The meeting was called to order by Mayor Murray with the following Council Members
present: Dickerson, Mathena, Pohlmeyer, and Stegall.

At the hour of 1:30 p.m., Mayor Murray announced that the City Council would adjourn to
closed session to discuss the following:

At the hour of 1 :45 p.m., Mayor Murray reconvened the Special Meeting to open session and
advised that Interim City Manager Kurt Starman was unanimously appointed to the position
of Redding City Manager effective May 16,2006, with an annual salary of $178,000. Mr.
Murray related that Mr. Starman's appointment follows a five-month open recruitment
process wherein candidates from across the United States were considered for the position.
The interview process revealed that Mr. Starman, who possesses an impressive education and
extensive management experience, was the most highly qualified to fill the City Manager
position.
Newly-appointed City Manager Starman thanked the City Council for its unanimous vote of
confidence and stated that it was an honor to accept the appointment. Mr. Starman related
that he grew up in Shasta County and considers this home. He is proud and enthusiastic
about the community and the City organization, and looks forward to serving in this new
capacity .
There being no further business, at the hour of 1 :48 p.m., Mayor Murray declared the meeting
adjourned.
