The meeting was called to order by Mayor Kristen Schreder with the following Council
Members present: Adam McElvain, Francie Sullivan, Brent Weaver, and Julie Winter.
Also present were: City Manager Barry Tippin,City Attorney Barry E. DeWalt,Assistant City
Manager/Personnel Director Sheri DeMaagd, Finance Director Dennice Maxwell, Assistant
City Clerk Sarah Sheetz, and Executive Assistant Sharlene Tipton.
The City Manager introduced Department Directors that were in attendance: Fire Chief Gerry
Gray, City Clerk Pamela Mize, Police Chief Roger Moore, City Treasurer Allyn Feci Van
Hooser, Information Technology Director Tony Van Boekel, and Development Services
Director Larry Vaupel.
The Pledge of Allegiance to the Flag was led by Mayor Schreder.
The Invocation was provided by Patricia Lacefield, Redding Baha'i Community.
PRESENTATIONS
2A. Presentation by Cory McCandliss providing an update on the Redding Public Safety
Campaign. He presented the City of Redding with a check in the amount of$21,820,
for a year-to-date-total in the amount of $788,000, and shared several video clips
showcasing the community's positive support.

2B. Presentation of City of Redding Appreciation Clock to Robert Brennan for his service
on the Community Services Advisory Commission from April 5, 2011, to
December 31, 2017.

At the Mayor's suggestion, a consensus of the Council agreed to move the Public Comment
portion of the agenda to the next item.
PUBLIC COMMENT

James and Ashley Crockett thanked the Redding Fire Department(RFD)for saving their home
and assisting their neighbors last summer. Mr. Crockett proposed that a firefighter and police
officer be recognized publicly at quarterly Council meetings. Mrs. Crockett presented the Fire
Chief with a$200 gift card to CR Gibbs,a local restaurant,to recognize the RFD for their daily
efforts.
Chief Gray thanked Mr. and Mrs. Crockett for the gift card and noted that he will donate it to
the City to recognize others.

Monique Welin opined that change is needed to differentiate between the criminal element
versus the mentally ill and homelessness within our community. She further opined that she
wants state laws such as AB109 revoked and thanked the City and its Police Chief for the
positive efforts moving forward.

Bob Reteinbach provided the Council with a pamphlet, incorporated herein by reference, for
California Attorney General Candidate Steven Bailey, a retired Judge. He requested that the
Council members contact Judge Bailey to discuss ways to address sanctuary cities and
marijuana revenue in California.

Peter Rogers expressed his condolences for the law enforcement members shot in North
Carolina responding to a domestic violence call; and spoke regarding suggestions for cannabis
guidelines to possibly be included in the upcoming ordinance to be presented to the Council
at a future Council meeting.

approving Street Renaming Application (STRT-2017-01047), for the renaming of

4.5(a). Accept the Redding Electric Utility Monthly Financial Report for November 2017.

4.6(a). Authorize the City Manager to execute a Lease Agreement with Verizon Wireless to
install a cell tower at Enterprise Park for a term of five years in the amount of$24,000
annually with four 5-year automatic renewals contingent upon issuance of use permit
and bond counsel review.

4.6(b). Authorize the following for refurbishment of the turf fields at the California Soccer
Park, formerly known as Redding Soccer Park: (1) adopt Resolution No. 2018-002, a 111
resolution of the City Council of the City of Redding approving the filing of an
application by the City of Redding for a Land and Water Conservation Fund grant
administered by the California State Parks Department; (2)authorize the City Manager
to execute all documents necessary to apply for the grant, appropriate funds should the
grant be awarded, and execute any agreements necessary to implement the project.

4.9(a). Authorize staff to purchase and outfit six new 2018 Dodge Charger Pursuit RWD's
from Crown Motors in Redding at a total cost of approximately $251,580 for the
Redding Police Department.

4.11(a).Accept the Mitigation Fee Act Report Update,including an accounting of development
fees collected within the City of Redding; and adopt Resolution No. 2018-003, a
resolution of the City Council of the City of Redding making findings concerning
unexpended funds in the City of Redding's Impact Fee Program.

4.11(b).Authorize the following action relative to Bid Schedule No. 4936 (Job No. 2493),
Railroad Area Water Project: (1) award to N&T Digmore Inc., in the amount of
$1,342,836; (2) approve an additional $160,000 to cover the cost of contract
administration and inspection fees; (3) approve $140,000 to provide construction
contingency funding; and (4) authorize the City Manager to approve additional
increases, in either the construction management or construction contingency amounts,
up to a total of$25,000, for a total of$1,667,836.

4.11(c).Adopt Resolution No. 2018-004, a resolution of the City Council of the City of
Redding summarily vacating a portion of Bodenhamer Boulevard,Chandon Court,and
adjacent Public Service Easement, abandoning approximately 250 feet of street and
utility easement per Abandonment Application (A-2017-01241).

4.11(d).Authorize the following action relative to Bid Schedule No. 4938 (Job No. 2496),
Grove Street and Bechelli Lane Sewer Line Replacement Project: (1) award to RA
111 Martin Constructors Inc., in the amount of$245,661; (2)approve an additional$50,000
to cover the cost of administration and inspection fees; (3) approve $40,000 to provide
construction contingency funding; and (4) authorize the City Manager to approve
additional increases in either the construction management or construction contingency
amounts up to a total of$10,000, for a total of$345,661.

