HomeMy WebLinkAboutMinutes - City Council - 2004-09-27 - Special Meeting 196 City Council, Special Meeting Council Chambers 777 Cypress Avenue Redding, California September 27,20045:00 p.m. The meeting was called to order by Vice Mayor Stegall with the following Council Members present: Cibula, Kight, and Mathena. Mayor Pohlmeyer was absent. Also present were City Manager Warren, Assistant City Manager Perry, Assistant City I Manager Starman, Interim City Attorney Frediani and City Clerk Strohmayer. AWARD OF BID - Bid Schedule No. 3780, Sports Complex Soccer Field Area 2004-05 Erosion Control Plan (B-050-020 & P-050-600-200) Assistant City Manager Perry recalled that Bid Schedule No. 3780 (Job No. 2166), Sports Complex Soccer Field Area 2004-05 Erosion Control Plan was advertised and bids opened on Friday, September 17, 2004. Mr. Perry explained that the base bid was for site preparation for erosion control in the soccer field area with an Additive Alternate No. 1 which added operation of the site through the winter with submittal of a Storm Water Pollution Prevention Plan, and Additive Alternate No.2 required that the contractor accept liability for any and all penalties, fines, or mitigation as a result of allowing turbid water to escape the site by posting a "Penalty Bond" in the amount of $500,000. The Engineer's Estimate is $80,000 for the base bid and both alterriates. He pointed out that the lowest bidder was Dean Hammond Construction in the amount of$65,480, however, he did not bid either Additive Alternate. McEntire Landscaping submitted a base bid of$71,215 and was the only company to bid Additive Alternate No.1 ($38,600) and Additive Alternate No.2 ($560,000). Mr. Perry related that the Bid was processed as an informal bid with a fifteen-day bid notice "I published locally with a limit set of $80,000. He advised that the award of bid could be awarded based on just the base bid, the base bid plus additive alternate one, or the base bid plus both additive alternates. He added that the final alternative to consider is a rejection of all bids. Mr. Perry suggested the City Council could award the bid to Dean Hammond Construction for the base bid and City staff could perform operation and maintenance services throughout the winter. Another alternative would be to rebid the operation and maintenance services for the winter. Mr. Perry recommended that Dean Hammond Construction be awarded the base bid and City staff perform the operation and maintenance services throughout the winter. In response to concerns expressed by Council Member Kight, Mr. Perry advised thatthe least risk to the City regarding fines would be to allow City staff to perform the operation and maintenance work, but he could provide no assurances that there would be no fines. MOTION: Made by Council Member Mathena, seconded by Council Member Cibula, awarding Bid Schedule No. 3780, Sports Complex Soccer Field Area 2004-05 Erosion Control Plan (Job No. 2166), to Dean Hammond Construction to include only the base bid in the amount of $65,480 and approving an additional $6,000 for administration and inspection fees, and an additional $7,000 for a construction contingency fund, for a total amount of $78,480. The Vote: Unanimous Ayes I MOTION: Made by Council Member Mathena, seconded by Council Member Kight, directing City staff to perform operation and maintenance services for the Sports Complex Soccer Field Area throughout the winter.
