AN ORDINANCE OF THE CITY OF REDDING AMENDING TITLE 2
(ADMINISTRATION AND PERSONNEL) BY REPEAL OF SECTION
2.08.030 (BOND); AMENDING CHAPTER 2.24 (FINANCE OFFICER) BY
RE-TITLE AS CHAPTER 2.24 (FINANCE DIRECTOR); AND
AMENDING SECTION 2.24.030 (DUTIES GENERALLY — BOND); AND
AMENDING CHAPTER 2.84 (OFFICIAL BONDS), SECTION 2.84.010
(REQUIREMENTS) ALL RELATING TO BONDING OF SPECIFIED
CITY EMPLOYEES
Section 1. Title 2 (Administration and Personnel), Chapter 2.08 (City Manager),
Section 2.08.030 is hereby repealed.
Section 2. Title 2 (Administration and Personnel), Chapter 2.24 (Finance Officer) is
hereby re-titled as Chapter 2.24 (Finance Director).
Section 3. Title 2 (Administration and Personnel), Chapter 2.24 (Finance Officer),
Section 2.24.030 is hereby amended to read as follows:
2.24.030 - Duties generally.
A. The Finance Director shall assume, and be responsible for, those duties enumerated in
Sections 40802 through 40805 of the Government Code.
B. The Finance Director shall perform such other duties as may be prescribed from time to O
time by the City Manager.

Section 4. Title 2 (Administration and Personnel), Chapter 2.84 (Official Bonds), 0
Section 2.84.010 is hereby amended to read as follows: rJ
2.84.010 - Requirements.
A. Pursuant to Government Code Section 36518, the City Clerk and the City Treasurer shall,
upon assuming office, be required to give faithful performance bonds in such reasonable
amount as may be recommended by the City Attorney and fixed by resolution of the City
Council. The City Attorney is delegated responsibility to review and approve as to form
such bonds.
B. The City Attorney shall procure policies of insurance sufficient to cover loss occurring
due to employee dishonesty and criminal conduct for all employees of the City when, in
his/her judgment, such policies are reasonably and economically feasible for purchase.
C. All bonds provided for in this section shall be issued by a good and sufficient corporate
surety authorized to do business within the state.
Section 5. Severability. If any section, subsection, sentence, clause or phrase of this
ordinance is for any reason held by a court of competent jurisdiction to be invalid or
unconstitutional, such decision shall not affect the validity of the remaining portions of the
ordinance. The City Council of the City of Redding hereby declares that it would have passed
this ordinance and each section, subsection, sentence, clause and phrase thereof irrespective of
the fact that one or more sections, subsections, sentences, clauses or phrases may be held invalid
or unconstitutional.
Section 6. The passage of this ordinance is not a"project" according to the definition
in the California Environmental Quality Act, and therefore is not subject to the provisions
requiring environmental review.
Section 7. This ordinance shall take effect thirty (30) days after the date of its
adoption, and the City Clerk shall certify to the adoption thereof and cause its publication
according to law.
I HEREBY CERTIFY that the foregoing ordinance was introduced and read by the City
Council of the City of Redding at a regular meeting on the 21st day of August, 2018, and was
duly read and adopted at a regular meeting on the 18th day of September, 2018, by the following
vote:
