City Council, Special Meeting

The meeting was called to order by Mayor Bosetti with the following Council Members.
present: Dickerson, Jones, McArthur, and Stegall.

Also present were City Manager Starman, Assistant City Manager Tippin, City Attorney
Duvernay, and Personnel Director Johnson.
Mary Machado, Redding resident, recalled that on November 18, 2008, Attorney Jeff
Swanson appeared before the City Council during the Public Comment period, informing the
City Council that a proposal would be forthcoming from Thomason Development to donate
35 acres of land in the area of Oasis Road in hopes that the property would be utilized by the
City for economic development in a similar fashion to the Stillwater Business Project. She
maintained that the Assessor Parcel Numbers (APNs) listed on tonight's agenda do not total
35 acres and also asked what would be the purpose of the property, why was price and terms
to be discussed if it is a donation, why discussions were taking place in closed session and
how would the property donation affect the Council's choice of the Oasis Road Interchange
for the federal stimulus package.
City Manager Starman responded that the donation has no impact on the City's submittal to
acquire funds for the Oasis Road Interchange with Interstate 5 from the federal stimulus
package. Assistant City Manager Tippin advised that Thomason Development owns several
parcels in the area, possibly over 300 acres, and the APN s listed were a best guess of the area
proposed for donation and actually include more than 35 acres.

City Attorney Duvernay clarified that the closed session discussion would be to ascertain
whether or not the City Council was interested in beginning negotiations and, if so, under
what terms. If the City Council decides to go forward, he said there will be a public
discussion at some point in the future.
At the hour of 6:33 p.m., Mayor Bosetti announced that the City Council would adjourn to
closed session to discuss the following:

At the hour of7:07 p.m., Mayor Bosetti reconvened the Special Meeting to open session and
advised that there was no reportable action taken.
There being no further business, at the hour of7 :08 p.m., Mayor Bosetti declared the meeting
adjourned.
