HomeMy WebLinkAboutMinutes - City Council - 2018-02-22 - Special Meeting 353 Redding City Council, Special Meeting Civic Center Council Chambers 777 Cypress Avenue Redding, CA 96001 February 22, 2018, 5:00 PM The Special Meeting—Public Safety Workshop was called to order by Mayor Kristen Schreder with the following Council Members present: Adam McElvain, Francie Sullivan, Brent Weaver, and Julie Winter. Also present were City staff members: City Manager Barry Tippin, City Attorney Barry DeWalt,Assistant City Manager Sheri DeMaagd, Police Chief Roger Moore, Fire Chief Gerry Gray, City Clerk Pamela Mize, and Executive Assistant Sharlene Tipton. Mayor Schreder introduced the following Shasta County staff members present: Sheriff Tom Bosenko, Senior District Attorney Bill Bateman; Shasta County Board of Supervisors Chair Les Baugh; Shasta County Supervisor David Kehoe, Shasta County Administration Officer Larry Lees, and Shasta County Superior Court Executive Officer Melissa Fowler-Bradley. Mayor Schreder and each Council Member provided brief opening remarks and encouraged comments and suggestions from the public. Report and Results of Public Engagement Campaign; Receive Public Input Regarding Public Safety and Direction for the Future. [P-150-150/A-050-060] City Manager Tippin highlighted the Report to the Redding City Council (staff report), and provided a PowerPoint presentation, both incorporated herein by reference. Embedded within the PowerPoint presentation were video statements by Police Chief Moore and Fire Chief Gray regarding the challenges their Department's face and identifying steps necessary to overcome those challenges. Mr. Tippin outlined the three paths forward that the Council and the community should consider in order for the City to match community expectations with the levels of service that can actually be delivered: (1) Maintain Status Quo; (2) Press toward a"self-help" system; and (3) Increase revenue, noting that to increase revenue would entail a potential sales tax increase. Mayor Schreder invited public comment regarding questions and solutions pertaining to public safety within the jurisdictional limits of the City of Redding. Zach Jackson, Senior at U-Prep High School, requested that the Council and the community support the March for Our Lives movement against gun violence created by students in response to the Parkland, Florida high school shooting on February 14, 2018. The following people spoke: James Crockett, Shannon Hicks, Dale Ball, Amanda Smith, Monique Welin, Gary Cadd, Heather Miller, Tom Hayes, Les Baugh, and Kay Wilson. A discussion amongst the Council ensued. A MOTION WAS MADE by Council Member Weaver, seconded by Council Member Sullivan, to direct staff to prepare staff reports for discussion at the March 6, 2018, regularly scheduled City Council meeting regarding declaration of a"fiscal emergency" within the City of Redding; and if unanimously approved,discuss placement of a sales tax increase on the June 2018 Statewide Primary Election ballot along with a possible advisory measure directing how any money raised should be spent.
