The Invocation was offered by Police Chaplain Charlene Payment. The meeting was called to order by Mayor Dickerson with the following Council Members present: Jones, Murray, and Stegall. Council Member Bosetti was absent. I Also present were City Manager Starman, Assistant City Manager Bachman, City Attorney Duvernay, Development Services Director Hamilton, Transportation and Engineering Director Tippin, Support Services Director Kersten, Assistant Electric Utility Director- Distribution Hauser, City Clerk Strohmayer, and Executive Assistant Stribley. PUBLIC COMMENT (P-Ol 0-1 00) Fran Jenkins, Redding resident, presented City Council members and staff with scarves from the Shasta County Cattle Women Association depicting all Shasta County cattle brands in recognition of the upcoming Rodeo Days celebration. PRESENTATION - "Citizen's Award" (P-150-150) Police Chief Moty presented Theodore (Ted) Lidgett with a "Citizen's Award" from the Redding Police Department in recognition of his valiant efforts to save a young co-worker as she was attacked by a man with a knife in front of Orchard Supply Hardware store on Athens Avenue on February 16, 2007. Chief Moty advised that the suspect was later apprehended and charged with kidnapping and assault with a deadly weapon. Chief Moty added that without Mr. Lidgett's assistance, this assault could have ended tragically. I Mayor Dickerson thanked Mr. Lidgett on behalf of the City Council, staff, and the community and added that he hoped all citizens would behave in such an honorable fashion. PRESENTATION - Shasta Mosquito & Vector Control District (B-080-480) William Hazeleur, District Manager of the Shasta Mosquito & Vector Control District (District), reported that mosquitos pose a serious health hazard to both humans and animals by spreading diseases such as eastern/western encephalitis and the potentially-deadly West Nile Virus. He explained the many methods the District employs to track mosquito populations and the eradication tactics used to keep the them in check. Mr. Hazeluer also provided information on the numerous ways the public can discourage mosquito infestation in their area by spraying and eliminating standing water where mosquito larvae thrive. He related that in 2006, every dead bird and mosquito collected in Redding's downtown area tested positive for West Nile virus, making the threat of infection more imminent without proper and persistent eradication programs. ------------------- CONSENT CALENDAR The following matters were considered inclusively under the Consent Calendar: Approval of Minutes - Regular Meeting of March 6, 2007 I Approval of Payroll and Accounts Payable Registers (A-050-100-500) It is recommended that Accounts Payable Register No. 17, check numbers 849298 through 849952 inclusive, in the amount of$6,552,766.22, for the period of March 1,2007, through March 16,2007; and Payroll Register No. 18 electronic deposit transaction numbers 202124 through 202937 and check numbers 534956 through 535083 inclusive, in the amount of $2,377,646.12, for the period ofF ebruary 11,2007, through February 24, 2007, be approved. TOTAL: $8,930,412.34 3/20/2007 69 Ordinance - Amending Redding Municipal Code Zoning Map and approving RZ-5-06, rezoning property at Traviata Subdivision (L-OI0-230) It is the recommendation of the Development Services Director that Ordinance No. 2383 be adopted, an ordinance of the City Council of the City of Redding amending the Redding Municipal Code Zoning Map rezoning 3.9 acres at the Traviata Subdivision (S-6-06) located at 1375 Browning Street from "RM-12" Residential Multiple Family District to "RM-12-PD" Residential Multiple Family District with Planned Development Overlay District (RZ-5-06 & PD-4-06). I Ordinance - Amendingthe Redding Municipal Code adding Section 16.20.071, establishing . . the Chum Creek Road Impact Fee Zone (T -080-400 & S-070-100) It is the recommendation of the Transportation and Engineering Director that Ordinance No. 2384 be adopted, an ordinance of the City Council of the City of Redding amending the Redding Municipal Code adding Section 16.20.71 establishing and adopting the Chum Creek Road Traffic Impact Fee Zone and setting the corresponding fees, to be effective 60 days after adoption. Grant Application - California Department of Housing and Community Development; Resolution - Authorizing grant agreement with HCD for same (G-I00-170) It is the recommendation of the City Manager that the City Council authorize the City Manager to submit an application to the California Department of Housing and Community Development (HCD) through its CalHome Program for funds in an amount up to $600,000 to supplement existing City Housing funds for low- and very-low-income families for home ownership programs. I It is further recommended that Resolution No. 2007-44 be adopted, a resolution ofthe City Council of the City of Redding authorizing submittal of an application to the California Department of Housing and Community Development (HCD) for funding under the CalHome Program and authorizing the execution of a Standard Agreement and amendments thereto relative to participation in the Program. Award of Bid - Bid Schedule No. 3989, Preparation of an Environmental Impact Report (EIR) for the Wyndham Pointe Tentative Subdivision Map Application (B-050-1 OO/L-O 1 0-07 5/S-1 01-097) It is the recommendation of the Development Services Director that Bid Schedule No. 3989, Preparation of an Environmental Impact Report (EIR) for the Wyndham Pointe Subdivision Tentative Map Application (S-13-05) located at 2705 Wyndham Lane by Frank Coughlin and Tim Greenwood, be awarded to RBF Consulting in an amount not-to-exceed $150,454. Award of Bid - Bid Schedule No. 4007, One 35,000 GVW Truck with 55' Overcenter Aerial Lift Platform (B-050-100 & E-090) It is the recommendation ofthe Electric Utility Director that Bid Schedule No. 4007, One 35,000 GVW Truck with 55' Overcenter Aerial Lift Platform be awarded to Altec Industries, Inc. in the amount of$151,878.87. I Second Amendment to Soccer Lease Agreement - Shasta Regional Soccer Association for the Soccer Park (C-070-100/P-050-690/P-050-600-200) It is the recommendation of the Community Services Director that the City Council approve the Second Amendment to the Soccer Lease (C-4401) Agreement with the Shasta Regional Soccer Association (SRSA) for management of the Soccer Park at the Sports Complex amending Section II.d to provide June 30, 2010, as the first quarterly payment to the City for the replacement fund for synthetic turf, parking lot pavement maintenance, and replacement of the heating, ventilation, and air-;conditioning (HV AC) system when necessary. Resolution - Amending City Council Policy 1902 - Real Estate Asset Management relative to art installations (A-050-060-555 & A-050-110) It is the recommendation of the Community Services Director that Resolution No. 2007-45 be adopted, a resolution of the City Council of the City of Redding amending City Council 3/2012007 70 Policy No. 1902-Real Estate Asset Management Policy to authorize the City Manager or his designee to approve license agreements for the purpose of displaying artwork on City-owned property. Council Member Murray pointed out that the Council Policy as set forth in the staff report has a grammatical error that will be corrected for the permanent record. Grant Application - California Alcohol Beverage Control (ABC) Department (G-IOO-170 & P-150-150) It is the recommendation of the Police Chief that the City Council approve submission of a grant application to the California Alcohol Beverage Control (ABC) Department in an amount up to $125,000 for overtime and equipment for the Police Department in order to target underage drinking and other alcohol-related problems. I Award Request for Proposal - Request for Proposal Schedule No. 3995, Construction Management Services for the Widen Hilltop Drive Over State Route 44 Project; Consultant Services Agreement - Caltrop Corporation; and Cooperative Agreement - Caltrans (B-050-1 00/S-070-1 00/S-050-1 00) It is the recommendation of the Transportation and Engineering Director that Request for Proposal Schedule No. 3995, Construction Management Services for the Widening of Hilltop Drive Over State Route 44 Project be awarded to Caltrop Corporation in an amount not-to-exceed $320,000 and authorizing the Mayor to execute a Consultant Services Agreement with Caltrop for same. It is further recommended that the Mayor be authorized to execute a Cooperative Agreement with Caltrans relative to agency responsibilities for design and construction of said Project. MOTION: Made by Council Member Murray, seconded by Council Member Stegall, that all the foregoing items on the Consent Calendar be approved and adopted as recommended. UPDATE ON MAJOR PROJECTS - Transportation projects scheduled in 2007 (A-050-080 & T-IOO) Transportation and Engineering Director Tippin related that the City has a significant amount of transportation projects planned for 2007, and combined with other infrastructure projects such as waterline replacements, the total cost is $120 million. He stated that every effort will be made to keep staff and the public informed to eliminate job duplicity and traffic congestion whenever possible. Mr. Tippin provided an overhead depicting the following projects: I. North Market Street Streetscape Project - Construction to begin this month with completion in June 2007. ($1,300,000); 2. Cypress A venue Bridge Replacement/Widening Project - Construction to begin in April 2007 with completion in 20 10. Mr. Tippin added that Park Marina Drive will be closed in the very near future will remain so through project completion. ($72,000,000); 3. Hilltop Drive Overpass Widening at State Route 44 Project - Construction to begin June 2007, with completion by November 2007. This project will add an additional lane and future left turn access onto State Route 44 allowing traffic to move to the Downtown area from Dana Drive. ($4,000,000); 4. Chum Creek Road RealignmentlWidening Project - Construction will begin in June 2007, widening South Bonnyview Road to Denton Road and should be completed by November 2007. ($7,000,000); 5. South Bonnyview Road/State Route 273 (SR273) to Sacramento River Widening Project - Construction to begin August 2007, and will provide four lanes and signalization. Completion anticipated in approximately one year. ($14,000,000); I 3/20/2007 71 6. Hilltop Drive Streetscape Project - Construction to begin August 2007, and completion in January 2009. ($5,000,000); 7. Old Alturas Road and Browning Drive Signalization Project - Construction to begin July 2007, with completion by December 2007. Mr. Tippin added that there are several utility-type projects planned during this same time period, such as replacement of the waterline on Court Street, that will improve overall infrastructure in the City. I Mr. Tippin stated that Caltrans will also have projects under construction in the City during 2007, such as a maintenance overlay on Interstate 5 (1-5) from Oasis Road to Riverside Drive, the Westwood traffic signalization, the Downtown Improvement Project (to provide increased widths and turning lanes at the Eureka Way/North Market Street intersection), and improvement to the southbound Lake Boulevard on ramp to 1-5. Mayor Dickerson stressed that as much information as possible be provided to the public in a timely manner in order to keep traffic congestion to a minimum by allowing the public to modify routes when necessary. No action was required on this informational item. I , RENAMING AUDITORIUM DRIVE TO "TURTLE BAY DRIVE"AND A SECTION OF STATE ROUTE-44W TO "SUNDIAL BRIDGE P ARKW A Y" (S-070-230 & S-050-1 00) Support Services Director Kersten related that since the Sundial Bridge opened in July 2004, it has attracted thousands oflocal, state, national, and international visitors. The hotels report an additional 21 ,000 room rentals annually, and advise that directions to the Sundial Bridge and Turtle Bay Museum are the primary questions of visitors to Redding. He stated that it came to the attention of Tourism & Visitors Bureau staff that Caltrans will soon begin the State Route 44 West (SR44) Project this year and it is believed that construction will provide the perfect opportunity to rename that portion of SR44 "Sundial Bridge Parkway" and Auditorium Drive "Turtle Bay Drive" with the least incurred cost. It is also believed that renaming those areas will provide clearer direction to visitors wanting to a9cess the Bridge and Museum. Mr. Kersten pointed out that the Caltrans SR 44 Project will require that signs be changed in any event, and new policies instituted by Caltrans indicate that less informational signage will be allowed on the roadways including SR44 and Interstate 5(1-5). He added that it is hoped that production of the signs will be "piggy-backed" on those which Caltrans has already allocated funding for, but, worst case fiscal impact scenario, the signs could cost the City $60,000 which can be absorbed with sufficient Transient Occupancy Tax (TOT) funds. Mr. Kersten added that Assemblyman LaMalfa' s office has indicated support for this project and will present the request to the State Legislative on behalf of the City, and they believe there will be no problem because there is no significant cost involved. He pointed out that a letter of intent sent to Caltrans would be appropriate at this time in order to allow sufficient time to include these changes into their construction plans. He said that area businesses and the Turtle Bay Museum were polled and they also support the proposed changes. Mr. Kersten indicated that the Planning Commission will be required to hold a public hearing regarding the proposed changes to complete the process. I Mr. Kersten recommended that the City Council authorize the Mayor to submit a letter of intent to Caltrans requesting that Auditorium Drive be renamed "Turtle Bay Drive" and that it coincide with planned construction for that portion of SR 44 West between 1-5 and downtown Redding, direct the Planning Commission to hold the required public hearing regarding same, and direct staff to seek State legislative support for renaming that section of SR 44W to "Sundial Bridge Parkway." Council Member Jones observed that the Civic Auditorium is also an icon of the City and perhaps the only appropriate change should be to add a Sundial Bridge directional sign on 1-5. 3/20/2007 72 MOTION: Made by Council Member Stegall, seconded by Council Member Murray, authorizing the Mayor to submit a letter of intent to Caltrans requesting that Auditorium Drive be renamed "Turtle Bay Drive" and that it coincide with planned construction for that portion of SR 44 West between Interstate 5 and Downtown Redding; directing the Planning Commission to hold the required public hearing regarding same; and directing staff to seek State legislative support for renaming that section of SR 44W "Sundial Bridge Parkway." The Vote: AYES: NOES: ABSTAIN: ABSENT: Council Members - Murray, Stegall, and Dickerson Council Members - Jones Council Members - None Council Members - Bosetti I RENEW ABLE "GREEN RATE" PROGRAMS (E-090-100) Electric Utility Director Feider recalled that during previous discussions of a proposed rate adjustment for the Redding Electric Utility (REU), a citizen suggested that a "Green Rate" be implemented for residents wishing to support renewable energy. At the direction of the City Council, REU staff prepared a report relative to other agencies offering green rates and the level of voluntary customer participation they receive. Mr. F eider said the