4.12(a).Adopt Resolution No. 2018-005, a resolution of the City Council of the City of
Redding rescinding Resolution No. 2016-033 and adopting a new City of Redding
Records Retention Schedule (Schedule) for City Records; authorize the City Clerk, in
cooperation with the City Attorney, to amend the Schedule as necessary to ensure
compliance with regulatory requirements and to destroy records which have met legal
retention requirements.

4.15(a).Adopt Resolution No. 2018-006, a resolution of the City Council of the City of
Redding approving an update of the City of Redding Master Employee Pay Schedule
updating the classification titles and pay rates/ranges for all City of Redding established
positions to comply with the California Public Employees' Retirement System
requirement that all information be consolidated in one master document, and
confirming changes that were approved by the City Council at previous City Council
meetings during open session.

6.1. Public Hearing; and
Resolution - Adopting the Redding Capital Improvement Plan (CIP) for Fiscal Years
2017-18 to 2022-23.

Assistant Public Works Director Aukland highlighted the Report to City Council (staff
report), incorporated herein by reference.
The hour of 6:00 p.m. having arrived, Mayor Schreder opened the public hearing to
consider adopting the CIP for FYs 2017-18 through 2022-23.
The Affidavit of Publication—Notice of Public Hearing is on file in the Office of the
City Clerk.
Mayor Schreder determined that no one present wished to speak to this item and closed
the Public Hearing.

Sullivan,to adopt Resolution No.2018-007,a resolution of the City Council of the City

Finance Director Maxwell summarized the Report to Redding City Council (staff

Gary Cadd noted that the total California Public Employees' Retirement System
unfunded and underfunded liability actuarial show an increase for the City of Redding
of$93 million over a one-year period between 2015 and 2016.
A MOTION WAS MADE by Council Member Sullivan, seconded by Council
Member Weaver, to accept the Statement on Auditing Standards 114 Letter and the
draft copy of the Single Audit Reports for the fiscal year ended June 30, 2017.

9.1(a). Report regarding Communication Efforts with the Community related to Public Safety.

A discussion amongst the Council ensued.
In response to comments made by Council Members, City Manager Tippin noted that
several meetings are scheduled with various community stakeholders and County
ll partners to discuss ways to match community expectations with existing resources. He
stated that he will return to the Council with those findings at a public safety workshop
to be scheduled for late February 2018.

9.1(b). Consideration of Donation from Shasta Cascade Wonderland Association and Redding
Tourism Marketing Group, Inc., to fund an additional Police Officer.

A MOTION WAS MADE by Council Member Sullivan, seconded by Council
Member Weaver,to accept a donation in the amount of$145,000 per year for four years
from the Shasta Cascade Wonderland Association and the Redding Tourism Marketing
Group, Inc., to fund an additional police officer for the Redding Police Department;
and authorize the City Manager to negotiate and execute all necessary agreements.The
Vote: Unanimous Ayes.
9.1(c). Consideration of Memorandum of Understanding between the City of Redding and the
County of Shasta relative to the Community Prosecutor Program.

A MOTION WAS MADE by Council Member Sullivan, seconded by Council
Member McElvain, to approve a Memorandum of Understanding(MOU)between the
County of Shasta and the City of Redding (C-7555) for the Community Prosecutor
Program through June 30, 2019; and authorize the City Manager to execute the MOU
and any future amendments or extensions. The Vote: Unanimous Ayes.
9.8(a). Presentation by the Redding Fire Department regarding the Business Self-Inspection
Program for non-hazard businesses within the community.

A MOTION WAS MADE by Council Member Weaver, seconded by Council
Member Sullivan, to approve implementation of a $5,000 signing bonus for newly
hired lateral police officers, with half paid upon appointment to the position, and half
paid upon successful completion of probation; and authorize the City Manager to
increase the signing bonus to$7,500 if the $5,000 amount proves to be ineffective.The
Vote: Unanimous Ayes.

9.14(a).Amend Ordinance Relating to District Attorney Authority to Prosecute Municipal
Code Violations.

A MOTION WAS MADE by Council Member McElvain, seconded by Council
Member Winter, to offer for first reading by title only and waive the full reading of
Ordinance No.2582, an ordinance of the City Council of the City of Redding amending
Redding Municipal Code (RMC)Title 2(Administration and Personnel), Chapter 2.12
(City Attorney) amending Section 2.12.020 (Duties); providing clarification that the
Shasta County District Attorney has authority to prosecute violations of the RMC.

the City of Redding to formally certify the unit modification of the United Public
Employees of California — Local 792 Technical Employees Unit (UPEC Technical
Unit) acknowledging UPEC Technical Unit as the Exclusively Recognized Employee
Organization for the classifications of Electric Utility Distribution Technician I/II,
Electric Utility Distribution Technician Supervisor, and Electric Utility Senior
Information Analyst in accordance with the City of Redding's Employer-Employee
Relations Resolution and the Meyers-Milias-Brown Act, effective January 16, 2018.

above and beyond expected duties.

At Council Member Weaver's suggestion,the City Council authorized Mr. Weaver to continue
meeting with a community skateboarding organization for suggestions and ideas regarding a
proposed new public/private partnership.
