A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF REDDING
SUPPORTING THE CHILDREN'S LEGACY CENTER
WHEREAS, the Adverse Childhood Experiences in Shasta County are substantially
higher than the state of California average; and
WHEREAS, those on the frontline have said this is the greatest need in Shasta
County. As such, over the last 2.5 years, significant time and resources have been committed to
the establishment of the Children's Legacy Center; and
WHEREAS, the Children's Legacy Center is being created in collaboration with the
Shasta County District Attorney's Office, Shasta Health and Human Services, Redding Police
Department, Anderson Police Department, Shasta County Sheriff's Office, Crime Victim
Assistance, and Shasta Community Health Center; and
WHEREAS, based on more than 30 years of experience and data collection from 900
centers around the world, the Children's Advocacy Center (CAC) model is proven to reduce
trauma and create significantly improved long term outcomes for children; and
WHEREAS, the National Children's Alliance's accreditation standards are the gold
standard of investigating and prosecuting cases and most importantly, seeing the child and non-
offending family restored; and
WHEREAS, according to the data from the National Children's Alliance, CAC's save
the community an average of$1,000 per child abuse investigation and increase prosecution rates
by 197%; and
WHEREAS, an intentional commitment by the City of Redding, as defined by the City
of Redding, for a long term collaboration with the Children's Legacy Center is requested;
NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of
Redding hereby supports the Children's Legacy Center.
I HEREBY CERTIFY that the foregoing resolution was introduced at a regular meeting
of the City Council of the City of Redding on the 6th day of November, 2018, and was duly
adopted at said meeting by the following vote:
