The special meeting was called to order by Mayor Murray with the following Council
Members present: Dickerson, Mathena, Pohlmeyer and Stegall.
Also present were City Manager Warren, Assistant City Manager Perry, Assistant City
Manager Starman, Deputy City Manager Bachman, City Attorney Duvernay, Development I
Services Director Hamilton, City Engineer Tippen, and City Clerk Strohmayer.
AWARD OF BID - Bid Schedule No. 3855 (Job No. 2254), SR44/Airport Road Ramp
Signal; and
RESOLUTION appropriating funds from Traffic' Impact Fees for traffic signal
(B-050-020/B-130-070/T -080-700)
City Engineer Tippen related that Bid Schedule No. 3855 was opened on November 29,
2005, to provide a traffic signal at State Route 44 and Airport Road. He pointed out that this
traffic signal is part of the impact mitigation measures required for the Sports Complex
project. He advised that due to the ever increasing construction costs, the apparent low
bidder, Bobby Martin Construction, has informed the City that prices could not be held
beyond 30 days as set forth in the City contracts. Because the next lower bidder is $100,000
more than the Bobby Martin Construction bid amount, staff deemed it prudent to award the
contract as soon as possible.
Mr. Tippen recommended that Bid Schedule No. 3855 (Job No. 2254), SR 44/Airport Road
Ramp Signal be awarded to Bobby Martin Construction in the amount of $336,900, and
additional $34,000 be approved for administration and inspection fees, and an additional
$34,000 to provide a construction contingency fund for a total of $404, 900; and that a
resolution be adopted appropriating $90,000 from Traffic Impact Fee (TIP) funds for a traffic
signal at State Route 44 and Airport Road for fiscal year 2005-06.

Joe Schmitz, North Valley Construction, advised that he was a sub-contractor to Bobby
Martin Construction and although the Martin contract held prices for 30 days, the proposal
he submitted to Bobby Martin was for 14 days only. He stated that the proposal assumed that
the award of bid would be made on December 6,2005, however, the original bid price for
various conduit has increased by $8,000 at this time. He added that the size of the job will
not allow absorption of such an increase.
Assistant City Manager Perry stated that this dilemma is symptomatic of the construction
industry at this time, but the City's contract is with Bobby Martin Construction who will
have to deal with his own subcontractors.
Mr. Tippen clarified that if Bobby Martin Construction has difficulties with a listed
subcontractor, there is a process available allowing him to issue a request to substitute a
subcontractor.
MOTION: Made by Council Member Dickerson, seconded by Council Member Pohlmeyer
awarding Bid Schedule No. 3855 (Job No. 2254), SR 44/Airport Road Ramp Signal to
Bobby Martin Construction in the amount of $336,900, and additional $34,000 for
administration and inspection fees, and an additional $34,000 to provide a construction I
contingency fund for a total of $404,900; and adopting Resolution No. 2005-166, a
resolution of the City Council of the City of Redding approving and adopting the 19th
amendment to City Budget Resolution No. 2005-77 appropriating $90,000 from Traffic
Impact Fee (TIP) funding for a traffic signal at State Route 44 and Airport Road for fiscal
year 2005-06. The Vote was as follows:
AYES: Council Members - Dickerson, Mathena, Pohlmeyer, Stegall and Murray
NOES: Council Members - None
ABSTAIN: Council Members - None
ABSENT: Council Members - None
