Council Member Bosetti was absent. Also present were City Manager Starman, City Attorney Duvernay, Assistant City Manager Bachman, Transportation and Engineering Director Tippin, Senior Redevelopment Project Coordinator Morgon, City Clerk Strohmayer, and Executive Assistant Brown. JOINT MEETING OF THE CITY COUNCIL AND REDDING REDEVELOPMENT AGENCY At the hour of 5 :32 p.m., Vice Mayor/Agency Chair Stegall convened the Joint Meeting of the Redding Redevelopment Agency with the City Council. I RESOLUTION - Making findings and Approving the use of Canby-Hilltop-Cypress Redevelopment Tax Increment Funds re construction of the Hilltop Widening Over State Route 44; and RESOLUTION - Appropriating funds for same (S-070-1 00/B-130-070/R-030-050-31 0) Senior Redevelopment Project Coordinator Morgon related that the California Department of Transportation (Caltrans) is proceeding with its "Dana-to-Downtown" Project which will connect Dana Drive at various points to the City's Hilltop Widening Over State Route 44 (SR44) project. Between the two projects there will be a free right-hand turn-lane movement from eastbound SR44 off-ramp north on the new overpass to Dana Drive. The projects will also provide a northbound left-hand turn movement to the future westbound on-ramp to SR44 at the Dana and Hilltop Drives intersection and a westbound on-ramp (which is currently under construction). Mr. Morgon advised that project cost estimates in 2005 were $2,686,000, but the current engineer's estimate is $4,027,000 leaving a shortfall of$I,341,000. He stated that staff is recommending that the City contribute an additional $791,000 from Traffic Impact Fees (TIF) and that the Redding Redevelopment Agency (RRA) contribute $550,000 utilizing Canby-Hilltop-Cypress Redevelopment Tax Increment Funds to make up the shortfall. , Mr. Morgon recommended that the City Council adopt a resolution making findings and approving the use of additional funds for the Project. He also recommended that a resolution be adopted appropriating funds in the amount of$791,000 for Project. I MOTION: Made by Council Member Murray, seconded by Council Member Stegall, adopting Resolution No. 2007-42, a resolution of the City Council of the City of Redding making findings that: 1. The Analysis of Findings are adopted in satisfaction ofthe requirements set forth in Health and Safety Code Sections 33445 and 33678; The improvements are of benefit to the project area from which the funds are derived or to the immediate neighborhood in which the project is located; There is no other reasonable means of financing the improvements are available to the community; and The payment of funds for the improvements will assist in the elimination of blight within the project area; and approving the use of Canby- Hilltop-Cypress Redevelopment Project Area Tax Increment funds to construct the Hilltop Widening Over SR44 Project.
