The meeting was called to order by Mayor Rick Bosetti with the following Council Members
present: Gary Cadd, Patrick Jones, Missy McArthur, and Francie Sullivan.
Also present were: City Manager Kurt Starman, City Attorney Rick Duvernay, Assistant City
Manager/Electric Utility Director Barry Tippin, Public Works Director Brian Crane, Deputy
City Manager Greg Clark, City Clerk Pamela Mize, and Executive Assistant Sharlene Tipton.
The City Manager introduced Department Directors that were in attendance: City Treasurer
Allyn Clark, Personnel Director Sheri DeMaagd, Support Services Director Rod Dinger,
Finance Director Dennice Maxwell, Community Services Director Kim Niemer, and Chief of
Police Robert Paoletti.
The Pledge of Allegiance to the Flag was led by Abu Bakr H. Salahuddin.
The Invocation was provided by Dave Leppard, Trinity Alliance Church.
PRESENTATIONS
2A. Presentation of Citizen's Award to Demenn Spade by the Redding Police Department

Chief Paoletti highlighted the City of Redding Internal Communication (staff report)
dated March 3, 2014, incorporated herein by reference. On behalf of the Redding
Police Department (RPD), he presented Mr. Demenn Spade with a Citizen's Award
for his actions taken on June 23, 2013, showing unselfish devotion to his fellow man
and community by assisting RPD with the apprehension of an offender in Downtown
Redding.
2B. Mayor's Proclamation — Proclaiming March 30, 2014, as Welcome Home Vietnam
Veterans Day in the City of Redding

Mayor Bosetti presented a Mayoral Proclamation to Abu Bakr H. Salahuddin on
behalf of the Vietnam Veterans of America, Chapter 357, proclaiming
March 30, 2014, as Welcome Home Vietnam Veterans Day in the City of Redding.
Mr. Salahuddin invited the Council and the community to participate in the annual
luncheon to be held on March 29, 2014, at the Veteran's Hall on Yuba Street,
honoring the Vietnam Veterans and their families. The public is invited to attend free
of charge.
2C. Presentation On Behalf of Macy's Regarding Heart Your Park Initiative To Support
Redding Parks

Community Services Director Niemer relayed that the City of Redding's Enterprise
Park was selected by the Redding Macy's employees for Heart Your Park, a program
introduced as part of Macy's Secret Garden Campaign, that aims to raise awareness
and dollars for local parks across the country. Ms. Niemer noted that through
March 31, 2014, customers at the Redding Macy's store can donate $1 or more at the
register, with 100 percent of the donations benefitting the Enterprise Park. She also
noted that Macy's will match the total customer donation, dollar for dollar, up to a
total of$250,000.
2D. Presentation by Congressman Doug LaMalfa and Discussion of Federal Issues
Affecting Local Government

Congressman Doug LaMalfa, representing California's ls` District, provided an
overview of several issues and topics important to northern California such as: the
federal deficit; the Federal Agriculture Reform and Risk Management Act (FARM)
(HR 2642); Amendment to the Cyber Intelligence Sharing and Protection Act (HR
624); Amendment to the Clean Water Act; facilitating funding for restoration and

flood protection work on the Hamilton City "J" Levy Project; the Sites Reservoir Project;
Amendment to the Timber Harvest Act (SB 1541); Municipal Water Rights (HR
3964); Public Power Risk Management Act (HR 1038); and noted that comments are
being received in favor of and in opposition to the raising of Shasta Dam.
A discussion amongst the Council Members and Congressman Malfa ensued.
The City Council thanked Congressman LaMalfa for his time.
PUBLIC COMMENT

George Clarke, Gary Hollahan, and Dick Fyten opposed increases to government employee
wages and benefits and opined that the City Council needs to change Resolution No. 86-148
to prevent future Council Members from participating in the current health insurance and
pension plans.

