HomeMy WebLinkAboutMinutes - City Council - 2000-07-26 - Special Meeting I I I 153 City Council and Planning Commission Joint Special Meeting Council Chambers 777 Cypress Avenue Redding, California July 26, 2000, 10:00 a.m. The meeting was called to order by Mayor Anderson with the following Council Members present: Cibula, Pohlmeyer, and McGeorge. The following Planning Commissioners were present: Chairman Woodward, Gaynor, Memeo, Swanson, and Maurer-Watkins. Council Member Kight and Commissioners Brickwood and Weatherill were absent. Also present were City Manager Warren, Assistant City Manager Perry, Deputy City Manager Starman, City Attorney Wingate, Director of Development Services Hamilton, Senior Planner Manuel, and Assistant City Clerk Moscatello. DRAFT GENERAL PLAN (G-030) City Manager Warren provided an overview and history of the Draft General Plan. He acknowledged the members of the General Plan Task Force and the community who were involved in development of the Plan. Development Services Director Hamilton presented a slide show pictorial regarding the Draft General Plan. Planning Commissioner Chairman Woodward stated that the Planning Commission is pleased to pass the Draft General Plan and Environmental Impact Report (EIR) to City Council for its consideration. Noting that countless hours were spent developing the plan, he shared his confidence in the quality of the document and its ability to serve Redding. He pointed out that modifications to the Plan were based on input received during public hearings, and he advised Council to be cautious as they consider additional requests for changes. Chairman Woodward conveyed hope that Council would adopt the Plan and EIR with minimal changes. He expressed his appreciation for the hard work of staff and the General Plan Task Force in formulating the document. Mayor Anderson related that City Council would like to move quickly toward adoption of the General Plan. It was the consensus of Council to schedule a public hearing to consider the Draft General Plan at 5:00 p.m. on Thursday, September 7,2000. On behalf of Council, Mayor Anderson thanked all ofthe individuals involved in developing the Plan, including staff, the General Plan Task Force, and the Planning Commission. He observed that the General Plan is an extremely important document for the City, and it will be used to maintain the lifestyles of its citizens and as a road map defining the course the City will take during the next 20 years.
