A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF REDDING
ACCEPTING THE 2018-19 MODIFIED ACTION PLAN AND
AUTHORIZING THE CITY MANAGER, OR DESIGNEE, TO SIGN ALL
THE NECESSARY DOCUMENTS AND SUBMIT THE ACTION PLAN
TO THE U.S. DEPARTMENT OF HOUSING AND URBAN
DEVELOPMENT
WHEREAS, the U.S. Department of Housing and Urban Development (HUD) has
informed the City of Redding (City) of certain amendments to 24 CFR Parts 91, 92, 570, 576,
and 968; and
WHEREAS, such amendments mandate the development and submission of an Action
Plan in order for the City to administer and operate certain HUD programs; and
WHEREAS, on June 19, 2018, the City Council held a public hearing and approved the
2018-19 Annual Action Plan (Action Plan) for Community Development Block Grant (CDBG)
funds in the amount of $712,182 and HOME Investment Partnership funds in the amount of
$454,221 for specific activities detailed in the Action Plan; and
WHEREAS, on August 4, 2018, a major disaster declaration (DR-4382) pursuant to the
Stafford Act was initially issued for the July 2018 Carr Fire by the Federal Emergency
Management Agency; and
WHEREAS, on September 14, 2018, HUD allocated $1,797,338 through the Declared
Disaster Recovery (DDR) Fund, authorized under section 106(c)(4) of the Housing and
Community Development Act of 1974, which enables the Secretary to use recaptured CDBG
funds for the purpose of furthering recovery efforts in the wake of presidentially-declared major
disasters; and
WHEREAS, DDR Funds may only be made available to metropolitan cities and urban
counties in area affected by such disasters to meet emergency community development needs not
met with other sources of assistance; and
WHEREAS, the City has prepared a Modified Action Plan according to HUD's
specifications as to form and content; and
WHEREAS, HUD has waived certain CDBG regulatory requirements, such as, reducing
the public comment period to five days and providing authority to the City to determine
reasonable notice and opportunity to comment; and
WHEREAS, the City Council has considered all public comments received regarding the
proposed Modified Action Plan; and
WHEREAS, the City Council has allocated the DDR Funds in the amount of$1,797,338
to fund CDBG eligible activities that include: infrastructure improvements to develop new
housing units that will be available to and occupied by income qualifying households; economic
development activities to create and retain jobs; public infrastructure improvements; and public
service activities;
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Redding
as follows:
1. The City Council does hereby accept the Modified Action Plan.
2. The City Council does hereby direct the City Manager, or his designee, to sign the
Funding Approval/Agreement and all necessary documents, including certifications, on
behalf of the City and to forward the Modified Action Plan to HUD.
I HEREBY CERTIFY that the foregoing resolution was introduced at a special meeting
of the City Council of the City of Redding on the 24th day of September, 2018, and was duly
adopted at said meeting by the following vote:
