HomeMy WebLinkAboutMinutes - City Council - 2013-03-28 - Special Meeting ,', "_,, ':'~-:"_.'<_ ,I' . :". ; . ~ ' -....... 209 City Council, Special Meeting Civic Center Council Chambers 777 Cypress A venue Redding, California Marc4 28, 2013 2:00 p.m. The meeting was called to order by Mayor Rick Bosetti with the following Council Members present: Gary Cadd, Patrick Jones, Missy McArthur, and Francie Sullivan. I Also present were City Manager Kurt Starman, City Attorney Rick Duvernay, Assistant City Manager/Electric Utility Director Barry Tippin, Deputy City Manag'er Greg Clark, Support Services Director Rod Dinger, City Clerk Pamela Mize, and Executive Assistant Sharlene Tipton. 2. Operation of Local Community Access Television Channels (Request for Proposals No. 4517) [A-050-450/T -040-350/B-080-465] In response to Mayor Bosetti' s question relative to what bearing' Charter Communication's audit request for the public, educational, arid government (PEG) fees has on the proceedings, City Attorney Duvernay opined that, if the Council so wished, determination of the public access channels operator could continue. A Council consensus agreed to move forward with the presentations. In response to Mayor Bosetti' s inquiry, Rob Keenan, Redding Community Access Corporation (RCAC) Director, noted that its Board Members have not been able to meet yet, due to requiring all five members to be present, to make a decision on its plans regarding the equipment purchased with PEG funds. I In response to Council Member Cadd, Mr. Dinger provided a short synopsis of what charter cable public access channels provide and their purpose. Mayor Bosetti highlighted the Report to City Council (staff report) dated February 6, 2013, incorporated herein by reference, and provided background information which led to the potential operators' presentations to the Council. He stated that each of the potential operator's would present their bids to the City Council for its consideration, with the order determined by a random drawing conducted by Redding Police Department Officer Kevin Kimple. Shasta County Arts Council Debra Lucero, Executive Director shared a PowerPoint presentation, incorporated herein by reference, and video depicting its space and plans for the future at Old City Hall. Shasta Community Media Sharon Waranius, Executive Director, provided a video clip and presented its plans for the access channels. I In response to Couricil Members Sullivan and McArthur, Ms. Waranius noted that the budget they provided is based on estimates of the unknown elements, such as the status of the PEG equipment held by RCAC. Redding Community Access Channel Board Member Matt Davison, provided a video depicting its K-ECT (Educational Community Television) activities and highlighted its upcoming classes and activities. Fred Chavez and Chris Connor spoke on behalf of RCAC. A discussion amongst the City Council ensued. 03/28/2013 210 Council Member McArthur commended all three applicants for their efforts. Susie Evans-Wood, consultant with Charter Communications, noted that its main concern is the appropriate use of both the public access funds and the equipment, and that Charter Cable looks forward to continuing to work with the City. Council Member Cadd stated that his preference was the Shasta Community Media, and Council Member Jones stated his preference was RCAC. A MOTION WAS MADE by Council Member McArthur, seconded by Council Member Sullivan, to accept the Shasta County Arts Council as the successful proposer for the future operation of the local community access television channels and direct staff to negotiate a contract for such services to take effect upon the conclusion of the Redding Community Access Corporation's (RCAC) audit and termination ofRCAC's contract with the City of Redding.
