City Council, Special Meeting

March 20, 2006 5:30 p.m.
The meeting was called to order by Mayor Murray with the following Council Members
present: Dickerson, Mathena, Pohlmeyer, and Stegall.

Also present were City Manager Warren, Assistant City Manager Starman, Deputy City
Manager Bachman, Personnel Director Johnson, and City Attorney Duvernay.
At the hour of 5:45 p.m., Mayor Murray announced that the City Council would adjourn to
closed session to discuss the following:
Closed session pursuant to California Government Code Section 54956.9(b)(3)(E):
CONFERENCE WITH LEGAL COUNSEL - ANTICIPATED LITIGATION
The City Council will discuss with its attorney a written threat of litigation by Harrison's
Marine concerning the Oasis Towne Center Project and the proposed re-alignment of Twin
View Boulevard. The communication is available for public inspection in the Office of the
City Clerk pursuant to Section 34957.5

At the hour of7 :00 p.m., Mayor Murray reconvened the Special Meeting to open session and
advised that there was no reportable action taken with the exception of the item regarding
Public Employment-City Manager. Mayor Murray reported that the City Council appointed
Assistant City Manager Kurt Starman to the position ofInterim City Manager, effective April
8, 2006. Said appointment will last until such time that a permanent appointment is made
and the new appointee for the position of City Manager has reported to work and is
effectively on the City payroll. While serving as Interim City Manager, Mayor Murray stated
that all the terms, conditions, and benefits presently accruing to Mr. Starman in his position
as Assistant City Manager will continue in full force and effect except that during the
duration of this interim appointment, his annual salary will be increased to $160,000.00
There being no further business, atthe hour of? :02 p.m., Mayor Murray declared the meeting
adjourned.
