City Council, Special Meeting

The meeting was called to order by Mayor Stegall with the following Council Members
present: Bosetti, Dickerson, Jones, and Murray.
Also present were City Manager Starman, Assistant City Manager Tippin, City Attorney
Duvernay, and Personnel Director Johnson.

PROPOSAL FROM WESTVENTURE DEVELOPMENT - Possible Discussion

City Manager Starman explained that a real estate proposal from W estV enture Development
(WestVenture) was received on August 8, 2008, relative to its new office building located
at 1031 Butte Street and the possibility of the City purchasing said building for use as a new
Police Facility. He said that staff reviewed the proposal and prepared a report for Council
consideration in a Closed Session Meeting pursuant to California Government Code Section
54965.8. Mr. Starman reported, however, that because certain information regarding the
proposal had been prematurely announced to the public, the item may no longer meet the
criteria for closed session discussion. He further related that Council Member Murray
strongly believes that the City Council should not discuss the proposal at this time and would
like to postpone this topic to the end of the Regular City Council meeting later this evening
or to a future City Council Meeting.
Mr. Starman recommended that the City Council determine if it would like to proceed with
the closed session item relative to the WestVenture real estate proposal at this time, trail
consideration of the item until later this evening, or table the topic. He pointed out, however,
that Council may wish to utilize this opportunity to solicit community input regarding the
possibility of converting the W estV enture Office Building to a new Police Facility and
consolidate the discussion with the Supplemental Report regarding potential funding sources
for the new Police Facility to be considered during the Regular City Council meeting later
this evening.

Kathryn McDonald and Erin Salazar expressed concern regarding locating the new Police
Facility in the WestVenture Building on Butte Street citing size and location, cost of
retrofitting, land use and environmental review issues, general public safety, and increased
traffic and noise in close proximity to the residential Garden Tract neighborhood.
MOTION: Made by Council Member Murray, seconded by Council Member Dickerson, to
move and consolidate discussion regarding the WestVenture real estate proposal to the
Regular City Council Meeting later this evening with Agenda Item 9-1 O(b), Supplemental
Report regarding potential funding sources for a new police facility. The Vote: Unanimous
Ayes
At the hour of 5:50 p.m., Mayor Stegall announced that the City Council would adjourn to
closed session to discuss the following:
