saturday, April 21, 2018. [A-050-110] The City Council took no action on this informational item. PUBLIC COMMENT [P-100-230/S-060] Nick Gardner spoke regarding the California Public Employees' Retirement System (Ca1PERS) unfunded liability, and suggested that the City default on the payment of the unfunded liability with the exception of Public Safety employees. Mr. Gardner also stated that he is concerned his property may be flooded with the upcoming storm due to the City's lack of maintenance of the stormwater system. 04/03/2018 370 [L-050] Steve Woodrum spoke in support of the Redding Library, and stated that as a frequent user, he finds the library rules are enforced and behavioral expectations are met. CONSENT CALENDAR The following matters were considered inclusively under the Consent Calendar and each Report to the City Council (staff report) is incorporated herein by reference: 4(a). Approve Minutes - Regular Meeting of January 16, 2018. [A-050-060] 4(b). Approve Payroll and Accounts Payable Register. [A-050-100-500] (1)Accounts Payable Register No. 18 for the period of March 17,2018,through March 30, 2018, for a total of $11,412,587.76 for check numbers 134084 through 134432, inclusive, ACH Transfer numbers 14203 through 14235, inclusive, and Wire Transfer numbers 7398 through 7427, inclusive; and (2) Payroll Register No. 20 for the period of March 11, 2018, through March 24, 2018, in the amount of $3,109,350.01, for electronic deposit transaction numbers 459050 through 459902, inclusive, and check numbers 604014 through 604056, inclusive; SUMMARY TOTAL: $14,521,937.77 [A-050-100-500] 4(c). Accept the Treasurer's Report for the Month of February 2018. [A-050-100-600] 4(d). Accept the Proof of Cash Reconciliation and ACR133 Report for February 2018. [F-205-095-650] 4(e). Adopt Ordinance No. 2585, an ordinance of the City Council of the City of Redding adopting the Addendum to the Negative Declaration adopted for the Downtown Redding Specific Plan, adopting the Downtown Redding Specific Plan Update (Specific Plan Amendment Application AMND-2018-00058), and amending Redding Municipal Code Title 18(Zoning), Chapter 18.41 (Off Street Parking and Loading), by amending Section 18.41.030 (General Provisions) and Chapter 18.42 (Signs) by amending Schedules 18.42.030-A and Schedule 18.43.030-B; all relating to Rezoning Application (RZ-2018-00046). [C-110-100/G-030-010/L-010-230] 4.4(a). Authorize the following action relative to the annexation proceeding of the Campo Calle Area—West Ridge Master Plan: (1)adopt Resolution No. 2018-026,a resolution of the City Council of the City of Redding providing for the transfer of tax revenues for a reorganization proposal relative to the annexation proceedings for Annexation Application (AN-1-04), Campo Calle Area — West Ridge Master Plan, consisting of approximately 63 acres; and (2) authorize the City Manager to sign any documents pertaining to implementation of the resolution and act as the City Council's representative in the related tax exchange matter. [A-150] 4.4(b). Adopt Resolution No.2018-027,a resolution of the City Council of the City of Redding declaring April as Fair Housing Month in the City of Redding. [A-050-060-600/G-100-030-050] 4.4(c). Approve request to set a Public Hearing for Tuesday, April 17, 2018, at 6:00 P.M. in the City Council Chambers located at 777 Cypress Avenue, Redding, California regarding the adoption of application and license fees for cannabis related businesses and residential cannabis cultivation. [M-020/F-205-600] 04/03/2018 371 4.5(a). Authorize the following relative to repairs of Generation Unit 2 and Unit 3 at the Redding Power Plant: (1) adopt Resolution No. 2018-028, a resolution of the City Council of the City of Redding to approve the 28th Amendment to City Budget Resolution No. 2017-057 redirecting capital appropriations of $1.5 million from General System Improvements to a new capital account to augment the Major Maintenance Fund for a project total funding of up to $2.4 million; and (2) authorize the City Manager, or his designee, to award construction contract(s) and subsequent contract amendments, up to $2.4 million, that will complete the repairs of Generation Unit 2 and Unit 3 at the Redding Power Plant. Approve renewal of the longstanding Mutual Aid/Automatic Aid Agreement(C-1441) with the Shasta County Fire Department, for a term of three years commencing on the date the agreement is signed by both parties; and authorize the City Manager to execute said Agreement. Accept the 2017 Annual Report produced by the Redding Fire Department in association with the Redding Professional Firefighters Association (International Association of Fire Fighters Local 1934.) Adopt Resolution No.2018-029,a resolution of the City Council of the City of Redding proclaiming May 7,2018,as California Peace Officers'Memorial Day; May 10,2018, as Shasta