Also present were City Manager Warren, Assistant City Manager Starman, City Attorney I Duvernay, Deputy City Manager Bachman, Assistant City Clerk Sherman, and City Clerk Strohmayer. JOINT MEETING OF THE CITY COUNCIL AND REDDING REDEVELOPMENT AGENCY At the hour of 5:15 p.m., Mayor Mathena convened the Joint Meeting with the Redding Redevelopment Agency (Agency). JOINT PUBLIC HEARING -Use of Capital Outlay Funds by the Shasta Union High School District for the Construction of Two Artificial Turf Fields and a Multiple Purpose Building (R-030-145 & E-060-690) The hour of 5: 15 p.m. having arrived, Agency Chair Murray and Mayor Mathena opened the public hearing regarding the use of Capital Outlay Funds by the Shasta Union High School District for the construction of two artificial turf fields and a multiple purpose building The following document is on file in the Office of the City Clerk: Affidavit of Publication - Notice of Public Hearing City Clerk Strohmayer advised that no comments had been received. I Assistant City Manager Starman provided an overview of the Report to City Council and Redding Redevelopment Agency dated S'eptember 7,2005, incorporated herein by reference, recalling that in 1990, the Redding Redevelopment Agency (RRA) and the Shasta Unified High School District (SUHSD) entered into a property tax pass-through agreement for the Market Street Project. The agreement places pass-through funds from tax increment revenue into a "capital outlay fund" to be used for school capital improvements that will benefit the Market Street Project Area. He advised that SUHSD is requesting $640,000 from the existing balance in the "capital outlay fund" and future pass-through funds to assist in repayment of$2.5 million in Certificates of Participation to be used to construct an artificial turf field at the Shasta Learning Center and an artificial turf field and multipurpose building (gym) at Shasta High School. Mr. Starman recommended that the City Council authorize the use of Capital Outlay Funds in the amount of $640,000 and future pass-through funds to help repay Certificates of Participation in the amount of $2.5 million to SUHSD for the purpose stated above. Chair Murray and Mayor Mathena noted that there was no one present wishing to speak on the matter and closed the public hearing. MOTION: Made by Council Member Stegall, seconded by Council Member Dickerson, authorizing the use of $640,000 from the existing balance in the "capital outlay fund" and future pass-through funds to assist in repayment of $2.5 million in Certificates of Participation by Shasta Unified High School District to be used to construct an artificial turf field at the Shasta Learning Center and an artificial turf field and a multipurpose building (gym) at Shasta High School; and finding that the improvements are consistent with the pass- through agreement for the Market Street Project and with Redevelopment Law, and is of primary benefit to the Market Street Project Area, and there are no other reasonable means for financing the improvement.
