At the hour of 11 :00 p.m., the meeting was called to order by Mayor Kight with the
following Council Members present: Cibula, McGeorge, Pohlmeyer and Stegall.

Also present were City Manager Warren, Assistant City Manager Perry, Deputy City
Manager Starman, City Attorney Fuller, Development Services Director Hamilton, City
Engineer Goodwin, City Clerk Strohmayer, and Executive Secretary Stribley.
CYPRESS BRIDGE PROJECT AL TERNA TIVE SELECTION

Development Services Director Hamilton highlighted the Report to City Council dated
November 11, 2002, regarding the alternati ves. to improve the Cypress Bridge by performing
significant maintenance, rehabilitation, or replacement. He noted that estimates for the
City's portion of replacement providing a 75+ year bridge is $5.8 million with a grant or $9.6
million if a grant is not approved. He continued that the estimated cost for rehabilitation is
approximately $3.6 million with a bridge life of another 20+ years. Because of current
demands on City funds, funding for construction of a new bridge is vague and, therefore,
staff is recommending rehabilitation of the bridge at this time.
Council Member Pohlmeyer expressed reluctance at being asked to make a decision on this
capital project without further reflection and deliberation. He also questioned the purpose
of widening the bridge if other traffic congestion issues are n()t resolved such as 1-5 and
Cypress Avenue.

Council Member McGeorge expressed concern regarding increases in construction costs if
the City waits 20 years to replace the bridge.
Dick Johnson, Redding resident, believed alternative financing was available for replacement
of the bridge. He stated that a newspaper article quoted $260,000 per year as maintenance
costs for the bridge, which might be massaged into financing to replace the bridge. He
suggested possibly financing the bridge over 20 years or more, and opined that it is more
economically efficient to replace the bridge.
It was the consensus of the City Council to defer the item to the next regular City Council
meeting.
There being no further business, at the hour of 11 : 13 p.m., Mayor Kight declared the meeting
adjourned.
