City Council, Special Meeting

The meeting was called to order by Mayor Pohlmeyer with the following Council Members
present: Cibula, Kight, and Mathena. Council Member Stegall was absent.
Also present were City Manager Warren, Assistant Manager Starman, and City Attorney
Fuller.

At the hour of 5:45 p.m., Mayor Pohlmeyer announced that the City Council would adjourn
to closed session to discuss the following:

At the hour of7:05 p.m., Mayor Pohlmeyer reconvened the meeting to open session, stating
that the City Council would adjourn the Special Meeting and reconvene at the conclusion of
the regular City Council meeting.
At the hour of 8:37p.m., Mayor Pohlmeyer reconvened the Special Meeting and announced
that the City Council would adjourn to closed session to continue discussion.
At the hour of8:52 p.m., Mayor Pohlmeyer reconvened the Special Meeting to open session
and reported that City Manager Warren received a favorable evaluation and his contract
would remain similar to its present form. However, he explained that Mr. Warren will

receive a 2% merit increase effective January 1,2005, and the supplemental retirement (paid
as deferred compensation or a similar retirement vehicle) will be continued in 2005 at an
amount equal to 20% of his base salary with no cap.
Mayor Pohlmeyer further advised that City Attorney Fuller would be leaving the City at the
end of June 2004. He explained that the City Council and the City Attorney regret that the
attorney-client relationship has come to an end. On behalf of the City Council and the City,
Mayor Pohlmeyer expressed appreciation for the work performed by Mr. Fuller and the
commitment he has demonstrated during the 21 months he has been with the City.

Mayor Pohlmeyer stated that there was no reportable action regarding the anticipated
litigation, property negotiations, and labor negotiations.
There being no further business, at the hour of 8:53 p.m., Mayor Pohlmeyer declared the
meeting adjourned.