Tina Brown, Program Manager with Golden Umbrella, explained that Senior Corps and
AmeriCorps are funded by the Corporation for National and Community Service (CNCS)
serving the cities of Redding, Anderson, Red Bluff, and Shasta Lake City. She noted that
these CNCS programs represent approximately 195 volunteers in Redding, and encouraged
the City of Redding to participate in its annual Mayors' Day of Recognition for National
Service, to be held on Tuesday,April 1, 2014.

Terry Rapoza opined that the State of California is facing budget deficits due to its unfunded
liabilities and encouraged the City of Redding to take steps to alleviate its unfunded
liabilities.
CONSENT CALENDAR
The following matters were considered inclusively under the Consent Calendar and each
report to City Council (staff report) is incorporated herein by reference:
4.(b). Approval of Payroll and Accounts Payable Register

It is the recommendation of the Finance Director that the City Council approve
Accounts Payable Register No. 17, for the period of March 1, 2014, through March
14, 2014, for a total of $6,275,596.91, for check numbers 919099 through 919510,
inclusive,ACH Transfer numbers 10840 through 10875, inclusive, and Wire Transfer
numbers 4959 through 4972, inclusive; Payroll Register No. 18, for the
period February 16, 2014, through March 1, 2014, in the amount of $2,587,560.27,
for electronic deposit transaction numbers 364652 through 365479, inclusive, and
check numbers 555028 through 555073, inclusive; SUMMARY TOTAL:
$8,863,157.18.
4.(c) Ordinance — Amending Redding Municipal Code (RMC) Title 11 (Vehicles and
Traffic) Chapter 11.12 (Speed Limits)

It is the recommendation of the Public Works Director that the City Council adopt
Ordinance No. 2505, an ordinance of the City Council of the City of Redding
amending RMC Title 11 (Vehicles and Traffic) Chapter 11.12 (Speed Limits) by
amending Title of Volumes I through IV and certain content within Volumes II, III,
and IV of Section 11.12.010.B relative to speed limits on various street locations.
4.1(a). Amendment to the Right of Entry Permit—Authorizing the California Army National
Guard to Utilize City-Owned Property for a Training Event in June 2014

It is the recommendation of the City Manager that the City Council: (1) authorize the
City Manager to execute an Amendment to the Right of Entry Permit (C-5369) to
authorize the California Army National Guard to utilize City-owned property located
at 101, 103 and 1100 Kenyon Drive and 4801 and 4901 Aloe Vera Drive for a one-
time training event from June 6, 2014, through June 22, 2014; and (2) authorize the
City Manager to approve minor amendments to said Permit in the future, as
warranted.

4.2(a). Resolution—Declaring April 2014 as Fair Housing Month
[A-050-060-600]
It is the recommendation of the Deputy City Manager that the City Council adopt
Resolution No. 2014-030 declaring April as Fair Housing Month in the City of
Redding.
4.2(b). Submission of Three (3) Grant Applications to the Indian Gaming Local Community
Benefit Committee (LCBC)

It is the recommendation of the Deputy City Manager that the City Council authorize
submission of three grant applications to the Indian Gaming LCBC for consideration
of funding through money available for mitigation of impacts related to Win-River
Casino: Financial Crimes Enforcement (Police) - $80,000; Heavy Vehicle Training
Site Development (Fire) - $50,000; and South Redding Bikeway and Pedestrian Path
Design (Public Works) - $49,000.
Council Member Jones thanked Win-River Casino.
4.3(a). Amendment to the Ray Morgan Equipment Lease Agreement (C-6058) — Changing
the Contract Period

It is the recommendation of the Support Services Director that the City Council:
(1) authorize the Mayor to sign an Amendment to the Ray Morgan Equipment Lease
Agreement (C-6058) changing the contract period to March 1, 2014, through
February 28, 2019; and (2) authorize the City Manager, or his designee, to sign any
future amendments to said Agreement.
4.5(a). Electric Utility's Monthly Financial Report -January 2014

