The meeting was called to order by Mayor Missy McArthur with the following Coun~il
Member present: Rick B0setti, Dick Dickerson, Patrick Jones, and Francie Sullivan.
Also present were City Manager Kurt Starman, City Attorney Rick Duvernay, Community
Services 'Director Kim Niemer, City Clerk Pamela Mize, and Executive Assistant Deena
. Brown.
Non-Binding Letter of Intent - Redding Convention Center

City Manager Starman and Community Services Director Niemer summarized the Report
to City Council (staff report) dated July 21, 2011, incorporated herein by reference, and
recommended that Council 1) Approve a non-binding Letter of Intent (LOI) with Bethel
Church of Redding (Bethel) to operate the Redding Convention Center; 2) Direct staff to
develop a binding agreement with Bdthel based on the provisions outlined in the LQI as soon
as practical; and 3) Direct staff to w6rk with Bethel on processing the Use Permit that will
be needed to facilitate its proposal.
The following people opposed an agreement with Bethel: Tom Spade, Christi Knight, Paul
Hamlen, James Benno, Susan Araiza-Bous, Larry Jackson, Kelly Norris.
Tim Klock favored an agreement with Bethel.
The following speakers favored an agreement with Mesa Productions: Don Kirk, Jo Vande
Venter, Donna Frampton, Deborah White,'Crystal White.
Chris Darker submitted a proposal to manage the Convention Center on behalf of the Save
Our Convention Center Committee and Rob McDonald, Murray Blake, spoke in favor of the
proposal.
Rocky Venti submitted a proposal to manage the Convention Center on behalf of Meteor
Music.
Tim Pappas submitted a letter alleging Brown Act violations and Gary Cadd and Shirlyn
Pappas spoke in agreement with Mr. Pappas.
Gary Moeckci and Bob Frampton spoke in favor of retaining the current staff at the
Convention Center.
Steve Gaines, Bob Warren, and David Gradeal spoke in favor of continued support to the'
tourism industry and the Shasta Cascade Wonderland Association:

The following people expressed a variety of opinions regarding the Convention Center:
Richard Crumb, Lynn Marie McCune, Kimber Dunn, Polly Yount Smidt, Emilie Reedy,
Patricia Heinsohn, Dick Fyten, Carl Pieplow, Jr., John Ritrouato, Diane Frost, and Timothy I
McDaniels. ,
Angie Gurrola, representative fOF Mesa Productions spoke regarding their proposal and
answered Council Member's questions.
Charlie Harper and Kris Vallotton, representatives for Bethel spoke regarding their proposal
and answered Council Member's questions.
An in-depth discussion among the Council Members ensued.

A MOTION WAS MADE by Council Member Jones to reject a non-binding Letter of
Intent with Bethel and direct staff to prepare a non-binding Letter of Intent with Mesa
Productions.
Motion died for lack of a second.
. A MOTION WAS MADE by Council Member Bosetti, seconded by Council Member
Dickerson, to 1) Approve a non-binding Letter of Intent with Bethel Church of
Redding/Cornerstone Management Services (Bethel/CMS) to operate the Redding
Convention Center; 2) Direct staff to develop a binding agreement with Bethel/CMS based
on the provisions outlined in the LOI as soon as practical; 3) Direct staff to work with
Bethel/CMS on processing the Use Permit that will be needed to facilitate its proposal; and
4) Direct staff to set aside all rent received from Bethel/CMS to be used for deferred
maintenance on the Redding Convention Center when the contract with Bethel/CMS expires.
