The meeting was called to order by Mayor Missy McArthur with the following Council Members
present: Rick Bosetti, Dick Dickerson, Patrick Jones, and Francie Sullivan.
Also present were City Manager Kurt Starman, City Attorney Rick Duvernay, Assistant City
Manager Tippin, City Clerk Pamela Mize, and Executive Assistant Rossann Grimm. The City
Manager introduced Department Directors that were in attendance: Public Works Director Brian
Crane, City Treasurer Leslie Detwiler, Interim Support Services Director Rod Dinger, Police Chief
Peter Hansen, Electric Utility Director Paul Hauser, Fire Chief Kevin Kreitman, Interim
Development Services Director Bill Nagel, Community Services Director Kim Niemer, and Finance
Director Steve Strong.

3B. Presentation by Randall Hempling, CEO, and Lance Woolf, Director of Plant Operations,
Shasta Regional Medical Center (SRMC)

Mr. Hempling and Mr. Woolf recounted pedestrian accidents in the vicinity ofSRMC and
expressed appreciation for improvements the City of Redding Public Works Department has~
made to the intersection at East Street and State Route 44.
3C. Presentation recognizing T .R. Woods Park, Sunset Playground leadership team and contractors I

Community Services Director Niemer provided a PowerPoint presentation highlighting the
completion of the Sunset Playground at T.R. Woods Park and thanked the many volunteers
whose dedication made the project possible. Participants included Active 20/30 Club,
Kaboom, West Redding Rotary, Dan Cannon. Wade Allenberger, Jim Reed, Lucky Serrani,
Cameron Middleton, Jim Stoll, Leona McCoach, Adam MacElvain, David Zates, Paula

Live organization related personal stories of loss as a result of drunk drivers and expressed their I
appreciation for work the Redding Police Department does to battle DUI incidences.

4.(e). Ordinance - Amending Redding Municipal Code Title 11
[C-IIO-100/P-010-050/P-150-150] .
It is the recommendation of the Chief of Police that the City Council adopt Ordinance No.
2476, an ordinance of the City Council oftheCity of Redding amending Redding Municipal
Code Title 11 - Vehicles and Traffic, Chapter 11.44 - Special Events, by adding Section
11.44.090 - Interference with a Special Event Prohibited, to make the purposeful interference
with a permitted Special Event unlawful.
4.1(a). Tourism Marketing Business Improvement District 2010-11 Annual Report

It is the recommendation of Assistant to the City Manager Greg Clark that the City Council
accept the 2010-11 Annual Report submitted by the Redding Tourism Marketing Business
Improvement District.
4.2(a). City-owned Property Relocation - Dobrowsky House

It is the recommendation of the Assistant City Manager that the City Council accept -
information contained in the staff report relative to potential locations for the Dobrowsky
House.

4.5(a). MontWy Financial Report - Redding Electric Utility - May 2011
[B-130-070]
It is the recommendation of the Electric Utility Director that the City Council accept
Redding Electric Utility's Monthly Financial Report for May 2011. Billed retail revenue
through May was $2,748,836 (3.0 %) below projections for the eleven-month period and
total wholesale sales were $42,202,419 (266.4%) above projections. Overall, operating
revenue through May came in $39,689,070 (36.0%) above plan. The combined costs for
generation, purchases from the Western Area Power Administration, contracts, and the spot
market were $32,931,169 (41.6%) above budget projections through May. Total operating
expenses through May were $3,852,477 (14.4%) below budget. The Utility's net operating
results for the first eleven months of the fiscal year are positive and are $10,610,378 better
than budget projections. Debt service payments to-date total $4,348,450. Capital
expenditures through May were $2,686,089 for revenue-funded projects and $9,985,406 for
bond-funded projects. The electric utility unrestricted cash balance at the end of May was
$31.4 million.

4.6(a). NorCa1 Think Pink - Up-light the Sundial Bridge pylon

It is the recommendation of the Community Services Director that the City Council approve
the request ofNorCa1 Think Pink to up-light the Sundial Bridge pylon in pink in honor of
Breast Cancer Awareness Month for up to three evenings in October for the next five years.
4.6(b). Amendment to the Lease Agreement - Redding Rodeo Association

It is the recommendation of the Community Services Director that the City Council approve
the 7th Amendment to the Lease Agreement (C-141) with the Redding Rodeo Association 1
extending the term of the lease for five years, with five one-year extensions.
4.6(c). State Grant - California Resources Agency; and
Agreements - California Conservation Corps and RiverPartners; and
Resolution - Amendment to City Budget Resolution No. 2011-111

It is the recommendation of the Community Services. Director that the City Council accept
the River Parkways grant from California Resources AgeIlCY in the amount of $1 ,206,865
and authorize the City Manager to execute agreements with the California Conservation
Corps and River Partners; and
Adopt Resolution 2011-112, a resolutiqn of the City Council of the City of Redding,
approving and adopting the pt Amendment to City Budget Resolution No. 2011-111
appropriating funds in the amount of$l ,206,865 for improvements to the Sacramento River
Parkway Phase 2 Project for Fiscal Year 2011-12. Council Member Jones advised he would
vote no on this item.

It is the recommendation of the Finance Director that the City Council accept the monthly
General Fund Financial Report for May 2011. Total revenue to date is $56.5 million or
$303,443 (0.5%) above staffs cash flow projection. Expenditures at month end, excluding
encumbrances, total $58,136,137 or $7~253,709 (11.1%) below staffs projection.
Encumbrances total $1,192,515.
4.l1(a).Resolution - Summary Vacation, Cypress Avenue Bridge Temporary Construction
Easements

It is the recommendation of the Public Works Director that the City Council adopt
Resolution Nos. 2011-113 through 2011-118, resolutions of the City Council of the City of
Redding, regarding Summary Vacation of Temporary Construction Easements acquired for
the construction of the Cypress Avenue Bridge (AA-1l).
4.11(b).Construction Contingency Fund Increase - Bid Schedule No. 4358 (Job No. 2993), Country
Oaks Sanitary Sewer Replacement Project

It is the recommendation of the Public Works Director that the City Council authorize a
$10,000 increase in construction contingency funds for Country Oaks Sanitary Sewer I'
Replacement Project, bringing the total to $30,000.
4.11(d).Resolution - Redding School of the Arts

It is the recommendation of the Public Works Director that the City Council adopt
Resolution No. 2011-119, a resolution of the City Council of the City of Redding, accepting
the improvements as satisfactorily completed at Redding School of the Arts (UP-11-07) into
the City system for maintenance and operation.

4.11(e).Resolution - Landscape Maintenance District LMD 03-11

It is the recommendation of the Public Works' Director that the City Council adopt
Resolution No. 2011-120, a resolution of the City Council of the City of Redding, accepting
the proposed district property owners' petition of formation; confirming the map of the
assessment district and approving the Engineer's Report; approving the mailing of notice and
ballots; and setting a public hearing and election regarding Landscape Maintenance District
LMD 03-11 for September 6,2011.

4.15(a).Excess Workers' Compensation Insurance Policy

It is the recommendation of the Assistant City Manager that the City Council approve an
Excess Workers' Compensation Insurance Policy with California State Association of
Counties-Excess Insurance Authority (C-4633) for fiscal year 2011-12 in the amount of
$161,064 and delegate to the City Manager or his designee authority to act on behalf of the
City and enter into agreements as required.

At Council Member Jones' suggestion, it was the consensus of Council to direct Fire Chief Kreitman
to return to Council with a presentation related to mutual aid and automatic aid agreemerits with
CAL FIRE.
