HomeMy WebLinkAboutMinutes - City Council - 2007-08-20 - Special Meeting 186 City Council, Special Meeting Council Chambers 777 Cypress Avenue Redding, California August 20, 2007 5: 15 p.m. The meeting was called to order by Mayor Dickerson with the following Council Members present: Jones, Murray, and Stegall. Council Member Bosetti was absent. Also present were City Manager Starman, Assistant City Manager Bachman, City Attorney Duvernay, Transportation & Engineering Director Tippin, Senior Redevelopment Project Coordinator Dent, Senior Redevelopment Project Coordinator Thompson, Associate Redevelopment Project Coordinator Bade, Office Services Supervisor Rudolph, City Clerk Strohmayer, and Executive Assistant Brown. I JOINT MEETING OF THE CITY COUNCIL AND REDDING REDEVELOPMENT AGENCY At the hour of 7:27 p.m., Mayor Dickerson convened the Joint Meeting with Redding Redevelopment Agency. LAKE BOULEVARD NEIGHBORHOOD PUBLIC OPINION AND NEEDS ASSESSMENT SURVEY RE NEIGHBORHOOD CENTER AND PARK SITE (P-050 & R-030-030) Council Member/Chair Stegall abstained from discussion on this item. Community Services Director Niemer related that for the past year, staff has been meeting with community partners, including Shasta County, the Gateway School District, Shasta County Office of Education, and Northern Valley Catholic Social Services, to develop a conceptual plan for a neighborhood center and park on the City's 10.5-acre site on Lake Boulevard between Tamarac Drive and Panorama Drive. She explained that the partners, along with The McConnell Foundation, funded a neighborhood survey of area residents regarding the types of amenities and programs they would like offered at the center, how they felt about living conditions in the neighborhood, and other questions to establish a demographic profile of the area. I Ms. Niemer introduced Tom Miller of the National Research Center, who presented the results of the Opinion and Needs Assessment Survey summarized as follows: The neighborhood was divided into five sub-areas: Buckeye, Lake Boulevard, Northpoint, Panorama, and Sulphur Creek. 810 surveys were returned - 43 percent response rate. 58 percent of respondents lived in single-family homes; 39 percent had children under 17 years of age; 35 percent had members aged 65 or older; median income was approximately $38,000; 18 percent had attended a public ,meeting in the prior 12 months; and 44 percent intended to live in the Lake Boulevard neighborhood three years or longer. Statistics were provided concerning Neighborhood Identity and Pride. Statistics were also provided for each of the five sub-areas concerning Safety and Security, with 42 percent of the respondents noting that either they or a household member had been a victim of a crime in the neighborhood; with 84 percent reporting said crime to the police. With regard to Family and Youth Development, respondents noted organized activities for youth were lacking and the majority would likely participate in after- school educational programs and Girl/Boy Scouts. It was further pointed out that the Sulphur Creek sub-area reported a higher likelihood of participating in many of the youth and family services. Responses to Economic Opportunities found that residents are more likely to participate in computer labs and adult education classes, particularly the Northpoint and Sulphur Creek sub-areas. It was concluded that the Lake Boulevard neighborhood has a demonstrated need and a lower quality oflife when compared to the rest of Redding and similar areas across the state. The Panorama sub-area consistently rated conditions higher, while the Northpoint and Sulphur Creek sub-areas consistently rated conditions lower. Overall, interest in programs at a community center were high, particularly in the Sulphur Creek sub-area, which also showed the greatest need. I 8/2012007 187 Council! Agency Member Murray opined that the Sulphur Creek sub-area is in desperate need of revitalization, and he was not confident that constructing a park would solve the problem. He suggested an outreach program, whereby the neighborhood is invited to participate in the process so that it will take ownership of the revitalization process to make it successful. Ms. Niemer concurred that neighborhood participation is critical and noted that approximately 400 individuals have expressed a strong desire to be involved in the process. Mayor/Agency Member Dickerson believed that the proposed park represents a step in the right direction. I This was an informational item and no action was required. RESOLUTION - Approving the Relocation Plan for the Stillwater Business Park pursuant to state and federal regulations (C-070-01 0-700/R-030-01 0-625/E-050-500) City Manager Starman provided an overview of the Report to City Council and Redding Redevelopment Agency (Agency) dated August 14, 2007, incorporated herein by reference, regarding the Relocation Plan for the Stillwater Business Park. He summarized that the Relocation Plan, prepared by Overland Pacific Cutler (OPC), anticipates a six-month time frame to complete relocation of two families which will be displaced due to the future widening of Fig Tree Lane in association with the Stillwater Business Park. It was noted that the City of Redding' s DevelopmentServices Department reviewed the Plan and determined it to be consistent with the Housing Element of the Redding General Plan. City Manager Starman recommended that the Agency approve the Relocation Plan as presented. He further recommended that the City Council adopt the necessary resolution approving the Relocation Plan. I MOTION: Made by Council Member Murray, seconded by Council Member Jones, adopting Resolution No. 2007-178, a resolution of the City Council of the City of Redding approving the Relocation Plan for the Stillwater Business Park in the SHASTEC Redevelopment Project Area.