County Peace Officers'Memorial Day; and May 13 through May 19, 2018, as National Police Week in the City of Redding. [A-050-060-600/P-150-150] 4.11(a).Accept the update regarding award of emergency construction contract for repair and replacement of damaged filters at the Buckeye Water Treatment Plant, in accordance with Public Contract Code Section 22050(c)(1), and make a determination by a four- fifths vote that there is a need to continue the emergency work. [W-030-600/B-050-100/A-050-080] 4.11(b).Adopt Resolution No. 2018-030, a resolution of the City Council of the City of Redding approving and adopting the 27th Amendment to City Budget Resolution 2017- 057, transferring $75,000 from the Slurry/Chip/Cape Seal —Capital Outlay account to the Maintenance Material/Supply — Operating account for the Public Works Department. [B-130-070/S-070-100] 4.11(c).Authorize the following action relative to Bid Schedule No. 4957 (Job No. 5867-41), Corporation Yard and Transfer Station Administration Public Address System Project: (1) award to Gaynor Telesystems Inc., in the amount of $73,065.82; (2) approve an additional $21,000 to cover the cost of contract administration and inspection fees; (3) approve $10,000 to provide construction contingency funding; and (4) authorize the City Manager to approve additional increases, in either the construction management or construction contingency amounts, up to a total of$10,000. Authorize the following action relative to Bid Schedule No. 4950 (Job No. 2280), Quartz Hill Road Improvement Project: (1) award to Eddie Axner Construction Inc., in the amount of$2,877,667.35; (2) approve an additional $450,000 to cover the cost of contract administration and inspection fees; and (3) approve $290,000 to provide construction contingency funding. [B-050-020/S-070-100] 4.11(e).Authorize the following action relative to Bid Schedule No.4956(Job No.2610),Cape Seal Project 2018: (1) award to VSS International Inc., in the amount of $1,046,000; (2) approve an additional $125,000 to cover the cost of contract administration and inspection fees; (3) approve $110,000 to provide construction contingency funding; and (4)the City Manager to approve additional increases, in either the construction management or construction contingency amounts, up to a total of$10,000. REGULAR CALENDAR: REPORTS & COMMUNICATIONS OF DEPARTMENTS, BOARDS, COMMISSIONS AND COMMITTEES 9.1(a) Oral Presentation on City of Redding Key Projects Report. [A-050-080] City Manager Tippin provided an oral report and demonstration on the City of Redding Key Projects online portal developed by the City of Redding's Geographic Information Systems (GIS) Department. Fire Chief Gray and Fire Captain Matt Oliphant highlighted the Annual Report of the Redding Fire Department and the Redding Professional Firefighters Association (International Association of Fire Fighters Local 1934) to the City Council (staff report), incorporated herein by reference. The City Council took no action on this informational item only. 9.11(f).Proposed Churn Creek Road North Extension and Project Study Report [G-030-070/S-070-100] Assistant Public Works Director Chuck Aukland summarized the Report to the City Council (staff report), incorporated herein by reference. Gail Rich spoke on behalf of her neighborhood association, stating that she supports staff recommendation not to extend Churn Creek Road to the north. Mike Huber spoke regarding the traffic problems in the neighborhood on Hawley Road. John Schuller requested that the Council accept the recommendation of staff. A MOTION WAS MADE by Council Member Sullivan, seconded by Council Member Winter,to accept the Project Study Report and determine that the Churn Creek Road North Extension from Collyer Drive to Oasis Road is not a necessary traffic circulation component and should not be further considered for inclusion in the Transportation Element of the City of Redding's General Plan at this time. The Vote: AYES: Council Members - McElvain, Sullivan, Winter, and Schreder NOES: Council Members - None ABSTAIN: Council Members - None ABSENT: Council Members - Weaver 9.15(a).Resolution-Approving Amendment to Memorandum of Understanding(C-2263)with the International Brotherhood of Electrical Workers — Maintenance Employees Unit Local Union 1245 [P-100-050-070] Assistant City Manager DeMaagd provided an overview of the Report to the City Council (staff report), incorporated herein by reference. 04/03/2018 373 A MOTION WAS MADE by Council Member McElvain, seconded by Council Member Sullivan, to adopt Resolution No. 2018-031, a resolution of the City Council of the City of Redding: (1) approving the Amendment to the Memorandum of Understanding (C-2263) between the City of Redding and the International Brotherhood of Electrical Workers — Maintenance Employees Unit, Local 1245; and (2) extending the MOU through December 31, 2018.
