The meeting was called to order by Mayor Rick Bosetti with the following Council Members
present: Gary Cadd, Patrick Jones, and Francie Sullivan. Council Member Missy McArthur was
absent.
Also present were City Manager Kurt Starman, City Attorney Rick Duvernay, Assistant City
Manager/Electric Utility Director Barry Tippin, Deputy City Manager Greg Clark, Development
Services Director Bill Nagel, City Clerk Pamela Mize, and Assistant City Clerk Teresa Rudolph.
The City Manager introduced Department Directors that were in attendance: City Treasurer
Allyn Clark, Fire Chief Kevin Kreitman, Chief of Police Robert Paoletti, and Interim Finance
Director Dennice Maxwell.
The Pledge of Allegiance to the Flag was led by Pat Corey.
The Invocation was provided by Debbie Ivey, Redding Police Department Chaplain.
PRESENTATIONS

2A. Presentation of Citizen's Award Certificates - Redding Police Department

Chief Paoletti presented Citizen's Award certificates to Wesley Humphries and
Mariah Hagstrom. Certificates of Appreciation were also presented by Jerry Crowe on
behalf of Senator Nielsen.
28. Presentation of a Mayor's Proclamation proclaiming April 2013. as National Child
Abuse Prevention Awareness Month

Mayor Bosetti presented a Mayoral Proclamation to Rachelle Modena, Project Director
of Ameri corp s and Parent Partners for the Child Abuse Prevention Coordinating Council
(CAPCC) of Shasta County, declaring April 2013 National Child Abuse Prevention
Awareness Month in the City of Redding.
Ms. Modena spoke on behalf of the CAPCC of Shasta County.
2C. Presentation regarding City of Redding' s Volunteer Program; and
Recognition of National Volunteer Appreciation Week

Shawn Avery, Personnel Analyst, provided a presentation regarding the City of
Redding's Volunteer Program and recognizing April 21-27, 2013, as National Volunteer
Appreciation Week in the City of Redding. He shared that the City's Volunteer Program
has saved the City over $1,519,438.

2D. Resolution - Honoring City's Director of Finance Stephen W. Strong

It is the recommendation of the City Manager that the City Council adopt a resolution
honoring Stephen W. Strong for distinguished service as the City's Director of Finance.
A MOTION WAS MADE by Council Member Cadd, seconded by Council Member
Jones, to adopt Resolution No.2013-033, a resolution of the City Council of the City of
Redding commending Stephen W. Strong for his outstanding dedicated service to the
City of Redding.

2E. Presentation by the Shasta County Economic Development Corporation (EDC)

Mark Lascelles, President of EDC, provided a PowerPoint presentation, incorporated
herein by reference, highlighting its activities.
PUBLIC COMMENT

Murray Blake, representing the Salvation Army, presented the Mayor with a plaque commending
City employees for their contribution to the 2012 Red Kettle Campaign, and the revolving trophy
showing the City raised more funds than Shasta County during the 2012 Campaign.

Terry Briggs cited concerns with the operation of the Shasta County Local Agency Formation
Commission (LAFCO) and the completion of the State mandated Municipal Service Reviews
and Sphere of Influence updates on all districts and cities in Shasta County.

George Clarke expressed concern relative to the City's participation in the Public Agency
Retirement System benefit and the associated retroactivity back to the employee's employment
date.

Stephen Cutty, field representative for Service Employees International Union, Local 1021,
opined that there is a misconception about unions. He stated that policy decisions, which have
negative consequences to the community, are the problem, not the unions, i.e., outsourcing of
City services.

Barbara Riddle, Suann Prigmore, Gary Hollahan, Terry Taff and Randal Faulkner expressed
dissatisfaction with the City Attorney's performance.

Delores Lucero spoke regarding her constitutional rights.

Chris McCandless favored the City providing funding to the Northern California Veterans
Museum & Heritage Center.

Greg Mann opined that donations can come with "strings attached," and the City should accept
responsibility for the library's flag pole.

Joseph Greydanus believed it was the City's responsibility to ensure there is a flag outside the
library.

It is the recommendation of the Interim Finance Director that the City Council approve
Accounts Payable Register No. 18, for the period of March 18, 2013, through
March 29, 2013, for a total of $11,261,229.54, for check numbers 909996 through
910356, inclusive, ACH Transfer numbers 9844 through 9891, inclusive, and Wire
Transfer numbers 4448 through 4466, inclusive; and Payroll Register No. 19, for the

Treasurer's Report for the month of February 2013.

4.5(a). Letter of Support - House of Representatives Bill 1038 (H.R. 1038), the Public Power
Risk Management Act of2013

It is the recommendation of the Electric Utility Director that the City Council authorize
the Mayor to sign a letter in support of the H.R. 1038, the Public Power Risk
Management Act of2013.
A MOTION WAS MADE by Council Member Jones, seconded by Council Member
Sullivan, that the foregoing items on the Consent Calendar be approved and adopted as
recommended.

9.3(a). Letter of Intent (LOI) with Ventura County - Unmanned Aircraft Systems (UAS) Test
Site

Support Services. Director Dinger provided an overview of the Report to City Council
( staff report) dated March 25, 2013, incorporated herein by reference, and recommended
that the City Council authorize the Support Services Director to execute a LOI with
Ventura County for a UAS Test Site and confirm the City's interest in entering into an
agreement should Ventura County be awarded an agreement by the Federal Aviation
Administration.
The following individuals opposed the City of Redding entering into an LOI with
Ventura Council for the use of the Redding Airport as an UAS Test Site: Greg Mann,
Denise Young, Melody Fowler, Joseph Greydanus, Patricia Heinsohn, Douglas Bennett,
Barbara Keeling, Cory Keeling, Sally Rapoza, Delores Lucero, and Randal Faulkner.
Mark Lascelles, President ofEDC, spoke in favor of the LOI and the associated jobs it
could potentially bring to the area.

Discussion amongst Council ensued. Council Members Jones and Cadd stated that they
would not support entering into the LOI with Ventura County.
A MOTION WAS MADE by Council Member Sullivan, seconded by Mayor Bosetti,
to schedule consideration of the LOI with Ventura County for a UAS Test Site at a future
public hearing.

9.9(a). Resolution - 52nd Amendment to City Budget Resolution No. 2011-111 - Computer
Network Technician

Police Chief Paoletti summarized the Report to City Council (staff report) dated March
19, 2013, incorporated herein by reference, and recommended that the City Council adopt
a resolution authorizing a new Computer Network Technician position due to the
restructure of personnel committed to the Integrated Public Safety System.
City Manager Starman stated that this position would not be filled until such time as the
new Integrated Public Safety System (IPSS) agreement, approved by the City Council at
its December 18, 2012, meeting, had been fully executed.
A MOTION WAS MADE by Council Member Jones, seconded by Council Member
Sullivan, to adopt Resolution No. 2013-034, a resolution of the City Council of the City......,
of Redding approving and adopting the 52nd Amendment to City Budget Resolution No. ~.
2011-111 for the addition of a Network Technician.

City Manager Starman highlighted the Report to City Council (staff report) dated March'
25, 2013, incorporated herein by reference, and recommended that the City Council adopt
a resolution recognizing the formation of the United Public Employees of California,
Local 792- Technical Employees Unit, effective April 2, 2013.
George Clarke expressed concern with the establishment of another union in the City of .
Redding and the associated costs.
A discussion amongst Council ensued.
A MOTION WAS MADE by Council Member Jones, seconded by Council Member I
Sullivan, to adopt Resolution No. 2013-035, a resolution of the City Council of the City
of Redding recognizing the United Public Employees of California, Local 792- Technical
Employees Unit as an Exclusively Recognized Employee Organization of the City of
Redding in accordance with the City's Employer-Employee Relations Resolution and the
Myers-Millias-Brown Act, effective April 2, 2013.
