City Council, Special Meeting

The meeting was called to order by Mayor Jones with the following Council Members
present: Bosetti, Dickerson, McArthur. Council Member Stegall was absent.

Also present were City Manager Starman, Assistant City Manager Tippin, City Attorney
Duvernay, and City Clerk Mize.
SHASTA COUNTY REGIONAL GOVERNMENT FORUM: BUILDING LOCAL
PARTNERSHIPS - Joint Meeting with the Shasta Regional Transportation Planning Agency,
~Shasta County Board of Supervisors, City of Anderson City Council, and City of Shasta Lake
City Council

Forum host, Mike Mangas, News Anchor-KRCR Channel 7, explained the format for the

meeting and introduced the participants. He noted that the meeting is informational and the
goal is to provide educational material to the public and local government officials.
The joint City Councils and Board of Supervisors selected Redding City Council Member
. Dickerson as chairperson for this meeting.
Rusty Selix, Executive Director of the California Association of Councils of Governments
(CALCOG), reviewed the historical development of regional Councils of Governments
(COG), specifically related to transportation planning. Mr. Selix noted that COG's were
formed recognizing that some issues transcend local boundaries and necessitate local
governments working together to plan a unified response to regional concerns.

Daniel Little, Executive Director, Shasta County Regional Transportation Planning Agency .
(R TP A), outlined the formation of the local R TP A. He noted that the Board of Directors
consists of three Shasta County Supervisors, one Council member each from the cities of
Redding, Anderson, and Shasta Lake, and one representative from the Redding Area Bus
Authority (RABA) Board (typically also a Redding City Council member). He noted that
state and federal monies provide 100% of the funding and explained that annually an average
of $24.5 million is distributed to three categories: 1) transportation capital; 2) transit
operations; and 3) planning and administration.

Rod Evans stated that regional planning is necessary for land use issues to stop the
competition between cities and the County for sales taxes money.
