City Council, Special Meeting

June 20, 2013 2:00 p.m.
The meeting was called to order at 3:30 p.m. by Mayor Rick Bosetti with the following
Council Members present:Gary Cadd,Patrick Jones,Missy McArthur,and Francie Sullivan.
Also present were City Manager Kurt Starman,City Attorney Rick Duvernay,Assistant City
Manager/Electric Utility Director Barry Tippin,Deputy City Manager Greg Clark, Finance
Director Dennice Maxwell, City Clerk Pamela Mize, and Executive Assistant
Sharlene Tipton.
2. Resolution- Biennial Budget for Fiscal Years ending June 30, 2014, and 2015

City Manager Starman summarized the City of Redding Biennial Budget for Fiscal
Years ending June 30, 2014, and 2015, provided a PowerPoint presentation,
incorporated herein by reference, and recommended that the City Council adopt a
resolution approving the Biennial Budget for Fiscal Years ending June 30,2014,and
2015.
Mr. Starman outlined significant topics and issues including: (1) California Public
Employees'Retirement System(Ca1PERS)and Public Agency Retirement Services
(PARS); (2) Furlough Program and Full Implementation of Measure A;
(3) Elimination of the Redding Redevelopment Agency; (4) Potential Utility Rate
Increases in October 2013; (5) Street Maintenance; (6) New Police Facility;
(7) Abandoned Vehicle Abatement Program; (8) Community Oriented Policing
Services (COPS) Grant; (9) Transition to New Police Vehicles; (10) Staffing for
Adequate Fire and Emergency Response(SAFER)Grant;(11)Department of Public
Works/Overhead Rate; and(12)Airports Funds and Park Development Fund.
It was determined by City Council to discuss each department budget separately.
Community Services Department
Following a presentation by Community Services Director Kim Niemer, it was the
consensus of the City Council to approve the budget as recommended.
Development Services Department
Following a brief overview by City Manager Starman, it was the consensus of the
City Council to approve the budget as recommended.
Electric Utility Department
Following a PowerPoint presentation by Assistant City Manager/Electric Utility
Director Tippin, incorporated herein by reference, it was the consensus of the City
Council to approve the budget as recommended.
Fire Department
Following a presentation by City Manager Starman,it was the consensus of the City
Council to approve the budget as recommended.
General Government and Personnel Department
Following a presentation by City Manager Starman,it was the consensus of the City
Council to approve the budgets as recommended for the City Council, City
Manager's Office, Finance Department, Community Development, City Clerk's
Office, City Treasurer's Office, City Attorney's Office, Non-Departmental, and
Personnel Department.

Police
Following a presentation by City Manager Starman,it was the consensus of the City
Council to approve the budget as recommended.
Public Works
Following a PowerPoint presentation, incorporated herein by reference, by Public
Works Director Brian Crane,it was the consensus of the City Council to approve the
budget as recommended.
Support Services
Following a presentation by Support Services Director Rod Dinger, it was the
consensus of the City Council to approve the budget as recommended.
A discussion amongst the Council ensued.
In response to Council Members Jones and Cadd,City Manager Starman stated that
the newly released rates for Ca1PERS and PARS are built into the proposed budget,
however, will need to be addressed in the next budget cycle.
A MOTION WAS MADE by Council Member Sullivan, seconded by Council
Member McArthur, to adopt Resolution No. 2013-061, a resolution of the City
Council of the City of Redding approving and adopting the Biennial Budget for
Fiscal Years ending June 30, 2014, and 2015.
The Vote:
AYES: Council Members - Cadd, Jones, McArthur, Sullivan, and Bosetti
NOES: Council Members -None
ABSTAIN: Council Members-None
ABSENT: Council Members -None
Resolution No. 2013-061 is on file in the Office of the City Clerk.
ADJOURNMENT
There being no further business, Mayor Bosetti declared the meeting adjourned at the hour
of 5:27 p.m.