It is the recommendation of the Electric Utility Director that the City Council accept
the Redding Electric Utility's Monthly Financial Report for January 2014.
4.5(b). Review of Ordinances and Policies Governing the Setting of Electric Rates and Cash
Reserve Requirements

It is the recommendation of the Electric Utility Director that the City Council
authorize staff to undertake a complete review of the ordinances and policies
governing the setting of electric rates and cash reserve requirements.
4.10(a).General Fund's Monthly Financial Report—January 2014

It is the recommendation of the Finance Director that the City Council accept the
General Fund's Monthly Financial Report for January 2014.
In response to Council Member McArthur, City Manager Starman shared positive
news that the City's share of local sales tax revenue increased nine percent in the
fourth quarter of 2013 versus the fourth quarter of 2012.
4.11(b).Resolution — Proclaiming March 16-22, 2014, as National Surveyors Week in the
City of Redding

It is the recommendation of the Public Works Director that the City Council adopt
Resolution No. 2014-031 proclaiming March 16-22, 2014, as National Surveyors
Week in the City of Redding.
City Manager Starman recognized the City's only Surveyor Bruce Watkins, noting
that he does a tremendous job for the City.

A MOTION WAS MADE by Council Member Jones, seconded by Council
Member McArthur, that the foregoing items on the Consent Calendar be approved
and adopted as recommended.

PUBLIC HEARINGS, PETITIONS, AND PROTESTS
6.1. Public Hearing - Regarding Levying of the 2014-15 Annual Assessment in
Downtown Redding Business Improvement District

Deputy City Manager Clark highlighted the Report to City Council (staff report)
dated March 6, 2014, incorporated herein by reference, and recommended that the
City Council conduct a Public Hearing to determine what level of protest there may
be, if any, to the levying of the proposed annual assessments in the Downtown
Redding Business Improvement District (BID) and, upon conclusion, adopt a
resolution confirming the Annual Report as originally filed by the Downtown
Redding Business Association and levying the annual assessment for Fiscal Year
2014-15 in the BID.
The Affidavit of Publication— Notice of Public Hearing is on file in the Office of the
City Clerk.
The hour of 6:00 p.m. having arrived, Mayor Bosetti opened the public hearing to
consider levying of the 2014-15 Annual Assessment in the Downtown Redding
Business Improvement District.
Mayor Bosetti determined that no one present wished to address this matter and
closed the public hearing.
A MOTION WAS MADE by Council Member Sullivan, seconded by Council
Member McArthur, to adopt Resolution No. 2014-032, a resolution of the City
Council of the City of Redding confirming the Annual Report as originally filed by
the Downtown Redding Business Association and levying the annual assessment for
Fiscal Year 2014-15 in the Downtown Redding Business Improvement District.

9A. Potential Modification to the City of Redding's Workplace Violence Policy

City Manager Starman summarized the Report to City Council (staff report) dated
March 6, 2014, incorporated herein by reference, and relayed Council Member Jones'
recommendation that the City Council initiate a discussion regarding potential
modification of the City of Redding's Workplace Violence Policy, specifically
employees carrying concealed weapons in the workplace, and, if necessary, provide
direction to staff.
Council Member Jones noted that he had been approached by employees to bring this
item forward for discussion, opining that he found it ironic that the public can bring
weapons with the proper Carrying Concealed Weapons (CCW) permit onto City
property, however, employees are not allowed to.

The following spoke in favor of allowing employees to carry concealed weapons in
the workplace: Denise Young, Gary Hollahan, Curtis Brown, Dick Fyten,
Bob Reitenbach, Robert Smith,Al Trease, Kayla Brown, and Charles W. Alexander.
Al Shipman spoke in opposition.
In response to Council Member McArthur's question, Chief of Police Paoletti noted
that this was a much broader topic, as it creates potential hostile work environment
issues. He also noted that the City could be liable for any discharge of a firearm
resulting in injury. He opined that the intent of the Second Amendment to the United
States Constitution, that protects the rights of individuals to keep and bear arms, is
very different from public employees carrying firearms.
A discussion amongst the Council ensued.
In response to Council Member Cadd's question, City Attorney Duvemay stated that
an employee could not sue the City if they were attacked while walking to their
vehicle, the City could only be sued if dangerous conditions existed that the City was
aware of and did nothing to correct.
Mayor Bosetti, and Council Members McArthur and Sullivan agreed that they were
open to the discussion if the majority of employees were interested.
Council Members Cadd and Jones supported employees having the choice to carry
firearms onto City property opining that they see no difference between employees
and citizens.
A MOTION WAS MADE by Council Member McArthur, seconded by Council
Member Sullivan, not to take any action regarding potential modification of the City
of Redding's Workplace Violence Policy, specifically employees carrying concealed
weapons in the workplace, unless employees pursue the issue by contacting Council
Members and/or working with their labor unions.

9.3(b). Award of Bid - Bid Schedule No. 4623, Furnish New Tires, Tire Recaps, Tire
Repairs, and Tire Disposal Services

Support Services Director Dinger provided an overview of the Report to City Council
(staff report) dated March 6, 2014, incorporated herein by reference, and
recommended that the City Council: (1) award Bid Schedule No. 4623, Furnish New
Tires, Tire Recaps, Tire Repairs, and Tire Disposal Services, for the period of
April 1, 2014, through March 31, 2015, to Tehama Tire Service, Inc. (Tehama), in
the amount of $252,858.40 for recap and repair services; (2) authorize new tire
purchases to be made through Tehama under the Western State Contracting Alliance
contract for the same time period; and (3) authorize the Purchasing Officer to extend
the bid up to two consecutive one-year extensions with price adjustments based on
the Consumer Price Index (labor and disposal services) and Producer Price Index (for
recaps).
Mr. Dinger thanked the City's Fleet Manager Jim Schmitz for his efforts which will
save the City approximately $195,300 annually once all of the Solid Waste heavy
trucks have the tires replaced.
A MOTION WAS MADE by Council Member Sullivan, seconded by Council
Member McArthur, to: (1) award Bid Schedule No. 4623, Furnish New Tires, Tire
Recaps, Tire Repairs, and Tire Disposal Services, for the period of April 1, 2014,
through March 31, 2015, to Tehama Tire Service, Inc. (Tehama), in the amount of

Development Services Director Nagel highlighted the Report to City Council (staff
report) dated March 11, 2014, incorporated herein by reference, and recommended
that the City Council accept the 2013 General Plan/Housing Element Annual Progress
Report.
A MOTION WAS MADE by Council Member McArthur, seconded by Council
Member Sullivan, to accept the 2013 General Plan/Housing Element Annual Progress
Report. The Vote: Unanimous Ayes.
9.11(a).Resolution - Regarding Formation of Hidden Hills, Units 1-3, into Landscape
Maintenance District 01-14

Public Works Director Crane summarized the, Report to City Council (staff report)
dated March 6, 2014, incorporated herein by reference, and provided a PowerPoint
presentation, incorporated herein by reference. He recommended that the City
Council adopt a resolution: (1) approving the Engineer's Report as filed with the City
Clerk; (2) confirming the map of the assessment district contained in the Engineer's
Report; (3) approving the mailing of notices and ballots; and (4) setting the public
hearing for 6:00 p.m., May 6, 2014, in the City Council Chambers, 777 Cypress
Avenue, Redding, California; all pertaining to the formation of Hidden Hills, Units
1-3, into Landscape Maintenance District 01-14 pursuant to the Landscape and
Lighting Act of 1972.
A MOTION WAS MADE by Council Member Sullivan, seconded by Council
Member McArthur, to adopt Resolution No. 2014-033, a resolution of the City