cities included the City of Alameda, Douglas Electric Co-op in Roseburg, Oregon, Palo Alto Electric, Roseville Electric, Silicon Valley Power in Santa Clara, and Sacramento Municipal Utility District. He stated that participation by customers ofthose agencies ranged from 1 % to 14% and appeared to be closely related to the income of the area, with Alameda at the 1 % ratio and Palo Alto at 14%. Mr. Feider recalled that interest in the City of Redding has been limited and, therefore, concerns regarding the true cost of the program and staff time are at Issue. Mr. Feider recommended that the City Council direct staffto continue to monitor interest in this option, but delay implementation until there is sufficient local consumer interest to make the program viable. Richard Oba, Redding resident, concurred that participation in such a program in the Redding area would be low, but even 1 % would be beneficial. He believed that customers should be afforded the opportunity to "vote" for green energy with their dollars through a "green rate" on their utility bills. I MOTION: Mady by Council Member Murray, seconded by Council Member Stegall, accepting the report regarding "green rates" and directing staff to continue to monitor customer interest in a "green rate" program, but to delay implementation until there is sufficient local customer participation to make the process viable. The Vote: Unanimous Ayes RESOLUTION - Expansion ofthe Executive Management Pay-For-Performance Salary Plan for legal professional classifications (P-1 00-320/P-1 00-050-1 001 A-050-050) City Attorney Duvernay related that the present classifications for legal professionals within the City are not broad enough to create a complete professional career path and with the increased complexity of the business and regulatory environment, it is critical to maintain competent and efficient legal services. Mr. Duvernay stated that it is prudent, strategic long-range planning to ensure that a range of classifications exists in any professional discipline to create a full career path. He urged City Council approval of three classifications, Deputy City Attorney which would be a recruitment position for those just out of law school or with up to five years or less experience, Assistant City Attorney I which would require five to ten years experience, and Assistant City Attorney II with those having ten or more years experience in the practice of law. He pointed out that approval of the proposed amendments to the Executive Management Pay-For-Performance Salary Plan would have no fiscal impact at this time and would not require reclassification of those currently employed in the legal department. I Mr. Duvernay recommended that a resolution be adopted amending the Executive Management Pay-For Performance Salary Plan to expand the range of Legal Professional Classifications, effective March 25,2007. 312012007 73 I MOTION: Made by Council Member Stegall, seconded by Council Member Jones, adopting Resolution No. 2007-46, a resolution of the City Council of the City of Redding approving amendments to the Executive Management Pay-For-Performance Salary Plan to expand the range of Legal Professional Classifications, effective March 25, 2007, providing classifications of Deputy' City Attorney (salary range $4,692 to $7,337 per month), Assistant City Attorney I (salary range $5,720 to $8,944 per month), and Assistant City Attorney II (salary range $6,541 to $10,228 per month). The Vote: AYES: Council Members - Jones, Murray, Stegall, and Dickerson NOES: Council Members - None ABSTAIN: Council Members - None ABSENT: Council Members - Bosetti Resolution No. 2007-46 is on file in the Office ofthe City Clerk RESOLUTION - Service Employees International Union-Clerical, Technical, Professional Unit Non-Exempt Salary Schedule re Electric Utility Distribution Technician (P-100-050-070) Assistant Electric Utility Director-Distribution Hauser recalled that the City attempted to fill a vacant Electric Utility Distribution Technician position in December 2006, but those individuals offered the position refused on the basis that the salary was too low. He stated that a survey ofthe position in similar-size cities was performed and indicated that Redding is 1612 % below the average for this position. To date, Mr. Hauser said the position remains unfilled and a second vacancy has occurred in this critical classification. The proposal is to increase the position by 10% in hopes of successfully recruiting individuals to fill these vacanCIes. Mr. Hauser recommended that a resolution be adopted approving changes to the Service Employees International Union (SEIU) - Clerical, Technical, Professional (CTP) Unit-Non- Exempt Salary Schedule providing Electric Utility Distribution Technician I and II classifications. I MOTION: Made by Council Member Stegall, seconded by Council Member Jones, adopting Resolution No. 2007-47, a resolution of the City Council of the City of Redding amending the SEIU-CTP Unit Non-Exempt Employee Schedule of Classifications and Wage Rates, providing Electric Utility Distribution Technician I and II classifications with a salary range of$18.93 per hour to $28.92 per hour, effective March 25,2007.
