City Council, Special Meeting

The meeting was called to order at 5: 15 p.m. by Mayor Dick Dickerson with the following
Council Members present: Rick Bosetti, Patrick Jones, Missy McArthur, Francie Sullivan.
Also present were City Manager Kurt Starman, Assistant City Attorney Lynette Frediani,
Deputy City Manager Greg Clark, City Clerk Pamela Mize, and Assistant City Clerk
Teresa Rudolph.

Presentation by the Shasta County Coordination Committee - Comprehensive Land
Use Plan for Agencies within Shasta County

City Manager Starman provided background information which led to the Shasta
County Coordination Committee's ( Committee) development ofthe Comprehensive
Land Use Plan for Agencies within Shasta County (Plan). He stated that the
Committee would be presenting the Plan to the City Council for its consideration.
He explained that during the presentation, the Committee would be highlighting
modifications which had been made to the Plan since its transmittal to the City
Council.

The following individuals presented the Plan to the City Council: Mike Reed,
Committee Chair, Dan Brummer, and Sean Curtis. Individuals also addressing the
City Council in support of the Plan's adoption were: Pat Heinsohn, Erin Ryan,
Elizabeth Woodward, Gary Cadd, and Jan Hanks. Robert Wharton spoke in
opposition to the Plan.
Jennifer Mata, Field Manager for the Bureau of Land Management's (BLM) Redding
field office, stated that the BLM's recent publication entitled A Desk Guide to
Cooperating Agency Relationships and Coordination with Intergovernmental
Partners, incorporated herein by reference, had information she opined would be
beneficial to the City Council.
A MOTION WAS MADE by Council Member McArthur, seconded by Council
Member Jones, to direct the Mayor, City Manager, and City Attorney to work with
the Shasta County Coordination Committee to make modifications to the
Comprehensive Land Use Plan for Agencies within Shasta County which satisfy
concerns of Council/staff and bring the Plan back for the City Council's
consideration at a subsequent meeting.
