HomeMy WebLinkAboutMinutes - City Council - 2014-12-15 - Special Meeting 165 City Council, Special Meeting Civic Center Council Chambers 777 Cypress Avenue Redding, California December 15,2014, 5:15 p.m. The meeting was called to order at 6:05 p.m. by Mayor Francie Sullivan with the following Council Members present: Gary Cadd, Missy McArthur, Kristen Schreder, and Brent Weaver. Also present were: City Manager Kurt Starman, Assistant City Manager/Electric Utility Director Barry Tippin, City Attorney Rick Duvemay, Deputy City Manager Greg Clark, Police Chief Robert Paoletti, City Clerk Pamela Mize, and Executive Assistant Sharlene Tipton. PRESENTATIONS 2A. Presentation by April LaFrance regarding the Safe City Project [P-150-150] City Manager Starman introduced Safe City Project representative April LaFrance who provided a PowerPoint presentation, incorporated herein by reference, summarizing the 11 public safety topics that were presented at the Civic Auditorium in conjunction with the Redding Police Department's Community Crime Prevention Fair on November 13, 2014. Ms. LaFrance stated that since the November 13, 2014, presentation, there has been a surge of community effort to eliminate crime in the community. She noted that several new Neighborhood Watch Committees have been and are in the process of being formed, organizations passionate about restorative justice want to participate, and there has been a significant increase in donations to related non-profit organizations. She indicated that the Good News Rescue Mission has taken the lead with the Homeward Bound program, which may change its name to Journey Home, and stated that a prominent community member has donated $18,000 to give the program momentum. Ms. LaFrance highlighted the following public safety topics specific to the City of Redding for the Council's consideration with suggestions on how they could be implemented and funded: (1) Code Enforcement; (2) Illegal Encampments; (3)Reserve Police; and(4)Sobering Center. Ms. LaFrance thanked the Council for listening and expressed her hopefulness for the future of the City and community. A discussion amongst the Council ensued. Mr. Starman stated that the Safe City Project is a private effort and the City has not and will not spend staff time or taxpayers monies on any of the four topics until direction is given by the Council. The City Council discussed each of the four topics and asked Ms. LaFrance, Chief Paoletti, and Development Services Director Bill Nagel related questions. Charlie Love opined that all homeless people are not the same, that some have just fallen through the cracks and requested a place where those people could camp. The City Council thanked Ms. LaFrance and the Safe City Project Committee for their time, commitment, and efforts toward finding solutions. A MOTION WAS MADE by Council Member Weaver, seconded by Council Member McArthur, to not take action on this informational item at this time as staff is preparing a Strategic Plan for Public Safety for consideration at a future Council meeting.
